FSI scholars produce research aimed at creating a safer world and examing the consequences of security policies on institutions and society. They look at longstanding issues including nuclear nonproliferation and the conflicts between countries like North and South Korea. But their research also examines new and emerging areas that transcend traditional borders – the drug war in Mexico and expanding terrorism networks. FSI researchers look at the changing methods of warfare with a focus on biosecurity and nuclear risk. They tackle cybersecurity with an eye toward privacy concerns and explore the implications of new actors like hackers.
Along with the changing face of conflict, terrorism and crime, FSI researchers study food security. They tackle the global problems of hunger, poverty and environmental degradation by generating knowledge and policy-relevant solutions.
Most studies on China’s relations with Southeast Asian states focus on China’s power and how such power has been used to achieve influence in the region. The emphasis is on intention and causation: how China willingly uses its power to coerce, coopt, or persuade others to behave in a certain way. Professor Han will acknowledge but go beyond this conventional approach to explore the unintended outcomes and ripple effects that are also associated with China’s presence in Southeast Asia. His talk will feature a typology for use in thinking about China’s regional presence and the various everyday forms that it takes. He will argue that we need to understand such nuance and complexity if we are to make sense of China’s relations with Southeast Asia and what they imply.

Enze Han is APARC's 2021-2022 Lee Kong Chian NUS-Stanford Fellow on Contemporary Southeast Asia for the spring quarter of 2022. Dr. Han is also an associate professor at the University of Hong Kong's Department of Politics and Public Administration. His research interests include ethnic politics in China, Southeast Asia’s relations with China, and the politics of state formation in the borderland area shared by China, Myanmar, and Thailand. His many publications include “Non-State Chinese Actors and Their Impact on Relations between China and Mainland Southeast Asia,” ISEAS Trends in Southeast Asia (2021); Asymmetrical Neighbours: Borderland State Building between China and Southeast Asia (2019); and Contestation and Adaptation: The Politics of National Identity in China (2013). Positions and affiliations prior to his professorship at UHK include the University of London (SOAS), Princeton University, the Institute for Advanced Study (Princeton), and the East Asia Institute (Seoul). His 2010 doctorate in Political Science is from George Washington University.
Myanmar’s junta is more than a year old. The vast majority of the country’s people oppose the junta and favor democracy. But the devil is in the details. Many in the opposition want some form of multi-ethnic federal democracy. But levels of disagreement and distrust among different communities, including some of the Ethnic Armed Groups, are impeding a unified vision to push the military out of power and establish civilian rule. This webinar will examine the choices and challenges faced by the opponents of the regime as they try to unite these communities against it on behalf of a better future for Myanmar.

Nyantha Maw Lin is an independent analyst with more than a decade of interdisciplinary experience in government affairs, public policy, and political risk assessment related to Myanmar. Prior to the February 2021 coup, he supported community and stakeholder engagement efforts in Myanmar’s Rakhine State and served on a voluntary panel of industry and civil society representatives who advised the government on initiatives to fight corruption. He also helped to lead several innovative non-profit entities based in Yangon engaged in philanthropy, business, and social-impact activity. In addition to convening multi-sectoral dialogues with government, the private sector, and civil society in Myanmar, Nyantha has also participated in semi-official conversations elsewhere in Southeast Asia. A former Eisenhower Fellow (2018), he earned his BA in Political Science/International Relations from Carleton College (2008).

Scot Marciel has had a long career as an American diplomat serving in multiple countries, most recently as US Ambassador to Myanmar (2016-2020). Earlier postings included as Ambassador to Indonesia (2010-2013) and concurrently as Ambassador for ASEAN affairs and Deputy Assistant Secretary of State for Southeast Asia (2007-2010). He has also served in the Philippines and Vietnam. His assignments at the State Department in Washington DC have included as Principal Deputy Assistant Secretary of State for East Asian Affairs and as Deputy Assistant Secretary of State of Southeast Asia. Based on these experiences, he has been writing a book entitled “Imperfect Partners: The United States and Southeast Asia.” He earned his MA at the Fletcher School of Law and Diplomacy (1983) and his BA in International Relations at the University of California at Davis (1981).
Scot Marciel was the Oksenberg-Rohlen Fellow at the Freeman Spogli Institute for International Studies, affiliated with the Walter H. Shorenstein Asia-Pacific Research Center from 2022-2024. Previously, he was a 2020-22 Visiting Scholar and Visiting Practitioner Fellow on Southeast Asia at APARC. A retired diplomat, Mr. Marciel served as U.S. Ambassador to Myanmar from March 2016 through May 2020, leading a mission of 500 employees during the difficult Rohingya crisis and a challenging time for both Myanmar’s democratic transition and the United States-Myanmar relationship. Prior to serving in Myanmar, Ambassador Marciel served as Principal Deputy Assistant Secretary for East Asia and the Pacific at the State Department, where he oversaw U.S. relations with Southeast Asia.
From 2010 to 2013, Scot Marciel served as U.S. Ambassador to Indonesia, the world’s fourth most populous country. He led a mission of some 1000 employees, expanding business ties, launching a new U.S.-Indonesia partnership, and rebuilding U.S.-Indonesian military-military relations. Prior to that, he served concurrently as the first U.S. Ambassador for ASEAN Affairs and Deputy Assistant Secretary of State for Southeast Asia from 2007 to 2010.
Mr. Marciel is a career diplomat with 35 years of experience in Asia and around the world. In addition to the assignments noted above, he has served at U.S. missions in Turkey, Hong Kong, Vietnam, Brazil and the Philippines. At the State Department in Washington, he served as Director of the Office of Maritime Southeast Asia, Director of the Office of Mainland Southeast Asia, and Director of the Office of Southern European Affairs. He also was Deputy Director of the Office of Monetary Affairs in the Bureau of Economic and Business Affairs.
Mr. Marciel earned an MA from the Fletcher School of Law and Diplomacy, and a BA in International Relations from the University of California at Davis. He was born and raised in Fremont, California, and is married with two children.

As reports of leveled mosques, detention camps, and destroyed cultural and religious sites in China's Xinjiang province emerged in the mid-to-late 2010s, the world took notice of the Chinese Communist Party's (CCP) flagrant oppression of Uighur Muslims and other minorities. Under the Xi Jinping administration, the Xinjiang region in northwestern China has experienced what is perhaps the greatest period of cultural assimilation since the Cultural Revolution. This massive state repression represents a primary research focus for Dr. James Millward, Professor of Inter-societal History at the Walsh School of Foreign Service at Georgetown University, who joined both APARC's China Program and the Stanford History Department as a visiting scholar for winter quarter 2022.
Millward's specialties include the Qing empire, the silk road, and historical and contemporary Xinjiang. In addition to his numerous academic publications on these topics, he follows and comments on current issues regarding Xinjiang, the Uyghurs and other Xinjiang indigenous peoples, PRC ethnicity policy, and Chinese politics more generally. We caught up with Millward to discuss his work and experience at Stanford this past winter quarter. Listen to the conversation:
Millward emphasizes the importance of documenting the scope and scale of the crisis in Xinjiang. "What's happened in the last four or five years in Xinjiang is of great global importance and interest to people," he says, and although it is still early to write the history of this period of repression, "it's important at least to try and get an organized draft of it down and to try to begin to interpret rather than just narrate the litany of things going on: the camps, the digital surveillance, forced labor, birth depressions, and try and put it all into some kind of framework where we can understand it."
China’s crackdown on Uyghur Muslims and other minorities in Xinjiang is part of aggressive intolerance of cultural and political diversity that is emerging as a central feature of Xi Jinping’s tenure, explains Millward. The shift in the CCP's assimilationist policies constitutes a complete "reversal of what had been an earlier approach to diversity in China," which allowed for 56 different nationalities to have regional autonomy. His aim is to "point out a really aggressive assimilating thrust under the Xi Jinping regime [...] and then also to look more clearly at settler colonialism in Xinjiang."
In this talk, Millward explains how PRC assimilationist policies, if most extreme in Xinjiang, are related to the broader Zhonghua-izing campaign against religion and non-Mandarin language and perhaps even to intensified control over Hong Kong and efforts to intimidate Taiwan.
U.S.-China Cooperation Amid Strained Ties
The Xinjiang crisis has affected how the United States views China, bringing an unexpected unity to the usually-polarized American foreign policy arena. "The Xinjiang issue has contributed to the broad-spectrum feeling in the American political sphere that engagement with China has failed," notes Millward. The parallels between China's repression of minorities and some of the worst events in the 20th century in Europe "have brought together the political sides in America and rallied them around a much stronger anti-China stance," he says.
From Millward's perspective, however, it is not only possible but also necessary for the United States to act on Xinjiang and press China on its human rights record while cooperating with China on other issues. "This is the art of diplomacy, you have to compartmentalize and deal with different issues, particularly with two countries as large as the United States and China." In Millward's view, areas pertinent to U.S.-China collaboration are varied and transcend global challenges such as climate change or pandemics. Those are simplistic dichotomies," he says. "We have 300,000 Chinese students in our universities and we welcome them and learn a lot from them [...] We benefit from Chinese expertise in all sorts of ways."
Millward spent a productive winter quarter at APARC. Returning to Stanford as a visiting scholar provided him a unique opportunity to reconnect with his past on The Farm and survey all that has changed in the years since he completed his doctorate under the tutelage of the late Professor Harold Kahn. "The trailer park where I lived as a first-year graduate student is no more, and I couldn't even find the footprint of where it was."

Jim Dempsey is senior policy advisor to the Stanford Program on Geopolitics, Technology and Governance and a lecturer at the UC Berkeley School of Law, where he teaches a course on cybersecurity law in the LLM program. Until May 2021, Jim was Executive Director of the Berkeley Center for Law & Technology. In 2012, after Senate confirmation, he was appointed by President Barack Obama as a part-time member of the U.S. Privacy and Civil Liberties Oversight Board, an independent agency within the federal government charged with advising senior policymakers and overseeing the nation’s counterterrorism programs. He served in that position until January 2017, while also running BCLT.
From 1997 to 2014, Dempsey was at the Center for Democracy & Technology (CDT), a non-profit public policy organization focused on privacy and other issues affecting the internet, where he held a number of leadership positions. Prior to that he was deputy director of the Center for National Security Studies (1995-1997) and assistant counsel to the House Judiciary Committee (1985-1995), focusing on privacy, FBI oversight, and surveillance issues.
Jim graduated from Yale College and Harvard Law School.
The Freeman Spogli Institute for International Studies (FSI) is pleased to announce that Amichai Magen has been selected as the inaugural Visiting Fellow in Israel Studies. Dr. Magen is currently the head of the MA program in Diplomacy and Conflict Studies, and director of the Program on Democratic Resilience & Development at the Lauder School of Government, Diplomacy, and Strategy at Reichman University, in Herzliya, Israel.
As a Visiting Fellow in Israel Studies, Dr. Magen will teach courses on Israeli politics, society, and policy, and also on his recent research regarding liberal orders, governance in areas of limited statehood, and political violence. In addition, he will help guide FSI programming related to Israel, advise and engage Stanford students and faculty.
An alumnus of Stanford Law School, where he obtained his JSD in 2008, he has also been a pre-doctoral scholar at the Center on Democracy, Development, and the Rule of Law (CDDRL) and a National Fellow at the Hoover Institution.
“I’ve had the pleasure of publishing a book with Amichai before, and can attest that he’s a first-rate scholar and academic,” said FSI Director Michael McFaul. “I recall a conversation between us when Amichai was a pre-doctoral fellow at CDDRL, and I told him that once you arrive at Stanford you spend the rest of your life trying to make it back here. I’m delighted that time will come soon.”
The son of refugees from Nazi Germany and Soviet-occupied Latvia, Dr. Magen's scholarship addresses the constitutive elements, vulnerabilities, and evolution of modern liberal political and legal orders – notably statehood, democracy, the rule of law, and regionalism – as well as Israel's place in such orders.

Dr. Magen’s current research examines limited statehood, governance failures, and political violence in the international system, and his book on the subject is forthcoming from Stanford University Press. During his time at Stanford, Dr. Magen will be based at FSI’s Center on Democracy, Development, and the Rule of Law.

He regularly briefs diplomats, journalists, and academics from around the world on Israeli political, constitutional, and geopolitical affairs.

The Visiting Fellow in Israel Studies program was launched in September 2021 with the generous support of Stanford alumni and donors. The search committee was led by Larry Diamond, the Mosbacher Senior Fellow in Global Democracy at FSI, and included other senior fellows from throughout the institute.
“In developing and anchoring the program over the next three years, Amichai Magen will bring a brilliant scholarly mind, a great love of teaching, and broad expertise on Israeli politics, society, public policy, and regional relations,” said Diamond. “In addition, he will contribute greatly to the research work of CDDRL with his expertise on governance crises, limited statehood, and challenges to the liberal international order.”

I am a Ukrainian national. I studied at Stanford University in 2019 and 2020 in the Ukrainian Emerging Leaders Program run by the Center on Democracy, Development and the Rule of Law at the Freeman Spogli Institute for International Studies.
For several years now, I have been a leader of environmental and anti-corruption NGOs. Among other endeavors, my team and I developed the SaveEcoBot program, which is the most popular air quality monitoring service in Ukraine and has 1.5 million users in 15 countries.
I was with my wife and six-year-old daughter in Kyiv when Putin’s invasion of Ukraine began. I grabbed my family and brought them to a place I thought they would be safer. Then I immediately volunteered to join the Ukrainian Defense Force. I have already seen active fire, which has resulted in a dreadful number of casualties, both for Ukrainians and Russians. But this tragedy is not just a humanitarian emergency.

The Pentagon estimates that 600 Russian missiles have been fired at Ukrainian targets in the first 10 days of war alone. Additionally, the infamous abandoned Chernobyl nuclear plant has been seized by Russian forces and, most recently, the Zaporizhzhia Nuclear Power Station in Enerhodar has been attacked and occupied by armed Russian soldiers. Zaporizhzhia is the largest nuclear power plant in Europe and Russian projectiles started a localized fire in an auxiliary building on the site on March 3, 2020.
Russian forces have also cut off the power supply to the Chernobyl reactor and containment site. This means that spent nuclear fuel is not being cooled at the site in accordance to internationally recognized standards. The head of the Chernobyl nuclear plant has said that the back-up generators have enough fuel to power the site for 48 hours. We can only guess what might happen after that. If this were not enough, there is still ongoing shelling at a nuclear research facility in Kharkiv. The current conditions there are unknown.

Despite these chaotic circumstances, the SaveEcoBot team, in coordination with the Ministry of Environmental Protection, has put a lot of effort into radiation monitoring and informing the public about changes in background radiation. We’ve been set back in this critical work by the damages done to our monitoring equipment by Russians, but Ukrainian technicians are restoring the systems as fast as they can.
The assaults on the Chernobyl and Zaporizhzhia power plants have already had implications for the environment. The radioactive dust raised by the wheels and trucks of the Russian combat vehicles in the Chernobyl zone has raised the background radiation levels to a hundredfold excess of the normal threshold. Just imagine what chaotic attacks, with Russians shooting, firing missiles, and bombing other parts of Ukrainian territory might lead to. Russia continues to assert that its forces are in Ukraine for reasons of safety and security. The takeover of Chernobyl disturbed large amounts of radioactive soil, propelling it into the air. The attack on Zaporizhzhia resulted in a fire on the site of an active nuclear plant. This is not what safety looks like. To pretend that these actions are anything but a dangerous disregard for life is an insult to all sane, rational people. We are all very lucky that none of Zaporizhzhia’s six reactors were hit by the tank shell that started that fire.
Russia, the U.S. and the UK committed 20 years ago to ensure Ukraine’s peaceful sovereignty in exchange for Ukraine giving up its nuclear weapons program. This agreement was built on the idea that Ukraine without nuclear weapons would never have cause to be the target of any attack. This assurance was guaranteed by the signers of the memorandum.
But Russia’s violent attacks have proven that a nuclear threat still exists in Ukraine. It is not a threat of Ukraine’s making, but one engineered by Russia’s own reckless assault on our civilian nuclear facilities. The consequences of this diabolical action go well beyond a potential environmental catastrophe for Ukraine; our neighbors, including Russia itself, and even countries outside of Europe could all be affected by nuclear fallout carried on high-atmosphere winds across continent and over oceans.
This is not what safety looks like. To pretend that these actions are anything but a dangerous disregard for life is an insult to all sane, rational people.
One way to mitigate this threat and to realize security assurances to Ukraine is to implement a no-fly zone over Ukraine. The hesitance of the EU and U.S. to implement a no-fly zone is understandable. But at the same time, it is critically important to develop options and generate models for other types of no-fly zones beyond the proposals being discussed today. Such alternative options could be the key to helping prevent a Ukrainian tragedy not only in terms of nuclear security, but also in averting a similar tragedy to what the world witnessed in Aleppo.
To do this, Ukraine needs more military support. We have gratefully received strong military support from our allies, but even this bounty is not enough to defend our country. Stinger missiles can shoot down small, low-flying aircraft from a fairly short distance, but are useless against ballistic missiles and high-altitude bombers. We need weapons that can shoot down planes at considerable distances and altitudes, systems to detect and shoot down cruise missiles, and planes to protect our airspace. Early Russian attacks targeted our airports to deplete our air defense capabilities and frustrate our ability to get planes in the air. But we still stand. But if we want to avert a second Chernobyl or another Aleppo, we need to strengthen our air defenses.
We learned in 1939 that making concessions to tyrants is no plan for peace. Putin is a bully. Like all bullies, he will take as much as he can get while treating all harm — including environmental harm — as merely incidental. Like all bullies, he will stop only when he meets strong resistance. Putin and the Russia propaganda machine frame all attempts to stymie Russian aggression as not only a provocation, but a provocation that could trigger a nuclear response. Such veiled threats of nuclear attacks are a form of prior restraint meant to constrain Ukraine’s allies from even suggesting that the Russian invasion is improper. But we must not accept this starkly irrational framework. Nuclear weapons are weapons of deterrence, not tools to chill diplomatic criticism.
Any compromised nuclear facility in Ukraine inherently becomes an international problem, not just a local one. Like Putin, radioactive fallout does not respect borders.
American analysts say that they expect the Russian attacks to become increasingly more brutal. Any increased risks to civilian and military targets commensurately increases risks to nuclear sites as well. Just ten days ago, my life changed dramatically. I used to be a successful civil leader and entrepreneur with an innovative business. Now I sleep on the floor of an abandoned building with my gun in hand. My daughter knows exactly how the air raid siren sounds. But we are still Ukrainians. We are still Europeans. We still count on our allies. So to our allies, I say: close the Ukrainian sky. Provide us with enough weapons. We will do the rest.

Ukrainian President Volodymyr Zelensky pleaded with the West to send fighter jets to help against Russian aggression but when Poland offered to transfer Soviet-era MiG-29s, the Pentagon called the transfer untenable.
To learn more about fighter jets and the people who fly and maintain them, we spoke to CISAC senior fellow Dean Winslow, a professor of medicine and former Air Force colonel who has 1150 military flying hours including 431 combat hours and 263 combat sorties and extensive operational experience in fighter, tactical airlift, and combat rescue missions.
Winslow reached out to his former colleague, Ben Lambeth, a long-time specialist in international security affairs and air warfare with the RAND Corporation, who has extensive flight experience in more than 40 different combat aircraft types, including Eastern bloc aircraft. Here are excerpts from our conversation:
Q: What did you make of this conversation between Ukraine, Poland and the United States?
Ben Lambeth: The Ukrainian AF has more than a couple dozen each of single-seat and combat-configured MiG-29s and Su-27s and presumably an equivalent or even larger-sized contingent of pilots trained to fly them. What is their current state of play?
Also, why are the Ukrainians requesting Polish MiG-29s to begin with? Has much of the existing Ukrainian fighter force been destroyed on the ground by Russian air and cruise-missile strikes?
Q: How are MiG-29s used?
Dean Winslow: The primary mission is as an air superiority fighter, like our F 15 Eagle, so it's an air-to-air fighter.

Q: Can pilots who have trained in similar aircraft fly these jets?
Lambeth: At bottom, fighter pilots are fighter pilots the world over, and when given a problem, they will figure it out. If the Ukrainian AF is urgently asking for Polish MiG-29s, they must have a good reason for it and must believe that they will make a difference.
Winslow: It would not be too much of a stretch for a pilot, let's say who's already an experienced and qualified in a MiG 29 Ukrainian aircraft to fly a Polish aircraft. As little as a couple of days of “differences training” between aircraft types (similar to what commercial airline pilots undergo routinely when transitioning from an earlier to a later model of a Boeing 737), would likely be adequate for an experienced MiG 29 pilot. Having either simulators or even low-tech procedures trainers would make such a transition even easier.
Lambeth: A mission-ready Su-27 pilot could probably get barely combat-qualified for air-to-air in a MiG-29 with a minimum of cross-training needed to master the involved procedures and switchology. Things like just starting the jet, getting the radar up, and mastering all the associated checklist procedures. This couldn't happen in just an hour or two, but possibly in a day or two.
Winslow: What separated the really, really good fighter pilots from people like me, who, you know, I'm just a reasonably competent civilian pilot, is the fact that a good fighter pilot has the amazing ability to not only maneuver the aircraft, but to also operate these incredibly complex weapons systems while flying at near supersonic speeds and experiencing high G forces.

I'm pretty sure that they have some type of what's called a pulse Doppler fire control radar system in their aircraft. And the software can be more or less sophisticated. I still can't talk about all of the features that we had in our Eagles, but I'm sure now they're different because the last time I was in a F-15 was 26 years ago. But even then, the software that supported the radar was very sophisticated. And learning how to operate the fire control radar and all the different modes that you would need to track and target multiple aircraft simultaneously is challenging. In addition, these aircraft have sophisticated threat warning systems for detection and tracking of surface to air and air to air threats.
Q: How difficult is it to maintain the aircraft?
Winslow: I hate to use the word supply chain. People are now using that term a lot in the civilian world too—but the challenge of maintaining adequate supplies of spare parts that you would need to maintain that aircraft is formidable.

While these are modern aircraft, they still are incredibly maintenance intensive. I think with the F-4 Phantom that we figured that usually it was something like for every hour the aircraft flew, it was as much as 12 to 15 man/woman hours to keep them mission ready.

About the Event: Existing literature posits that the main challenge for nuclear security guarantees lies in making the promise of protection sufficiently credible. If allies do not believe their guarantor will actually come to their aid, they may seek alternate means of protection, including by investing in nuclear infrastructure. Credible security guarantees, on the other hand, are thought to reassure allies. In contrast to this approach, Dr. Sukin argues that credible nuclear guarantees can backfire. These guarantees can cause clients to fear that their guarantors will drag them into a precipitous nuclear conflict. Fears of nuclear escalation by their guarantor can drive clients to distance themselves from their alliance or seek stronger independent nuclear capabilities. Using survey experiments and case studies of U.S. alliances in East Asia and Europe, this project explores the risks of credible U.S. nuclear security guarantees.
About the Speaker: Dr. Lauren Sukin is currently a MacArthur Nuclear Security Fellow at Stanford University’s Center for International Security and Cooperation. In September 2022, she will join the Department of International Relations at the London School of Economics and Political Science as an Assistant Professor of International Relations. Dr. Sukin holds a Ph.D. (2021) and M.A. (2020) from the Department of Political Science at Stanford University. She also holds A.B.s from the Departments of Political Science and Literary Arts at Brown University (2016). Dr. Sukin’s research examines issues of international security, focusing on the role of nuclear weapons in international politics.
