How are India and the United States responding to the growing political and military power of China in the Indian Ocean region? India has traditionally sought to maintain strategic preeminence in the region and sees its influence as being increasingly contested. The United States sees the region as an integral part of the wider “Indo-Pacific,” defined by intensifying strategic competition with China. Military planners at U.S. Indo-Pacific Command are refining their strategy in the region, including their approach to mitigating security risks and deepening the U.S. Major Defense Partnership with India, alongside other allies and partners. In this off-the-record webinar, the Command’s senior policy advisor and two leading experts on the Indian Ocean will share their assessments of the key strategic challenges facing India and the United States in the region.

David Brewster
David Brewster is a Senior Research Fellow at the National Security College at the Australian National University, where he focuses on security in India and the Indian Ocean region, and Indo-Pacific maritime affairs. His books include India as an Asia Pacific Power, about India’s strategic role in the Asia Pacific, India’s Ocean: the Story of India’s Bid for Regional Leadership, which examines India’s strategic ambitions in the Indian Ocean, and the edited volume, India and China at Sea: Competition for Naval Dominance in the Indian Ocean. He is the author of several reports, including The Second Sea, which examines Australia’s role in the Indian Ocean proposes a new roadmap for Australia’s strategic engagement in that region. Brewster holds a PhD from the Australian National University.

Shezi Khan
Shehzi Khan is the Senior Policy Advisor in the Strategic Planning and Policy Directorate at Indo-Pacific Command, supporting senior leadership on key regional policy initiatives.  Ms. Khan served on the Secretary of State’s Policy Planning Staff, as Executive Officer to the Principal Deputy Director of National Intelligence, and as senior South Asia analyst at the State Department.  Ms. Khan briefed the President of the United States in 2013.  She has been posted in Pakistan, China, and New Zealand and also lived and worked in India, Egypt, and France. Ms. Khan speaks five foreign languages and holds an MBA in International Finance and an MA in International Relations.  She is a recipient of the National Intelligence Superior Service Medal and was named State Department’s Analyst of the Year in 2014.

Nilanthi Samaranayake
Nilanthi Samaranayake directs the Strategy and Policy Analysis Program at CNA. She has led several studies on Indian Ocean and South Asia security. Recently Samaranayake has worked on U.S.-India naval cooperation, water resource competition in the Brahmaputra River basin, and Sri Lankan foreign policy. She also has conducted research on the navies of Bangladesh and Pakistan, the Maldives Coast Guard, security threats in the Bay of Bengal, and relations between smaller South Asian countries and China, India and the United States. Prior to joining CNA, Samaranayake held positions at the National Bureau of Asian Research and the Pew Research Center. Samaranayake holds an M.Sc. in International Relations from the London School of Economics and Political Science and a B.A. in International Studies from American University.

Arzan Tarapore
Arzan Tarapore (Moderator) is the South Asia research scholar at the Shorenstein Asia-Pacific Research Center at Stanford University, where he leads the newly-restarted South Asia research initiative. He is also a senior nonresident fellow at the National Bureau of Asian Research. Tarapore’s research focuses on Indian military strategy and contemporary Indo-Pacific security issues. This includes a forthcoming paper on “Building Strategic Leverage in the Indian Ocean Region.” He previously held research positions at the RAND Corporation, the Observer Research Foundation, and the East-West Center in Washington. Prior to his scholarly career, he served as an analyst in the Australian Defence Department. Tarapore holds a PhD in war studies from King’s College London.

Reports of Chinese espionage, IP theft and military-civil fusion strategy have all fueled concerns regarding U.S. universities’ open research ecosystem, especially in STEM.  Many of the concerns focus not only on research integrity but also on potential adverse consequences to U.S. military and economic security.  This panel intends to deepen discussion on open access to U.S. universities, security risks involved, as well as the potential adverse consequences of limiting international access in science and technology (S&T) research.  Questions that panel members will be asked to address include:  What is our best estimate regarding the scale and scope of adverse influence in U.S. universities attributable to S&T collaboration with PRC personnel?  Scientific collaboration and higher education have traditionally been immune to the ups-and-downs of U.S.-China politics.  How did we get to where we are, and why?  What are remedial measures that universities can consider, optimized to balance security and ethical concerns while ensuring pre-eminent scientific advancements and continued U.S. innovation?

Photo of Arthur BienenstockArthur Bienenstock is co-chair, with Peter Michelson, of the American Academy of Arts and Sciences’ Committee on International Scientific Partnerships.  He has also been a member of the National Science Board, the governing body of the National Science Foundation, since 2012.  From November 1997 to January 2001, he was Associate Director for Science of the White House Office of Science and Technology Policy.  At Stanford, he is Special Assistant to the President for Federal Research Policy, Associate Director of the Wallenberg Research Link and a professor emeritus of Photon Science, having joined the faculty in 1967.  He was Vice Provost and Dean of Research and Graduate Policy during the period September 2003 to November 2006, Director of the Stanford Synchrotron Radiation Lightsource from 1978 to 1977 and Vice Provost for Faculty Affairs from 1972 to 1977.

Elsa B. Kania is an Adjunct Senior Fellow with the Technology and National Security Program at the Center for a New American Security. Her research focuses on Chinese military strategy, defense innovation, and emerging technologies. Ms. Kania also works in support of the U.S. Air Force’s China Aerospace Studies Institute through its Associates Program and is a Non-Resident Fellow in Indo-Pacific Security with the Institute for the Study of War. She has been invited to testify before the House Permanent Select Committee on Intelligence, the U.S.-China Economic and Security Review Commission, and the National Commission on Service. Kania was named an official “Mad Scientist” by the U.S. Army’s Training and Doctrine Command and was a 2018 Fulbright Specialist with the Australian Strategic Policy Institute. Her first book, Fighting to Innovate, should be forthcoming with the Naval Institute Press in 2021. Currently, she is a PhD candidate in Harvard University's Department of Government.

Portrait of Susan Shirk

Susan Shirk is the chair of the 21st Century China Center and a research professor at the School of Global Policy & Strategy at UC San Diego. She is also director emeritus of the University of California’s Institute on Global Conflict and Cooperation (IGCC), serving from 1992 to 1997, and again from 2007 to 2012. 

From 1997 to 2000, Shirk served as deputy assistant secretary of state in the Bureau of East Asia and Pacific Affairs, with responsibility for China, Taiwan, Hong Kong, and Mongolia. Shirk founded in 1993 the Northeast Asia Cooperation Dialogue (NEACD), an unofficial “track-two” forum for discussions of security issues among defense and foreign ministry officials and academics from the United States, Japan, China, Russia, and the Koreas.

Shirk’s book China: Fragile Superpower helped frame the policy debate on China in the U.S. and other countries. Her other publications include The Political Logic of Economic Reform in China; How China Opened its Door; Competitive Comrades: Career Incentives and Student Strategies in China; and her edited book, Changing Media, Changing China. Her current book project is Overreach: How China’s Domestic Politics Derailed its Peaceful Rise


Portrait of Tim SternsTim Stearns holds the Frank Lee and Carol Hall Professorship in the Department of Biology at Stanford University and is Senior Associate Vice Provost of Research. He also holds appointments in the Department of Genetics, is a member of the Stanford Cancer Institute and Bio-X, is a Faculty Fellow in Chem-H, and is an affiliated faculty member of the Center for International Security and Cooperation (CISAC). He is a member of JASON, a national organization that advises the government on matters of science, technology and national security. He has also been an advisor to the National Academies of Science and the President's Council of Advisors on Science and Technology (PCAST). Dr. Stearns received a B.S. from Cornell University, a Ph.D. from MIT, and did his postdoctoral fellowship at the University of California, San Francisco. His research concerns the mechanism and regulation of cell division, the organization of signaling pathways within cells, and cell biology of fungal pathogens. Stearns was named an HHMI Professor in 2002 for his work in science education, and has taught international workshops in South Africa, Chile, Ghana, and Tanzania. He is the chair of the NCSD Study Section at the NIH and has served on the editorial boards of several journals.

The clock for the New Strategic Arms Reduction Treaty runs out on February 5. The Trump administration has not taken up Russia’s offer to extend the treaty, believing it has leverage to get something more from the Kremlin, and it has even threatened an arms race.

This is delusion and bluff. If the administration does not change course, New START will lapse and, for the first time in decades, U.S. and Russian nuclear forces will be under no constraints.

Applications opened last week for the China Scholars Program (CSP), Sejong Korea Scholars Program (SKSP), and Reischauer Scholars Program (RSP) on Japan—three intensive online courses offered by SPICE, Stanford University, to high school students across the United States. All three applications can now be viewed at https://spicestanford.smapply.io/. Interested students must submit their completed application (including an essay and letter of recommendation) by the deadlines listed below.

All three online courses are currently accepting applications for the Spring 2021 term, which will begin in February and run through June. Designed as college-level introductions to East Asia, these academically rigorous courses present high school students the unique opportunity to engage in a guided study of China, Korea, or Japan directly with leading scholars, former diplomats, and other experts from Stanford and beyond. High school students with a strong interest in East Asia and/or international relations are especially encouraged to apply.

“U.S. relations with East Asia is prominently featured in the news daily,” says Naomi Funahashi, instructor of the Reischauer Scholars Program. “SPICE is incredibly fortunate to have Stanford faculty conducting cutting-edge research on Korea, Japan, and China who are willing to help our students interpret key historical events and understand contemporary topics related to security, trade, and politics.”

Rising high school sophomores, juniors, and seniors in the United States are eligible to apply to any of the three programs. Students who are interested in more than one program can apply to two or three and rank their preferences on their applications; those who are accepted into multiple programs will be invited to enroll in their highest-preference course.

Amidst the hectic year known as 2020, I started and finished SPICE’s Sejong Korea Scholars Program (SKSP), an online program offered through Stanford for high school students interested in Korea. The program was challenging but also rewarding; I honestly loved every moment of it.

My interest in Korea began when I was in elementary school. Growing up in Queens, New York, a New York City borough with a diverse population, Korean culture was introduced to me in the form of food. Although some may think all Asian food is the same, as a Chinese American, I know how vastly different Korean food can be from Chinese food. My Korean American classmates would bring in Korean foods for lunch—kimchi, gimbap, galbi—and because I had never seen it before, I’d always want to know how it tasted. Luckily for me, Queens had a sizable ethnic Korean population and with that came great Korean restaurants. I was a frequent visitor to these tasty restaurants. Through this, I became interested in learning more about Korea, but outside of food, a few videos I had watched, and some information from my classmates, I didn’t know much, if anything at all, about Korea.

Heading into the SKSP, I was worried I didn’t know as much as my classmates. When I started the SKSP, all of my worries subsided. You didn’t need a strong background on Korea or in Korean. I was told that the most important thing to have is a genuine interest or curiosity about the topic, which was something I did have. I also have to say that my classmates were some of the most motivated students I’ve ever met.

One of my favorite parts about the program was the fact that I was able to connect with students from all over the U.S. and learn firsthand how they interpreted what we learned from our readings and lectures through discussion boards.

And during our biweekly meetings, we would attend lectures with experts on Korea and professionals who worked with Korea. Something interesting I learned from a lecture was that the “BBC Dad” Professor Robert Kelly is a political analyst on Korean affairs, which I don’t find to be a coincidence; instead, learning the fact that Professor Kelly is an expert on Korea shows how widespread and important the study of Korea today is.

We explored a bit of pre-nineteenth century Korean history and then explored more on religions in Korea, colonial Korea, the division of Korea and the Korean War, post-war Korea, the divergence of North and South Korea, and trends in South Korean culture including bits about chaebols and the Hallyu wave. I found a particular interest in the Korean diaspora in Japan, which I learned about when learning about Korea in its colonial period. And because the SKSP has a research component, I wrote my paper on that and enjoyed my time so much because it was a topic I genuinely wanted to learn more about. After completing my paper, I was led to Min Jin Lee’s novel Pachinko, a historical fiction about a Korean family in Japan, and found myself so invested because I had some background knowledge.

Starting the course before the pandemic and completing it during the pandemic was interesting, to say the least. When the coronavirus situation took a turn for the worse, my high school courses scrambled to finish the year, but the SKSP went on normally, and I was able to invest more time into learning about Korea. I have to give props to the course instructor, Dr. HyoJung Jang, and the program coordinator Jonas Edman for keeping the course running smoothly through a worldwide crisis and helping us students with any questions and issues we had.

I participated in the SKSP as a senior in high school, and having taken it right before college has been incredible. This course has helped develop my self-driven learning skills, which I believe will be unimaginably beneficial for me as I head off to begin my first year of college. The SKSP is a college-level course that teaches in the same way college courses are taught, and right now, I find that my experience with the SKSP has prepared me for my college classes that I have only recently started.

The SKSP has furthered my interest in international relations, which I hope to major in at the University of Pennsylvania where I am a freshman this fall. I am definitely looking forward to furthering my knowledge of Korea and hope I am able to visit one day after traveling is safe once again. For me, as someone who came into the SKSP with a curiosity and left with even more, I can’t wait to continue on my path of learning. For those interested in the SKSP, I say go for it. It has changed not only how much I know about the world, but also how I perceive it. I hope SPICE continues to offer this terrific opportunity and students take this opportunity, so they can make a difference in the world.

Michael Bennon is a Research Scholar at CDDRL for the Global Infrastructure Policy Research Initiative. Michael's research interests include infrastructure policy, project finance, public-private partnerships and institutional design in the infrastructure sector. Michael also teaches Global Project Finance to graduate students at Stanford. Prior to Stanford, Michael served as a Captain in the US Army and US Army Corps of Engineers for five years, leading Engineer units, managing projects, and planning for infrastructure development in the United States, Iraq, Afghanistan and Thailand.

Jacqueline L. Hazelton is the executive editor of the journal International Security. She was previously an associate professor at the U.S. Naval War College and an associate of the International Security Program at the Belfer Center, Harvard Kennedy School. Hazelton's research ranges from grand strategy, great power military intervention, and U.S. foreign and military policy to counterinsurgency, terrorism, and the uses of military power. She recently published Bullets Not Ballots: Success in Counterinsurgency Warfare and is working on a manuscript about great powers, liberal values, and military intervention.

Prior to her faculty appointment at the Naval War College, Hazelton was a visiting assistant professor in the Department of Political Science at the University of Rochester and a research fellow with the Belfer Center's International Security Program. Earlier experience included a stint as an international journalist with the Associated Press where she analyzed and reported on world events from Tokyo to Kabul and covered U.S. news as well. She received M.A.’s in English Literature and in International Relations from the University of Chicago and her Ph.D. from Brandeis University's Department of Politics.

Failing to renew the New START arms control treaty with Russia “is not a wise direction of travel,” said Rose Gottemoeller, a former Deputy Secretary General of NATO who ranked as one of President Barack Obama’s top nuclear security experts. 

She knows better than most. Gottemoeller was the chief US negotiator at the Moscow and Geneva talks where details of the treaty were hammered out between 2009 and 2010. Officially ratified a year later, New START limited both the United States and Russia to seven hundred delivery vehicles and just over double that count in total warheads, and was reinforced with a stringent verification process to closely monitor each country’s compliance.

Taiwan is 81 miles off the coast of mainland China and was expected to have the second highest number of cases of coronavirus disease 2019 (COVID-19) due to its proximity to and number of flights between China. The country has 23 million citizens of which 850 000 reside in and 404 000 work in China. In 2019, 2.71 million visitors from the mainland traveled to Taiwan. As such, Taiwan has been on constant alert and ready to act on epidemics arising from China ever since the severe acute respiratory syndrome (SARS) epidemic in 2003. Given the continual spread of COVID-19 around the world, understanding the action items that were implemented quickly in Taiwan and assessing the effectiveness of these actions in preventing a large-scale epidemic may be instructive for other countries.

In times of emergency, many legal strictures can flex. For example, to enable hospitals to respond to Covid-19, the Department of Health and Human Services (HHS) recently waived a swath of federal regulatory requirements. But though officials’ emergency powers are extensive, the ability to discard antidiscrimination protections is not among them. A hallmark of our legal system is that our commitment to prohibiting invidious discrimination remains steadfast even in times of emergency.
