Jonathan Jackson, PhD, is the executive director of the Community Access, Recruitment, and Engagement (CARE) Research Center at Massachusetts General Hospital and is an Assistant Professor of Neurology at Harvard Medical School. Jonathan’s research focuses on inequities in clinical settings that affect marginalized populations, and he has received generous funding for this work, including a prestigious NIH Pioneer Award in 2020.

Eilidh Geddes is a Ph.D. candidate in Economics from Northwestern University. Her work focuses on health economics, industrial organization, and applied microeconomics with a focus on markets with price regulations. In her dissertation, she investigates community rating in health insurance markets where firms may change entry behavior in response to market-level price discrimination regulation. She additionally studies the supply side effects of health insurance expansions and the effects of rent control.

Natalia Serna is a Ph.D candidate in Economics from the University of Wisconsin-Madison. Her main research interests are in the intersection of industrial organization and health economics. In her latest paper, she studies the impact of risk selection on the breadth of hospital networks. Her future research agenda will further study cost-sharing, consumer inertia, and market power in health insurance, as well as government regulation of health service prices and medications.

Dr. Natalia Kunst is a decision sciences and health economics researcher who focuses on applying decision-analytic and statistical methods in cancer, genetics and precision medicine to assess and identify efficient strategies that would improve patients’ health outcomes, and to design and prioritize clinical research in limited-resource settings, also focusing on health disparities. Dr. Kunst is a Senior Advisor at the Norwegian Directorate of Health. Additionally, part of her time is dedicated to teaching and research as an Associate Professor in the Department of Health Management and Health Economics at the University of Oslo, Norway.

Launched in summer 2022, Stanford e-Sendai Ikuei is a collaborative course between the Stanford Program on International and Cross-Cultural Education (SPICE) and Sendai Ikuei Gakuen High School. The program offers Sendai Ikuei Gakuen High School students the opportunity to develop their English and critical thinking skills while examining their roles on a global scale. Stanford e-Sendai Ikuei is one of SPICE’s local student programs in Japan.

On October 28, I had the privilege of travelling to Sendai, Japan to attend the closing ceremony for the 2022 inaugural class of Stanford e-Sendai Ikuei. The trip was a precious opportunity to meet the students in-person for the first time, after five months of learning together over Zoom. While there, I considered the educational journey the students had taken that led up to this moment of accomplishment.

Stanford e-Sendai Ikuei was designed to challenge students to examine the world from new perspectives as they consider their own role on the global stage. To this end, the class was structured into three main topics: diversity, global citizenship, and entrepreneurship.

For the first topic, students examined diversity through the framework of the United States’ history of immigration and richly diverse population. Guided by guest speakers, the class engaged in thoughtful conversations on why stereotypes take root and how biases grow through systemic oppression. Students analyzed the work done by change makers and activists in the pursuit of inclusion and equity. Finally, students were able to reflect on the concept of identity and contemplate what their unique perspectives bring to the table.

In the second section of the program, students applied their self-reflections and understanding of diversity to discussions on what it means to be a global citizen. Lessons focused on establishing a general understanding of global issues and international collaboration and encouraged students to consider the global issues they hold important. Invited guest speakers generously shared their personal journeys of finding their passions to exemplify how the students might engage with global issues on a local and grassroots scale.

Hearing the inaugural class’s conviction and sense of growth, I am grateful to have been a part of their education as young leaders, and I look forward to seeing where their curiosity takes them next.

After feeling a bit overwhelmed by the weight of the world, students were eager to understand how to make these problems approachable. In our final unit on entrepreneurship, the class explored how Silicon Valley entrepreneurs applied a growth mindset—which normalizes and embraces failure to achieve success—to stay innovative and reach for new solutions. Students practiced their own innovation skills through Design Thinking and learned how to collaborate as a team to create stronger ideas. Lastly, the students considered how to take care of their mental health and well-being as they pursue their goals through practicing mindfulness and finding supports.

The program culminated in a final research project where students had the opportunity to take a turn in the instructor’s seat and teach the class about the issues that sparked their passion and curiosity. With a 3–5 minute presentation written and delivered in English, students challenged themselves to apply the communication skills, analysis, and self-reflection they had practiced throughout the course. They rose to the challenge with determination and compassion.

During the in-person closing ceremony, students came up one by one to share their reflections and lessons learned. Many of their statements echoed a similar tune—a confession of a nervous and intimidated mindset at the outset of the program, a desire to push themselves in order to broaden their skills and perspectives, and a goal to continue their learning journeys with empathy as their guide. Hearing the inaugural class’s conviction and sense of growth, I am grateful to have been a part of their education as young leaders, and I look forward to seeing where their curiosity takes them next.

A special guest awaited students in the final class of the fall quarter for INTLPOL 340 / MS&E 296 “Technology, Innovation, and Great Power Competition - Keeping America’s Edge in an Era of Great Power Rivalry.'' Eric Schmidt joined the group as a guest speaker and was eager to engage each student team during their group project presentations.

Schmidt knows a thing or two about how new technologies intersect with the geopolitics of today. He was Google chairman and CEO, served as the chairman of the Department of Defense’s Innovation Board from 2016-2020, and is the co-founder of Schmidt Futures.

The students, who came from a diverse set of backgrounds and interests – from undergraduate sophomores to 5th year PhD’s – were eager to share their ideas with Schmidt.

Over the duration of fall quarter 2022, they examined the new operational concepts and strategies that are emerging from acquiring, funding, and fielding a range of emerging technologies critical to US national security and global competitiveness.

“This is a unique course,” explained Joe Felter, a course instructor and director of the Gordian Knot Center for National Security Innovation, through which the course is available. “We offer the combination of reading, lectures and guest speakers seen in traditional policy courses. But this is an experiential policy class.”

In small teams, students embark on identifying an urgent national security challenge, validate the problem, and propose a detailed solution. These solutions are then tested against actual stakeholders in the technology and national security sectors.

Over 20 “problem statements,” addressing issues from energy scarcity to AI research collaboration and manufacturing scalability, served as jumping off points for the nine student teams.

Schmidt attested that this approach has a tangible impact.

“The world gets better because you decide on your own to work on a hard problem, and you solve it or with your friends,” Schmidt told students at the final meeting of the class. “Your generation is in such a stronger position to do this than we were ever, and I'm really really jealous that you have that opportunity ahead of you."

Besides Schmidt, past guest speakers have included former Secretary of State Condoleezza Rice, former Secretary of Defense James Mattis, former U.S. Ambassador to Russia and Director of the Freeman Spogli Institute for International Studies Michael McFaul as well as a range of senior policy makers and leaders from across the U.S. government.

The course builds on concepts presented in MS&E 193/293 “Technology and National Security” and provides a strong foundation for students interested in enrolling in MS&E 297 “Hacking for Defense.”

“This class changed the trajectory of many of our students,” wrote course instructor Steve Blank in a blog post. “A number expressed newfound interest in exploring career options in the field of national security. Several will be taking advantage of opportunities provided by the Gordian Knot Center for National Security Innovation to further pursue their contribution to national security.”

Michelle Mello is Professor of Law at Stanford Law School and Professor of Health Policy in the Department of Health Policy at Stanford University School of Medicine. She conducts empirical research into issues at the intersection of law, ethics, and health policy. Dr. Mello teaches courses in torts, public health law, and health policy. She holds a J.D. from the Yale Law School, a Ph.D. in Health Policy and Administration from the University of North Carolina at Chapel Hill, an M.Phil. from Oxford University, where she was a Marshall Scholar, and a B.A. from Stanford University.

The U.S. Department of Health and Human Services (HHS) and the White House are currently reconsidering existing policy to manage “dual use research of concern” and research that would enhance potential pandemic pathogens, with expected new guidance in January. 

As biotechnology has advanced with remarkable speed and impact, so have the needs and demands for benefits, along with concerns about risks. Policy for managing these tradeoffs and mitigating risks has not kept up.

Today, two researchers at Stanford’s Freeman Spogli Institute for International Studies, David Relman and Megan Palmer, are among the co-authors on a Policy Forum article that appears in Science magazine, entitled Strengthen Oversight of Risky Research on Pathogens.”

The article calls for a series of specific measures to enhance U.S. policy and spur the development of policy elsewhere in the world to address the serious gaps and challenges of the current guidance framework.

The recommendations include:

  • The ‘dual use research of concern’ (DURC) framework should apply to all human pathogens, not just the 15 agents currently listed.
  • Improved review processes must evaluate the risk and potential consequences of accidents, theft or insider diversions.
  • Research proposals should be required to go through independent, government-led risk–benefit assessments to determine whether the work should proceed and under what conditions.
  • The U.S. government should seek nongovernmental expertise for the review process. Currently, the HHS process involves only governmental experts, and the identity of these individuals is not publicly available.
  • All U.S. agencies and institutions that fund work related to the enhancement of potential pandemic pathogens should have that work evaluated under the revised enhanced potential pandemic pathogens framework.

In addition to Relman and Palmer, the other co-authors are Jassi Pannu, Anita Cicero, and Tom Inglesby at the Johns Hopkins Center for Health Security, and Marc Lipsitch at the Harvard School of Public Health.

“It is vital to get these policies right, not only for the US, but to inspire policy development in other countries with growing life science and biotechnology sectors,” write the authors. “Few countries have policies that fully manage these issues.”
