Performative Propaganda Engagement: How Online Celebrity Fandom Engages with State Propaganda in China

Established research on authoritarian information control has extensively examined the top-down dissemination of political propaganda and its impact on public attitudes and behaviors. This research introduces a novel theory, performative propaganda engagement, which focuses on individuals who engage with state propaganda in a performative manner to benefit an individual or a group they align with, rather than genuinely endorsing or promoting the propaganda. Through mixed methods research approaches, this research empirically investigates performative propaganda engagement within the realm of Chinese online celebrity fandom, a rising cultural force on Chinese social media. The findings reveal that celebrity fans in China actively incorporate the promotion of state propaganda into their daily activities, aiming to enhance the visibility and reputation for their beloved celebrities. I theorize that celebrity fans performatively engage with state propaganda through three mechanisms — celebrity mobilization, direct state mobilization, and algorithmic visibility manipulation. By exploring the manifestations of performative propaganda engagement, this research contributes to a deeper understanding of the downstream effects of authoritarian information control, the contemporary fandom culture in China, the metrics-driven nature of social media ecosystem, and the authoritarian resilience in the digital age.

The Double-Edged Effect of Internet Control on Productivity and Innovation: Evidence from China

Speaker: Meicen Sun, Postdoctoral Scholar, Program on Democracy and the Internet (PDI)

This paper advances a new theory on the double-edged effect of Internet control, where it benefits domestic data-intensive firms and hurts domestic knowledge-intensive research entities. Exploiting a major Internet control shock in 2014, this paper finds that Chinese data-intensive firms gained from Internet control a 10% increase in revenue over other Chinese firms, and about 1-2% over their U.S. competitors. The same shock incurred an up to 25% reduction in research quality for researchers conditional on the knowledge-intensity of their discipline. While Internet control takes a toll on the country’s long-term capacity for innovation, it lends a short-term benefit to the country’s data-intensive sectors. Conventional wisdom on the inherent limit to cross-border information control by autocracies overlooks this crucial protectionist benefit that enhances autocratic resilience in the digital age.

The Digital Dictator's Dilemma 

Speaker: Eddie Yang, Visiting Graduate Student Researcher, Political Science

An emerging literature suggests that Artificial Intelligence is well suited for autocrats to automate authoritarian control. This paper argues that AI's ability to do so may be hampered by the very repressive institutions that produced it. Drawing on the classic theory of the dictator's dilemma, I argue that AI can suffer from a similar repression-information trade-off - as the regime becomes more repressive, there is less (politically relevant) information in the data for AI to learn. I illustrate this argument using a unique dataset on censorship in China. I show that AI's ability to censor decreases with higher pre-existing censorship. The drop in AI's performance is larger during times of crisis, when people reveal their true preferences. I further show that this problem cannot be easily fixed with more data. Ironically, however, the existence of the free world can help boost AI's ability to censor.

Adaptive Versus Non-adaptive EdTech: Evidence from a Large-Scale RCT in Rural China

Speaker: Yue Ma, Social Science Research Scholar, Stanford Center on China's Economy and Institutions

EdTech, which includes online education, computer assisted learning (CAL), and remote instruction, has expanded rapidly in the last decade. With the rise of Artificial Intelligence (AI) technologies, the role of adaptive programs that can tailor learning experiences to individual users have received more attention than ever. Despite the popularity of these programs, however, rigorous, large-scale studies of their effectiveness do not exist. In this study, we examine whether the adaptive learning features of a CAL program are effective in improving student achievement in a developing setting. We analyze data from a field experiment of 8,647 students from 105 primary schools in rural China. Our empirical results show that neither adaptive nor non-adaptive CAL has an effect on student math scores. When we isolate the adaptive learning feature impact of CAL (versus non-adaptive CAL), we find null effects overall. Moreover, while non-adaptive CAL does have a small impact on the scores of mid-tercile students, adaptive CAL has no impact on the scores of students in any tercile. Interview findings suggest that outdated hardware, heavy teacher workloads, low student interest, and curriculum outpacing effects, among other factors, may explain the null effects of both adaptive and non-adaptive CAL. These results suggest that, in under-resourced contexts where these obstacles exist, both non-adaptive and adaptive Edtech may be ineffective learning tools, which has important implications for the continued, rapid expansion of EdTech throughout the world.

In a workshop hosted jointly by the Center on Democracy, Development and the Rule of Law and the Southeast Asia Program of the Walter H. Shorenstein Asia-Pacific Research Center on March 9, 2023, scholars discussed the setbacks and prospects for democracy in Southeast Asia. The workshop included Stanford affiliates, visiting scholars at the Freeman Spogli Institute for International Studies (FSI), and political scientists from several universities and research institutions in Japan, whose visit to Stanford was funded by the Japanese Society for the Promotion of Science.

Democracies in Southeast Asia face challenges found among other democracies around the globe, including pervasive corruption, political polarization, and the spread of disinformation on social media.


These issues were prominent in the workshop presentations and discussions. At one point, APARC visiting scholar Gita Wirwajan used the opportunity to urge Stanford, being in Silicon Valley, to speak louder against the information-degrading effects of social media.

Scholars also discussed the other distinctive and challenging conditions in which democracy, development, and the rule of law must take root in Southeast Asia, including monarchial traditions, religious diversity, and proximity to China. Such topics ranged widely, from Islamic Law in the Indonesian province of Aceh through China-funded infrastructure in Myanmar to the Mindanao conflict in the Philippines.

Waseda University Associate Professor and CDDRL Visiting Scholar Marisa Kellam co-chaired the workshop’s panels and roundtables with APARC’s Southeast Asia Program Director and CDDRL Affiliated Faculty Donald Emmerson. On the panels, Kana Inata (Tokyo Metropolitan University) and Ruosui Zhang (Waseda University) presented papers for discussion by Michael Bennon and Francis Fukuyama (both Stanford). The roundtables featured papers or remarks by Lisandro Claudio (UC Berkeley), Reza Idria (Ar-Raniry State Islamic University), Yuko Kasuya (Keio University), Aya Watanabe (Institute of Developing Economies), and Gita Wirwajan (Ancora Group). Several Stanford students in the Masters of International Policy program attended the workshop and took part in the discussion, and we were pleased to welcome representatives from the Consulate General of both Indonesia and the Philippines as well.

Perspectives from Indonesia and the Philippines


The morning roundtable offered the two Indonesian scholars’ perspectives on democracy, development, and the rule of law in Indonesia. Idria, while acknowledging that Aceh in democratic Indonesia is almost a state inside a state, situated the province within larger socioeconomic and religious contexts. Wirjawan argued that Indonesia’s democracy needs to become meritocratic, which he linked to the need for improved education.

The afternoon roundtable on the Philippines focused on Bongbong Marcos’s victory in the 2022 Philippine presidential election. According to Claudio, Bongbong’s opponent had run on a good governance platform that failed to persuade voters accustomed to the dynastic personalism of Philippine politics. Kasuya augmented Claudio’s account with reference to the disinformation circulating through social media and the disintegration of political parties and other accountability institutions during Rodrigo Duterte’s presidency. Watanabe’s scope included previous Philippine presidents, specifically their efforts to obtain legislative approval of the settlements negotiated to end the Mindanao insurgency.

Understanding Global Trends


In addition to the roundtable discussions on Indonesia and the Philippines, panel presentations at the workshop used Southeast Asian cases to understand global trends. Zhang’s research on the changing fate of the China-invested Myitsone dam project in Myanmar demonstrated that a developing country undergoing semi-democratic political change would not necessarily kowtow to Beijing. Inata compared the power of monarchs and described how monarchies have contributed to autocratization in Southeast Asia.

For Prof. Emmerson, the workshop’s value reflected the crucial and generous role played by Prof. Kellam in organizing the event; the scope and quality of its findings and interpretations; its coverage of an important region that lacks the attention Northeast Asia receives; and the all too rare collaboration that the workshop achieved between differently specialized components of Stanford University.

By traditional measures, South Korea is not a large country. It ranks 28th in the world in population and only 107th in land mass. Its language is not widely spoken outside the Korean peninsula, and it does not have a large diaspora. Yet since around 2005, it has arguably become the major producer of youth culture in the world. How did this happen?

Stanford professor Dafna Zur has filmed a video to answer that complicated and important question. Dr. Zur is an Associate Professor of Korean literature and culture in the Department of East Asian Languages and Cultures of Stanford University. She specializes in Korean literature, cinema, and popular culture. As part of her research, Dr. Zur has interviewed the main architects of South Korea’s popular culture wave, including SM Entertainment founder Lee Soo-man and many K-Pop stars.

Stanford’s Center for East Asian Studies and SPICE collaborated on a discussion guide to bring the lessons from Dr. Zur’s video to high school and university students. The video and discussion guide are available for free on SPICE’s Multimedia page. They address the following questions:

  • What is popular culture?
  • What is soft power, and why is it important?
  • How did South Korea become such a successful producer of popular culture in the past 20 years?
  • How can we measure South Korea’s success in becoming a popular culture powerhouse? 
  • How did South Korea’s popular culture evolve in response to the COVID-19 pandemic? What’s the next stage in its development?
  • How easy would it be for other countries to replicate South Korea’s soft power success? 

Because the main vehicle for South Korea’s rise as a soft power giant has been Korean pop music, known as K-Pop, Dr. Zur directs viewers to several music videos that illustrate how K-Pop has evolved since 1997 and where it might go in the future.

She provides deep insight into the building blocks of K-Pop’s success, which she identifies as support from the national government, the kihoeksa (entertainment conglomerate) system, technology, timing, content release strategy, and fan communities. In particular, Dr. Zur explains how the kihoeksa are able to produce high-quality entertainment at a low cost and how their scale has allowed them to invest in new technologies that keep them at the forefront of pop culture production.

The discussion guide provides context for students to understand the complexity in Dr. Zur’s video. In preparation for the video, students take and then discuss a quiz on South Korea’s popular culture. The teacher then defines key terms such as popular culture and soft power and displays charts that show how South Korea’s soft power has increased since 2000. 

Students view Dr. Zur’s video and the accompanying K-Pop music videos as homework and respond to a series of questions on the main themes of the video. During the next class period, they work in groups to develop a plan for another country to elevate its soft power by drawing on what they learned about South Korea’s success. This complex activity requires students to clearly define the factors that have led to the popularity of Korean popular culture, distinguish between the factors they believe are replicable and those that are not, and then adapt this analysis into a set of recommendations for another country that hopes to achieve the same success as South Korea. After groups present their findings to the class, the teacher concludes the lesson by asking students to predict whether South Korea will be able to maintain its soft power dominance into the future.

Why do super-wealthy business owners in developing democracies engage in politics? Is corporate political activity fundamentally “defensive” or “offensive” in nature?

Using an original longitudinal dataset of 177 Ukrainian oligarchs, this paper investigates the reasons for (and the ramifications of) tycoons’ political activity. The analysis differentiates between political and economic vulnerabilities — as well as capabilities — of the oligarchs as antecedents for their political strategy. I also investigate how asset specificity of oligarchs’ portfolios, as well as their media ownership and foreign holdings, mitigate the results. Theoretical implications are drawn for our understanding of state-business relations in emerging democracies lacking the rule of law.

ABOUT THE SPEAKER


Stan Markus is an Associate Professor of International Business at the University of South Carolina and an Associate at the Davis Center for Russian and Eurasian Studies at Harvard. He received his Ph.D. in Government from Harvard University and his undergraduate degree from the University of Pennsylvania.

Professor Markus works on state-business relations and is broadly interested in the political economy of development. His projects explore property rights protection, oligarchs, corporate social responsibility, lobbying, corruption, state capacity, and institution building.

His book — Property, Predation, and Protection: Piranha Capitalism in Russia and Ukraine (Cambridge University Press, 2015) — was awarded the Stein Rokkan Prize for Comparative Social Science Research. His research has also been published in the leading peer-reviewed journals in management (e.g. Academy of Management Review), political science (e.g. Comparative Political Studies), development studies (e.g. Studies in Comparative International Development), economic sociology (e.g. Socio-Economic Review), and general interest (e.g. Daedalus). In 1985, James A. Baker III's “Program for Sustained Growth” proposed a set of economic policy reforms, including inflation stabilization, trade liberalization, greater openness to foreign investment, and privatization, that he believed would lead to faster growth in countries then known as the Third World, but now categorized as emerging and developing economies (EMDEs).

A country-specific, time-series assessment of the reform process reveals three clear facts. First, in the 10-year-period after stabilizing high inflation, the average growth rate of real GDP in EMDEs is 2.6 percentage points higher than in the prior ten-year period. Second, the corresponding growth increase for trade liberalization episodes is 2.66 percentage points. Third, in the decade after opening their capital markets to foreign equity investment, the spread between EMDEs average cost of equity capital and that of the US declines by 240 basis points. The three central facts of reform provide empirical support for the Baker Hypothesis.

Peter Blair Henry is the Class of 1984 Senior Fellow at Stanford University’s Hoover Institution, Senior Fellow at Stanford’s Freeman Spogli Institute for International Studies (FSI), and Dean Emeritus of New York University’s Leonard N. Stern School of Business. The youngest person ever named to the Stern Deanship, Peter served as Dean from January 2010 through December 2017 and doubled the school’s average annual fundraising. Formerly the Konosuke Matsushita Professor of International Economics at Stanford University’s Graduate School of Business, from 2001–2006 Peter’s research was funded by an NSF CAREER Award, and he has authored numerous peer-reviewed articles in the flagship journals of economics and finance, as well as a book on global economic policy, Turnaround: Third World Lessons for First World Growth (Basic Books).

A Vice Chair of the Boards of the National Bureau of Economic Research and the Economic Club of New York, Peter also serves on the Boards of Citigroup and Nike. In 2015, he received the Foreign Policy Association Medal, the highest honor bestowed by the organization, and in 2016 he was honored as one of the Carnegie Foundation’s Great Immigrants.

With financial support from the Hoover Institution and the Alfred P. Sloan Foundation, Peter leads the Ph.D. Excellence Initiative (PhDEI), a post-baccalaureate program designed to address underrepresentation in economics by mentoring exceptional students of color interested in pursuing doctoral studies in the field. For his leadership of the PhDEI, Peter received the 2022 Impactful Mentoring Award from the American Economic Association. Peter received his PhD in economics from MIT and Bachelor’s degrees from Oxford University, where he was a Rhodes Scholar, and the University of North Carolina at Chapel Hill, where he was a Morehead-Cain Scholar, a member of Phi Beta Kappa, a reserve wide receiver on the football team, and a finalist in the 1991 campus-wide slam dunk competition.

It’s almost impossible to sue a foreign government in U.S. courts. The Foreign Sovereign Immunities Act, the court-created “act of state” doctrine, and other common-law immunities shield foreign officials and governments from most lawsuits. For instance, courts have dismissed claims against China, Cuba, Venezuela, and Russia over allegations of torture, detentions, and election interference. Yet foreign governments have unfettered access to U.S. courts as plaintiffs. And foreign dictatorships—including Russia, China, Turkey, and Venezuela—have leveraged this access to harass political dissidents, critics, and even newspapers in the United States. These doctrines create an asymmetry at the heart of this Article: foreign dictators and their proxies can access our courts as plaintiffs to harass their opponents, but their regimes are, in turn, immune from lawsuits here.

This seminar will expose that asymmetry and argue that U.S. courts and Congress should make it harder for foreign dictators to abuse our legal system. This seminar offers three novel contributions. First, this seminar provides the first systematic assessment of foreign dictatorships in U.S. courts. While much of the literature is siloed by area of substantive law—focusing on contexts like human rights or property expropriations—this seminar treats dictators as a transsubstantive category of litigants, worthy of special analysis. Second, this seminar exposes how foreign dictators are increasingly taking advantage of U.S. courts and comity doctrines, especially as plaintiffs. In a misguided effort to promote harmonious foreign relations, courts have provided foreign dictators an array of protections and privileges, which dicta- tors are eagerly exploiting. Finally, this seminar demonstrates that there is no historical, constitutional, or statutory obligation on U.S. courts to give foreign dictators these legal protections and unfettered access to our courts. Because of that, I offer four concrete proposals to both stymie dictators’ access to U.S. courts as plaintiffs—through a proposed foreign sovereign anti-SLAPP statute—and weaken the protections that dictators enjoy as defendants. Simply stated, U.S. courts should not be instruments of foreign authoritarian oppression.

After graduating with honors from Harvard Law School in 2013, Professor Zambrano spent three years as an associate at Cleary Gottlieb in New York, focusing on transnational litigation and arbitration. Before joining Stanford Law School in 2018, Professor Zambrano was a Bigelow Teaching Fellow at the University of Chicago Law School.

Although Japan’s approach to economic diplomacy under the Fukuda Doctrine initially was subject to criticism because of its stance on non-interference in domestic affairs, now some are in retrospect lauding the approach, according to Kiyoteru Tsutsui, deputy director at Shorenstein APARC and director of the Japan Program, and co-editor of the recent book The Courteous Power: Japan and Southeast Asia in the Indo-Pacific Era. This reevaluation comes after consideration of relatively unsuccessful attempts by the United States to “push” democracy onto Southeast Asian countries. 

The better approach is to focus on advancing the rule of law, which the Japanese have done by investing resources in establishing legal infrastructure in the region, Tsutsui tells Shorenstein APARC Visiting Scholar Gita Wirjawan, host of the popular Endgame video podcast. “Liberal democracy in the sense of the rule of law is a good sort of marketing ploy to sell to Southeast Asian countries because that leads to economic benefits, which is critical to making liberal democracy attractive,” he says.

Tsutsui joined Wirjawan for an Endgame conversation about Japan’s approaches to foreign direct investment (FDI) in Southeast Asia and other topics. One issue that both scholars agreed upon is the difficulty in getting Americans to focus on Southeast Asia, which has been long recognized as a critical region by the Japanese. Part of the problem is proximity, of course, but the region also tends to be overshadowed in American eyes by East Asian countries. 

The conversation also turned to the demographic issue Japan and other Asian countries are facing as populations age and economic growth stagnates. Tsutsui pointed out that, before 1945, the Japanese Empire saw itself as multi-ethnic; it was only after WWII that the nation was perceived as homogenous, a viewpoint bolstered by Japan’s great economic success in the 1960s and 70s. Now, however, Tsutsui says there is no choice: “Japan has to become more heterogenous,” and even conservative voices acknowledge that women need a larger role in the labor force and that immigrant labor will be essential to combat the demographic crisis.
