Japan and South Korea enjoyed a period of relatively stable trade and diplomatic relations, with expanding trade, deepening cultural and social ties, and a consistent but relatively managed level of friction. They both remain critical US allies in the region, with North Korea’s security threats and the rising power of China creating uncertainty in the regional security landscape. However, the sudden escalation of diplomatic and trade disputes between South Korea and Japan has alarmed numerous observers, angered people in both countries, and is generally confusing to many around the world to whom the two countries seem to have much to lose and little to gain by this escalation.

This event will shed light into the critical questions surrounding this current conflict. What has been the historical trajectory of the two countries’ diplomatic and trade relations? Is the current escalation part of the historical pattern of cycles of conflict and tension, or an aberration? What are the underlying forces at work that are driving the conflict? Are these new forces, or the same historical forces coming to a head? How much are factors from the international environment, such as the behavior of the United States, influencing the current escalation of trade conflict? What are the domestic political dynamics at work in each of the countries? What has been the historical role of the US in the South Korea-Japan relationship, and is it different this time? This conference brings together experts in the international affairs and trade relations of South Korea, Japan, and the United States.

Upon seeing the printed agenda for the “Inaugural Stanford e-Tottori Day” on August 23, 2019, Silicon Valley entrepreneur Takeshi Homma, whose hometown is in Tottori Prefecture, remarked that he never thought that he would see Tottori high school students at a ceremony at Stanford University. This prompted me to recall the initiative that Homma took several years ago to introduce me to Tottori Prefecture, the least populated in all of Japan. His vision was to bridge his ancestral home with his current home, the United States, through the establishment of an online class on U.S. society and culture for high school students in Tottori. Through Homma’s vision and the support of Tottori Governor Shinji Hirai and the Tottori Prefectural Board of Education, Stanford e-Tottori was established over three years ago. Jonas Edman has been the Instructor of Stanford e-Tottori since its inception.

The inaugural Stanford e-Tottori Day honored Ayaka Ikei of Seishokaichi High School and Yua Kodani of Tottori Nishi High School for achieving at the highest levels in the course. It began with remarks by Takuya Fukushima, Office Director of the English Education Advancement Office, Tottori Prefectural Board of Education. Fukushima commented on the significance of Stanford e-Tottori to the students who have participated, noting their growth not only in terms of their English communication skills but also their understanding of U.S. society and culture. Fukushima, as a graduate of Hiroshima University and also someone who has studied at the University of California, Santa Barbara, and Ohio State University, knows well the significance of the U.S.–Japan relationship. During his remarks and much to the delight of the audience, he shared a television news program that featured a class that Edman taught in person in Tottori in July.

Fukushima’s comments were followed by remarks by Rie Kusakiyo, Advisor for Educational Affairs at the Consulate General of Japan in San Francisco. Her words were not only inspiring to the students but she is also someone to whom Ayaka and Yua can aspire, as both students expressed an interest in studying and living in the United States, as Kusakiyo has done.

The highlight of the program was Edman’s introduction of his student honorees, Ayaka and Yua, and their heartfelt presentations, which included their aspirations for the future. During the question and answer period, their passion for helping others surfaced. Ayaka would like to go into the field of education and Yua into the field of medicine. Edman expressed how proud he is of their accomplishments and presented them with plaques.

Visiting Scholar Kenichirou Oyama, Shorenstein Asia-Pacific Research Center, noted, “I was very impressed by the presentations of the two young high school students. In addition, as I am from a provincial town myself, I feel strongly that this program offers hope for young students who live in provincial areas.” By “hope,” Oyama was referring to the fact that students in more rural areas generally have fewer educational opportunities than students in metropolitan areas like Tokyo.

Edman shares a similar sentiment. “The fact that Tottori is quite isolated is what makes the teaching of Stanford e-Tottori so rewarding for me. Making Stanford scholarship accessible to them really captures the heart of SPICE’s mission.” Earlier this year, Edman facilitated a joint online class between his students in Tottori and Japanese language students at Nueva School in Hillsborough, California, whose teacher is Yoko Sase. It was remarkable for Edman to observe how much the students shared and learned from each other. During their trip to the San Francisco Bay Area, Ayaka, Yua, and Fukushima had the chance to visit Nueva and met several of the students with whom they had previously met only virtually. Through Stanford e-Tottori, more students, entrepreneurs, and scholars in the United States are also learning about Tottori.

The fourth Stanford e-Tottori course will commence this fall with the highest enrollment to date.

Tension and discord in Japan-South Korea relations are nothing new, but the unfortunate, intensifying conflict between the two countries — a manifestation of right-wing Japanese nationalism and left-wing South Korean nationalism — seems headed toward a collision course. To understand the escalating friction between Tokyo and Seoul one must recognize the unique characteristics of Korean nationalism, and particularly its historical origins, development, and political role in shaping Korean attitudes toward Japan.

This is the focus of my article The Perils of Populist Nationalism, published in the September 2019 issue of the Korean magazine Shindonga (New East Asia). In this piece, which has received much attention in South Korea, I analyze the friction between Seoul and Tokyo and explain the attitude among Koreans toward Japan in contrast to their different attitude toward China. The anti-Japanese sentiment in Korea was forged amidst the rise of modern Japan. Through the experience of Japanese colonial rule, Korean nationalism took on an exclusionary form that emphasized one’s ancestry and the ethnic purity of the Korean people. The current tension between Seoul and Tokyo is rooted in this Korean nationalist sentiment.

It is time South Korea moved beyond its psychological complex toward Japan and recognized that ethnic nationalism is obsolete. Korean intellectuals, I argue, must play a critical role in a sustained effort to cultivate rational liberalism and prevent the excesses of nationalism if South Korea is to become a more open society — one that, in Popperian terms, accepts criticism and rejects a monopoly on truth.

SPICE is proud to announce a new partnership with Oita Prefecture in Japan to develop an online course for high school students in Oita Prefecture. The new program, called Stanford e-Oita, will launch in the fall of 2019 and will introduce Japanese high school students to U.S. culture and society. The students will also have an opportunity to improve their English language skills, as the course will be conducted entirely in English.

To commemorate the new online course and partnership between Stanford University and Oita Prefecture, SPICE hosted a ceremony on Stanford campus last week with Oita Governor Katsusada Hirose and a large contingent of Japanese businessmen and government workers from Oita Prefecture, including representatives from the Development Bank of Japan and Japan Semiconductor. Also in attendance was Dr. Michael Armacost, former U.S. Ambassador to Japan and an old friend of Governor Hirose.

“I am so honored to be here at the ceremony with my old schoolmate Ambassador Armacost,” commented Governor Hirose during his formal remarks. “I also extend my sincere gratitude to SPICE Director Dr. Mukai for your generous and continued support on this. It is a dream for our students to be able to take classes from Stanford University even in Oita, a regional city in Japan. I hope the agreement this time will be a great opportunity for students of both countries to learn from each other.”

Planning for the Stanford e-Oita online course is still at an early stage, but the main course topics are now being decided. Dr. Mukai moderated a discussion on possible topics for the new course, and several of those in attendance enthusiastically contributed suggestions for consideration. The SPICE staff shared their experiences teaching other online courses such as Stanford e-Japan, Stanford e-Tottori, Stanford e-Hiroshima, and the Reischauer Scholars Program (a course on Japan for U.S. high school students). Oita Prefectural Board of Education’s Keisuke Toyoda, who oversees the Stanford e-Oita online course, also offered his high-priority topics for the program, which includes entrepreneurship, Japan–U.S. relations, region-to-region partnerships, and the UN’s Sustainable Development Goals. Several others offered their suggestions, as well.

Ambassador Armacost also made formal remarks, commenting especially on the strong and natural modern partnership between the United States and Japan, but also how U.S.–Japan relations at the governmental level have evolved over time to become a more balanced relationship.

“Back in my days—in the late ‘80s, early ‘90s—the United States used to approach U.S.–Japan relations with a kind of instructional mindset. ‘How can we teach Japan to be more like us?’ I always disagreed with that approach,” shared Ambassador Armacost. “Nowadays, it seems to be much better—a more reciprocal mindset. ‘What can we learn from each other to build a better future?’”

Fittingly, it is in that same spirit of mutual respect, reciprocity, and hope for the future that SPICE and Oita Prefecture launch our new Stanford–Oita partnership and online course.

“I have a lot of expectations for the future,” commented Governor Hirose. “Thank you so much.”

South Korea's decision to end its military agreement with Japan will damage the prospect of continued close security ties among Seoul, Washington and Tokyo because the pact has been a symbol of smooth trilateral military cooperation between them and regarded as a key deterrent against North Korea.

"It is a big mistake," Shin Gi-wook, a Korea studies expert at Stanford University, said in a recent interview adding Seoul's withdrawal from the General Security of Military Information Agreement (GSOMIA) puts the "trilateral security framework at risk."

"The Japan-South Korea relationship may not have hit rock bottom, but it could further deteriorate in the coming months," Shin said. "This is all the more important with the continuing threat of North Korean WMD and the escalating conflict between the U.S. and China in the region. I am concerned that South Korea could be further isolated in the Northeast Asian region—the Moon administration should see the big picture," the professor said…

Applications open today for the China Scholars Program (CSP), Sejong Korean Scholars Program (SKSP), and Reischauer Scholars Program (RSP) on Japan—three intensive online courses offered by SPICE, Stanford University, to high school students across the United States. All three online courses are currently accepting applications for the Spring 2020 term, which will begin in February and run through June. Designed as college-level introductions to East Asia, these academically rigorous courses present high school students the unique opportunity to engage in a guided study of China, Korea, or Japan directly with leading scholars, former diplomats, and other experts from Stanford and beyond. High school students with a strong interest in East Asia and/or international relations are especially encouraged to apply.

“Our students always come hungry to learn,” says Dr. Tanya Lee, instructor of the China Scholars Program. “The ones who choose to apply to these kinds of online courses are typically looking for an academic challenge beyond what their normal school can offer. We’re incredibly fortunate to have Stanford faculty conducting world-class research on Korea, Japan, and China willing to share their knowledge directly with our students.”

Rising high school sophomores, juniors, and seniors in the United States are eligible to apply to any of the three programs. Students who are interested in more than one program can apply to two or three and rank their preferences on their applications; those who are accepted into multiple programs will be invited to enroll in their highest-preference course.

An interesting paper  was recently published by a team headed by Dr. Satoshi Utsunomiya of Kyushu University on the subject of Fukushima-derived cesium-enriched microparticles (CsMPs). As many readers will know, several researchers have located and analyzed these microparticles, in which the cesium is often bonded within glass-like silicates and therefore generally significantly less soluble than other Cs chemical species in water, though technically not actually “insoluble.” After an accident like Fukushima, it is much more common to find cesium in water-soluble compounds like cesium hydroxide (CsOH), and predictions about how quickly the cesium will be dispersed through the environment, in soil, in watersheds, taken up by plants and animals, etc, are based primarily on this assumption. The discovery of sparingly-soluble Fukushima-derived cesium microparticles, first documented by Adachi et al in 2013, and since then confirmed by many others, has raised a number of questions. How abundant are they? Does their presence increase health risk to humans? How much do they reveal about the process of the accident itself? From the standpoint of researchers the microparticles are very intriguing.

Utsunomiya et al.’s paper is titled “Caesium fallout in Tokyo on 15th March, 2011 is dominated by highly radioactive, caesium-rich microparticles,” and as noted in a recent Scientific American article, it was originally accepted for publication in 2017 by Scientific Reports journal. Weeks before publication, however, Tokyo Metropolitan Industrial Technology Research Institute (TIRI), operated by the Tokyo Metropolitan Government, raised objections with Scientific Reports. However no questions about the quality of the science or the validity of the paper’s findings appear to have been brought forward. This in itself was highly irregular. Two years elapsed without resolution, and in March of this year Scientific Reports took the highly unusual step of withdrawing its offer to publish the paper, despite the lack of confirmed evidence that would warrant it. Utsunomiya and several co-authors decided that the best course of action was to place the study in the public domain by publishing it via arXiv, a highly respected pre-print website. The paper is now open and free to download

This study makes a valuable contribution to the body of scientific literature regarding the consequences of the Fukushima disaster in general and CsMPs in particular. I think it was a mistake for Scientific Reports not to publish it two years ago, especially considering the rapid pace of research into these particles and the tremendous interest in them. To summarize the findings briefly, the researchers analyzed air filter samples from March 15, 2011, in Setagaya, Tokyo, when the radioactive plume from Fukushima caused a noticeable peak in airborne radioactivity in the city. The researchers used radiographic imaging (placing the filters on a photographic plate) to identify any highly radioactive spots. Using these images as a guide they were able to isolate seven CsMPs, which they subjected to atomic-scale analysis using high-resolution electron microscopy (HRTEM) to identify their nano-scale structure and chemical composition. Based on these detailed measurements and quantitative analysis, the researchers concluded that 80-89% of the total cesium fallout in Tokyo that day was in the form of highly radioactive microparticles. The second half of the paper is devoted to estimates of how long such particles might be retained in the human lungs if inhaled, based on previous studies that reported the effects of inhalation of non-radioactive atmospheric particles, and some possible physical consequences. The paper is valuable for the quantitative analysis of the Tokyo particles alone, since it is one of few studies that deal with the issue for Tokyo specifically. Research into possible health consequences of the particles, meanwhile, has gained momentum while the paper remained unpublished, using approaches such as stochastic biokinetics, and DNA damage studies.  In a recent paper, Utsunomiya and colleagues produced estimates of the rate of dissolution of the particles inside the human lung, in pure water, and in seawater. A working group at the Japan Health Physics Society has also devoted attention to the issue, noting the need for further study of the risk from intake of these particles, particularly to the lung.  Likewise, others have been studying the particles to learn about the accident progression and possible consequences for decommissioning.

Why did Tokyo Metropolitan Industrial Technology Research Institute object to the paper’s publication? When we first heard that publication of the paper was being held up by Tokyo Metropolitan Government, we thought politically-motivated suppression was a likely explanation. Since then the public has learned that the actual complaint given to Scientific Reports stems from a chain of custody issue of the original air filter samples. We don’t want to speculate further about Tokyo’s motivation, because we have seen no direct evidence yet of political suppression in this case. But based on past occurrences with other government institutions, we would find it plausible. We will let readers know if TIRI responds to our inquiries.

We spoke with Dr. Utsunomiya and co-author Dr. Rodney Ewing recently. I was aware of their co-authorship of several strong papers on CsMPs, including Utsunomiya’s plenary talk at the Goldschmidt Conference in Yokohama in 2016, which I attended. I asked how this new arXiv paper fits in with their other papers, and where they think this research is heading next:


Satoshi Utsunomiya:

Thank you for asking. The Tokyo paper was actually our first paper regarding CsMPs. As I mentioned, the paper was accepted two years ago. There were no previous papers of ours on CsMPs that time. Currently we are working on several topics on CsMPs. I cannot reveal the content yet, as we are thinking about a press release for the next paper. But I think it is important to continue this kind of research, providing some insights for decommissioning at Fukushima Daiichi Nuclear Power Plant.

Azby Brown:

I didn’t realize that this was your first paper on the subject.  How does it relate to the one presented at the Goldschmidt Conference in Yokohama in 2016? “Cesium-Rich Micro-Particles Unveil the Explosive Events in the Fukushima Daiichi Nuclear Power Plant.” Didn’t that paper receive a prize?

SU:

My talk at Goldschmidt briefly covered the story described in the two papers that were accepted for publication at the same time. One was published in Scientific Reports. The other one was not published. There was no prize. It was a plenary talk.

AB:

I see. I recall that it received a lot of attention. Now it makes more sense to me.

Can you tell me a little bit about the specific characteristics and focus of your research, and how it differs from papers like Adachi 2013Abe 2014, etc? Generally speaking, that is. I’d like to help people understand the different aspects of the field.

SU:

Adachi reported the discovery of CsMPs. Abe demonstrated X-ray absorption analysis on the CsMPs. We focused on the nanotexture inside CsMPs. We are particularly interested in the detailed evidence remaining within the microparticle, which can provide useful information on the development of the chemical reactions during the meltdowns, because it is still difficult to directly analyze the materials inside the reactors. We, for the first time, succeeded in performing isotopic analysis on individual CsMPs. More specifically, the occurrence of uranium can directly tell the story of how the fuel melted. Our research has two directions: one is to understand the environmental impact of CsMPs, and the other is to provide useful information on the debris properties to help decommissioning at FDNPP. We are also interested in the implications for health.

AB:

Can you tell me a little bit about your working relationship? Satoshi went to the US to work in your lab, right Rod? When was that, and what were you working on?

Rod Ewing:

Satoshi and I have known each other since 2000, when he joined my research group as a post-doctoral fellow at the University of Michigan. He was a member of the research group until 2007. We collaborated on a wide range of topics that had to do with radioactive materials, such as the transport of plutonium at the Mayak site in Russia to the identification of uranium phases within C60 cages, so called buckyballs, that were formed and released from coal power plants. Once Satoshi returned to Japan to take his position at Kyushu University, we continued to collaborate, particularly on topics related to Fukushima Daiichi.

AB:

How did you both get interested in CsMPs?

RE:

Once discovered, CsMPs were clearly of high interest. They had not been noted in earlier reactor accidents. Satoshi is a master with the transmission electron microscope – exactly the tool/technique needed to study these particles.

AB:

For people who aren’t familiar with what’s involved in a research experiment like yours, can you describe the overall process? What were the technical challenges?

RE:

I would just emphasize that it is very difficult to find and characterize these particles. Considering the full literature and efforts by others as well as our team – the results are impressive. It is rare to have both the TEM characterization and the isotopic data.

SU:

As Rod mentioned, it is difficult to obtain both TEM and isotopic data from a few micron-sized spots. The isolation of CsMPs from soils is a time consuming process. But to date, many scientists have found and isolated CsMPs. The important thing is what information we can obtain from the analysis of CsMPs. We have been taking various approaches to elucidate the properties, environmental impact, and the role in releasing fissile actinides to the environment.    


As described above, many papers examining various aspects of Fukushima-derived cesium microparticles have been published since they were first identified in 2013. Even so, important aspects remain only partially documented and understood to date. Below is a partial list of relevant publications.

SPICE’s Stanford e-Japan Manager and Instructor Waka Takahashi Brown has won the 2019 Elgin Heinz Outstanding Teacher Award for her teaching excellence with Stanford e-Japan, an online course that introduces U.S. society and culture and U.S.–Japan relations to high school students in Japan. Stanford e-Japan is currently supported by the Yanai Tadashi Foundation. Initial funding for Stanford e-Japan was provided by the U.S.-Japan Foundation. Brown will formally accept the award at a ceremony at Stanford University on December 5, 2019.

“Waka walks in the footsteps of Elgin Heinz as a key leader in educating the next generation about the U.S.–Japan relationship,” stated David Janes, Chair of the Board, EngageAsia. Janes has overseen the Elgin Heinz Outstanding Teacher Award since its inception in 2001.

EngageAsia administers the Elgin Heinz Outstanding Teacher Award, which is funded by the United States-Japan Foundation. The Award recognizes exceptional teachers who further mutual understanding between Americans and Japanese. The 2019 Award focused on the humanities and the 2020 Award is expected to focus on Japanese language. It is named in honor of Elgin Heinz for his commitment to educating students about Asia as well as for the inspiration he has provided to the field of pre-collegiate education.
