Mark C. Thurber is Associate Director of the Program on Energy and Sustainable Development (PESD) at Stanford University, where he studies and teaches about energy and environmental markets and policy. Dr. Thurber has written and edited books and articles on topics including global fossil fuel markets, climate policy, integration of renewable energy into electricity markets, and provision of energy services to low-income populations.

Dr. Thurber co-edited and contributed to Oil and Governance: State-owned Enterprises and the World Energy Supply  (Cambridge University Press, 2012) and The Global Coal Market: Supplying the Major Fuel for Emerging Economies (Cambridge University Press, 2015). He is the author of Coal (Polity Press, 2019) about why coal has thus far remained the preeminent fuel for electricity generation around the world despite its negative impacts on local air quality and the global climate.

Dr. Thurber teaches a course on energy markets and policy at Stanford, in which he runs a game-based simulation of electricity, carbon, and renewable energy markets. With Dr. Frank Wolak, he also conducts game-based workshops for policymakers and regulators. These workshops explore timely policy topics including how to ensure resource adequacy in a world with very high shares of renewable energy generation.

Dr. Thurber has previous experience working in high-tech industry. From 2003-2005, he was an engineering manager at a plant in Guadalajara, México that manufactured hard disk drive heads. He holds a Ph.D. from Stanford University and a B.S.E. from Princeton University.

Pamela Matson is an interdisciplinary sustainability scientist, academic leader, and organizational strategist. She served as dean of Stanford University’s School of Earth, Energy and Environmental Sciences from 2002-2017, building interdisciplinary departments and educational programs focused on resources, environment and sustainability, as well as co-leading university-wide interdisciplinary initiatives. In her current role as the Goldman Professor of Environmental Studies and Senior Fellow in the Woods Institute for the Environment, she leads the graduate program on Sustainability Science and Practice. Her research addresses a range of environment and sustainability issues, including sustainability of agricultural systems, vulnerability and resilience of particular people and places to climate change, and characteristics of science that can contribute to sustainability transitions at scale.

Dr. Matson serves as chair of the board of the World Wildlife Fund-US and as a board member of the World Wildlife Fund-International and several university advisory boards. She served on the US National Academy of Science Board on Sustainable Development and co-wrote the National Research Council’s volume Our Common Journey: A transition toward sustainability (1999); she also led the NRC committee on America’s Climate Choices: Advancing the Science of Climate Change. She was the founding chair of the National Academies Roundtable on Science and Technology for Sustainability, and founding editor for the Annual Review of Environment and Resources. She is a past President of the Ecological Society of America. Her recent publications (among around 200) include Seeds of Sustainability: Lessons from the Birthplace of the Green Revolution (2012) and Pursuing Sustainability (2016).

Pam is an elected member of the National Academy of Science and the American Academy of Arts and Sciences, and is a AAAS Fellow. She received a MacArthur Foundation Award, contributed to the award of the Nobel Prize to the Intergovernmental Panel on Climate Change, among other awards and recognitions, and is an Einstein Fellow of the Chinese Academy of Sciences.

Dr. Matson holds a Bachelor of Science degree with double majors in Biology and Literature from the University of Wisconsin (Eau Claire), a Master degree in Environmental Science and Policy from Indiana University’s School of Public and Environmental Affairs, a Doctorate in Forest Ecology from Oregon State University, and honorary doctorates from Princeton, McGill and Arizona State Universities. She spent ten years as a research scientist with NASA-Ames Research Center before moving to a professorship at the University of California Berkeley and, in 1997, to Stanford University.

This workshop is part of the Program on Human Rights Collaboratory: Environmental Humanities Series, an interdisciplinary investigation of human rights in the humanities. The Series is funded under the Stanford Presidential Fund for Innovation in International Studies as the third in a sequence of pursuing peace and security, improving governance and advancing well-being. Mia MacDonald is the founder and executive director of Brighter Green a non-profit public policy "action tank" focused on equity and rights: issues of environment, animals, and sustainable development both globally and locally.

Indonesia is currently the world’s top palm oil producer. Since the 1980s total land area planted to palm oil has increased by over 2,100 percent growing to 4.6 million hectares – the equivalent of six Yosemite National Parks. Plantation growth has predominately occurred on deforested native rainforest with major implications for global carbon emissions and biodiversity.

Abstract

Oil companies owned by national governments (“NOCs”) and oil companies with extensive international operations owned by diverse private investors (“IOCs”) constitute some of the largest and most important economic organizations on the planet. Individually and collectively, they command vast amounts of capital and have large potential impacts on macroeconomic conditions and global-level environmental policies.  Security concerns, at the local, national and international levels, are tied more to their activities and assets than to those of other types of firms.

A number of authors have examined NOCs and IOCs as separate classes of entities and in individual case studies.  This paper considers how and why NOCs and IOCs deal with one another, given their respective capabilities, constraints and ambitions.  Written from the perspective of a contract lawyer with extensive experience working with both NOCs and IOCs, the paper concentrates on the possibility of structural and transactional alternatives to the current roles.  In particular, it focuses on the potential for partial integration between NOCs and IOCs in the form of strategic alliances, taking advantage of the strengths of both while coping with the limitations of each.  It then offers predictions of where the sweet spot for such alliances might be located.
