The China Program at Shorenstein APARC had the privilege of hosting Jude Blanchette, the Freeman Chair in China Studies at the Center for Strategic and International Studies (CSIS). The program, entitled "What’s ‘Communist’ about the Communist Party of China?," explored the goals and ideology of the Chinese Communist Party (CCP), as well as what they might mean for the future of China in the global community. Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program, moderated the event.

After the death of Mao Zedong in 1976, the goals of the CCP became less clear. As the country began to adopt market reforms in the 1980s and 1990s, CCP theorists were forced into contortions providing ideological justifications for policies that appeared overtly capitalist. Deng Xiaoping’s concept of “Socialism with Chinese characteristics” came to be seen as a theoretical fig leaf rather than a description of an egalitarian economic system, and by the 2000s, a consensus emerged that the CCP had completely abandoned any pretense of pursuing the Marxist vision it purported to hold. With the rise of Xi Jinping, however, the Party talks with renewed vigor about Marxism-Leninism and the goal of achieving actual, existing socialism. Has the CCP re-discovered communism?  In his talk, Blanchette discussed the abandoned and existing legacies of Mao Zedong, Marxism-Leninism, and the CCP’s vision of socialism. Watch now:

As US-China competition intensifies, experts debate the degree to which the current strategic environment resembles that of the Cold War. Those that argue against the analogy often highlight how China is deeply integrated into the US-led world order. They also point out that, while tense, US-China relations have not turned overtly adversarial. But there is another, less optimistic reason the comparison is unhelpful: deterring and defeating Chinese aggression is harder now than it was against the Soviet Union. In her talk, Dr. Mastro analyzed how technology, geography, relative resources and the alliance system complicate U.S. efforts to enhance the credibility of its deterrence posture and, in a crisis, form any sort of coalition. Mastro and Oi's thought-provoking discussion ranged from the topic of why even US allies are hesitant to take a strong stance against China to whether or not Taiwan could be a catalyst for military conflict. Watch now:

On January 27, 2021, the China Program at Shorenstein APARC hosted Professor Hau L. Lee, The Thoma Professor of Operations, Information & Technology at the Stanford Graduate School of Business for the virtual program “The Pandemic, U.S-China Tensions and Redesigning the Global Supply Chain.” Professor Jean Oi, William Haas Professor of Chinese Politics and director of the APARC China Program, moderated the event.

Professor Lee focused on an important question that has only become more pressing due to the COVID-19 pandemic: How, if at all, should businesses redesign their supply chains? Since the beginning of the pandemic, explains Lee, there has been an increase in calls for “redundancy” in supply chains in order to protect them from the problems they faced early in the pandemic, when China was first hit by shut downs and slowed productivity. Advice has been varied, ranging from the “China Plus One” strategy in which businesses simply add a secondary production location, to completely domesticating supply chains.

Lee warns, however, of the perils of overreaction. There are numerous risks that come along with a fully domestic supply chain, not least the danger of “having all of your eggs in one basket.” Instead, says Lee, businesses should move cautiously and, instead of fully divesting from China, should use the country intelligently. 

Professor Lee’s “In and Out Design” encourages businesses to work from the inside out, securing and strengthening their supply chains by starting at home. Companies must first build “internal supply chain excellence,” after which they can move on to making sure their strategic partners are equally strong and can work to their advantage. Eventually, companies can move on to strengthening the extended value chain and, ultimately, their entire ecosystem. Using strategies like dual response, leveraging “lubricants,” and bolstering capacity-building capabilities, businesses can create a more stable future. 

The session concluded with a fruitful Q&A between Professor Lee and the audience, moderated by Professor Oi.

Photo of Oriana MastroOriana Skylar Mastro is a Center Fellow at Stanford University’s Freeman Spogli Institute for International Studies (FSI). Within FSI, she works primarily in the Shorenstein Asia-Pacific Research Center (APARC) and the Center for International Security and Cooperation (CISAC) as well. She is also a fellow in Foreign and Defense Policy Studies at the American Enterprise Institute and an inaugural Wilson Center China Fellow.

Mastro is an international security expert with a focus on Chinese military and security policy issues, Asia-Pacific security issues, war termination, and coercive diplomacy. Her research addresses critical questions at the intersection of interstate conflict, great power relations, and the challenge of rising powers. She has published widely, including in Foreign Affairs, International Security, International Studies Review, Journal of Strategic Studies, The Washington Quarterly, The National Interest, Survival, and Asian Security, and is the author of The Costs of Conversation: Obstacles to Peace Talks in Wartime (Cornell University Press, 2019).

She also continues to serve in the United States Air Force Reserve, for which she works as a Strategic Planner at INDOPACOM. Prior to her appointment at Stanford in August 2020, Mastro was an assistant professor of security studies at the Edmund A. Walsh School of Foreign Service at Georgetown University. She holds a B.A. in East Asian Studies from Stanford University and an M.A. and Ph.D. in Politics from Princeton University.

China now hosts the world’s largest e-commerce retail market with a 40% share of global sales. Mobile pay has taken the country by storm so that even beggars are accepting alms through QR codes. What accounts for the leapfrog development in China’s e-commerce market? What are the larger implications of the rise of this 700-million-user online market? This talk will discuss the institutional foundation of China's giant e-commerce market, as well as its political and economic effects.

Lizhi Liu is an Assistant Professor in the McDonough School of Business and a faculty affiliate of the Department of Government. Her research specializes in the politics of trade, technology and innovation, and the political economy of China. Her work has been published by American Economic Review: Insights and Minnesota Law Review, and has been funded by numerous institutions, including the Bill and Melinda Gates Foundation, Weiss Family Program Fund, and the Stanford Institute for Innovation in Developing Economies. She received the 2020 Ronald H. Most people attribute the Belt and Road Initiative (BRI) to Beijing’s imperialist ambitions. In her talk, Professor Min Ye will go beyond top-level rhetoric, however, and investigate BRI’s origins, its implementation, and its on-the-ground effects inside China. She will unpack different local governments' approaches to the BRI by discussing how subnational entities have leveraged Beijing’s grand strategy and how the implementation of projects and programs related to the BRI facilitate local economic agendas. China’s local developmentalism, which has undergirded not only the BRI but also other national-level strategies (like the Western Development Program and China Goes Global policy), has propelled the Chinese economy from a middle power in 1998 to a superpower in 2018. The talk will conclude with a discussion of COVID-19’s impact on China’s BRI as well as preliminary findings from Professor Ye’s current research into other state-mobilized development initiatives in China.

Min Ye is an Associate Professor at the Pardee School of Global Studies, Boston University. Her research lies in the nexus between domestic and global politics and economics and security, focusing on China, India, and regional relations. Her publications include The Belt, Road, and Beyond: State-Mobilized Globalization in China 1998 -- 2018 (Cambridge University Press, 2020), Diasporas and Foreign Direct Investment in China and India (Cambridge University Press, 2014), and The Making of Northeast Asia (with Kent Calder, Stanford University Press, 2010). She has received a Smith Richardson Foundation grant (2016-2018), the East Asia Peace, Prosperity, and Governance Fellowship (2013), Princeton-Harvard China and the World Program post-doctoral fellowship (2009-2010), and Millennium Education Scholarship in Japan (2006). In 2014-2016, Min Ye was an NCUSCR Public Intellectual Program fellow. Ye is currently the 2020 Rosenberg Scholar of East Asian Studies at Suffolk University.

I grew up with STEM as my backbone, my crutch. My parents met in engineering school, and the childhood they gifted me with was one filled with opportunities to get my hands dirty. The identity I built for myself was defined by asking questions about snail slime, aphids on roses, simply everything about the “hows” and “whys” of the biological world around me. And not once did I think to steer my gaze elsewhere in hopes of enriching my worldview. To an elementary school Mallika, understanding science and science alone would gift me the tools to solve the world’s greatest problems.

So, of course, it confused me to see my dad, an equity analyst focused on the semiconductor and green tech industries, travel so often to Japan, China, and Korea. Hands filled with stuffed animal pandas wearing qi paos, he would talk on and on about East Asia’s incomparable ability to merge the old with the new: cities at the forefront of tech innovation were sparkled with architecture and customs from lineages spanning thousands of years. My dad sold the intrigue. Not in an orientalist way, rather through a deep appreciation of recognizing the past in an effort to rebrand the future. I just had to get my peek.

I started learning Japanese in fourth grade, Chinese in seventh, and was in love with the languages. They were logical, pictographic, and simply scientific. But the classes were one-dimensional, one-epochical almost, if that’s even a word. What they were able to capture in unraveling the past did nothing in describing the translation to the future. I wanted to get a grasp of contemporary issues to eventually find ways to apply this newfound information to my STEM pursuits.

Fast forward a few years, a semester of SPICE’s Reischauer Scholars Program under my belt, I loved my experience with the SPICE program so much that I had to return for a second program. Naturally, I applied to SPICE’s China Scholars Program (CSP) my junior year of high school, and compounded with classes like AP U.S. History and Honors Chinese, my worldview felt interconnected. Everything I was studying added to an accumulated web of information, weaving connections between economics, public policy, technology, and culture. I wrote my final paper on how bureaucracy, educational equity, and green technology could help China establish itself as the (not a) global superpower, and it had quite honestly been my first exploration in drawing conclusions between seemingly disparate fields. For someone who had conducted many science research projects in the past, CSP and its instructor, Dr. Tanya Lee, challenged and stretched me in ways I never thought possible.

I’m currently studying Materials Science and Engineering and Bioengineering at MIT, but my love for STEM is bolstered by a global lens.

At MIT, we’re taught the merits of collaboration through group-based projects and exceedingly difficult problem sets. However, I often doubt the translatability of this approach in the real world. Students of similar academic backgrounds collaborate on similar projects with similar solutions. The web of information synthesized by students of different majors is undeniably extremely useful in developing real-world solutions. Completing CSP through a STEM lens was a unique way of doing just that. I met students from Virginia all the way to Hong Kong who were passionate about everything under the sun. The variation in perspectives livened discussion boards, and I could almost liken the completed responses to a mosaic: each student had their unique piece to offer, such that the image created was one of heightened clarity. Since then, I’ve taken classes on Chinese, on economics, and even on how to stage revolutions, all as a result of understanding the merits of cross-disciplinary and cross-cultural exploration. And who knows, I might even minor in Chinese to pay homage to the language that shaped my worldview.

Friction between machines and humans has existed since the beginning of the automated industry and machine-assisted work. It’s a trend that fuels the imaginations of pop culture and political debates alike as people voice worries about the roles increasingly sophisticated robots and technology are taking in society and workplaces.

But is this concern warranted? According to APARC’s Yong Suk Lee, the deputy director of the Korea Program and the SK Center Fellow at FSI, and Karen Eggleston, the deputy director of APARC and the director of the Asia Health Policy Program, perhaps not. A recent article published by the Stanford Institute for Human-Centered Artificial Intelligence (HAI) highlights Lee and Eggleston’s ongoing research into innovative uses of technology across industries, particularly in healthcare. Their findings indicate that the adoption of robotics ultimately does more to augment and adjust, rather than outrightly replace, the role of human labor in the workplace.

What will ultimately matter is whether there will be entirely new occupations, what economists call the ‘reinstatement effect.’ Simply saying that robots lead to permanent job reductions isn’t the end of the story.

Lee studies the impacts of AI and robotics across multiple industries, including manufacturing, retail banking, and nursing homes. A trend he sees across most sectors following the adoption of robotics or AI is a positive increase in productivity. This has impacts for both the short-term and long-term relationships between humans and their robot coworkers, or “co-bots.” While it is true that the introduction of automation and robots initially replaces a significant number of workers in sectors such as manufacturing, over time, that impact reverses and there are job gains in many cases.

“The impact of robots often evolves over time from replacing human workers to augmenting them,” Lee explains, “and productivity gains [can] create opportunities for existing and new occupations.” This happens in a variety of ways. In some cases, the use of robotics and automation in one area frees up time, labor, and resources to employ more people in other, higher-skilled areas. In another situation, increases in productivity brought on by automation allow for greater company growth than would not have been possible otherwise. This, in turn, spurs the need to expand the workforce.

Alternatively, supplementing the labor of a small workforce with robotics and AI can also spread limited resources much farther. Lee and Eggleston’s studies of the impacts of robots on nursing home care in Japan repeatedly show that the use of robots positively increases the quality of service that oftentimes-understaffed care facilities can provide to the elderly and infirm. This can range from monitoring the physical condition of patients and reliably delivering medications to providing mental and emotional support to elderly residents through the use of robotic humanoid companions. Such innovative use of tech fills critical gaps that a human-only workforce would struggle to meet in a staffing shortage like Japan faces.

Looking to the future, Lee shares this perspective: “When the automobile was invented, we suddenly had a new demand for drivers. Now we’ll have to see if [automation] creates demand for other new occupations.” It’s an area of innovation and research he, Dr. Eggleston, and other Stanford researchers will be closely watching with their human eyes in the years to come.

APARC is pleased to share that Stanford alumnae Shiran Victoria Shen and Lizhi Liu have won prestigious awards for best dissertation in their fields. Both Shen and Liu earned their doctoral degrees in Political Science in 2018 and worked with Jean Oi, director of the China Program at APARC, during their tenure as doctoral students.

Shen, who is currently an assistant professor at the University of Virginia, has won the 2020 Harold D. Lasswell Award for her dissertation The Political Pollution Cycle: An Inconvenient Truth and How To Break It. The award is given annually by the American Political Science Association for “the best doctoral dissertation in the field of public policy.” Using a wide array of data, techniques, and research designs, Shen’s work explains how environmental change influences and is shaped by politics and policy. It centers on the critical case of air pollution control policies and uses China as a natural experiment.

Liu, whose doctoral research focuses on the political economy of e-commerce in China, has won the 2020 Ronald H. Coase Best Dissertation Award from the Society for Institutional and Organizational Economics. Her study proposes that China has devised a novel solution, that is, institutional outsourcing, to the central question of how developing states build market-supporting institutions. She is currently an assistant professor in the McDonough School of Business and a faculty affiliate of the Department of Government at Georgetown University.
