Martha Crenshaw, a senior fellow at the Center for International Security and Cooperation (CISAC), has been awarded $500,000 by the National Science Foundation to identify patterns in the evolution of terrorist organizations and to analyze their comparative development.

The three-year grant is part of the Department of Defense's Minerva Initiative launched in 2008, which focuses on "supporting research related to basic social and behavioral science of strategic importance to U.S. national security policy."

Crenshaw's interdisciplinary project, "Mapping Terrorist Organizations," will analyze terrorist groups and trace their relationships over time. It will be the first worldwide, comprehensive study of its kind-extending back to the Russian revolutionary movement up to Al Qaeda today.

"We want to understand how groups affiliate with Al Qaeda and analyze their relationships," Crenshaw said. "Evolutionary mapping can enhance our understanding of how terrorist groups develop and interact with each other and with the government, how strategies of violence and non-violence are related, why groups persist or disappear, and how opportunities and constraints in the environment change organizational behavior over time."

According to Crenshaw, it is critical to understand the organization and evolution of terrorism in multiple contexts. "To craft effective counter-terrorism strategies, governments need to know not only what type of adversary they are confronting but its stage of organizational development and relationship to other groups," Crenshaw wrote in the project summary. "The timing of a government policy initiative may be as important as its substance."

"Mapping Terrorist Organizations" will incorporate research in economics, sociology, business, biology, political science and history. It will include existing research to build a new database using original language sources rather than secondary analyses. The goal is to produce an online database and series of interactive maps that will generate new observations and research questions, Crenshaw said.

The results, for example, could reveal the structure of violent and non-violent opposition groups within the same movements or conflicts, and identify patterns that explain how these groups evolve over time. Such findings could be used to analyze the development of Al Qaeda and its Islamist or jihadist affiliates, including the Taliban in Afghanistan and Pakistan, she said.

The findings may also shed light on what happens when a group splits due to leadership quarrels or when a government is overturned, Crenshaw said. "Analysis that links levels of terrorist violence to changes in organizational structures and explains the complex relationships among actors in protracted conflicts will break new ground," the summary noted.

Extensive information on terrorist groups already exists, but it has been difficult to compile and analyze. Despite such obstacles, Crenshaw said, violent organizations can be understood in the same terms as other political or economic groups. "Terrorist groups are not anomalous or unique," she wrote. "In fact, they can be compared to transnational activist networks."

Crenshaw should know. Widely respected as a pioneer in terrorism studies, the political scientist was one of a handful of scholars who followed the subject decades before the attacks of Sept. 11, 2001. She joined CISAC in 2007, following a long career at Wesleyan University, where she was the Colin and Nancy Campbell Professor of Global Issues and Democratic Thought. In addition to her research at Stanford, Crenshaw is a lead investigator at START, the Consortium for the Study of Terrorism and the Response to Terrorism at the University of Maryland.

End goal

Crenshaw wants to use the findings to better analyze how threats to U.S. security evolve over time. "Terrorist attacks on the United States and its allies abroad often appear to come without warning, but they are the result of a long process of organizational development," she wrote. "Terrorist organizations do not operate in isolation from a wider social environment. Without understanding processes of development and interaction, governments may miss signals along the way and be vulnerable to surprise attack. They may also respond ineffectively because they cannot anticipate the consequences of their actions." The project seeks to find patterns in the evolution of terrorism and to explain their causes and consequences. This, in turn, should contribute to developing more effective counter-terrorism policy, Crenshaw said.

The United Nations Association Film Festival was originally conceived to celebrate the 50th anniversary of the signing of the Universal Declaration of Human Rights. The 12th UNAFF will be held from October 17-25, 2009 in Palo Alto, Stanford University, East Palo Alto and San Francisco. This year, the theme is Energy and the World, reflecting the myriad of problems we encounter saving energy around the world and to seek awareness and solutions — through film — to better our lives and save our planet.

This year's festival also features a powerful film on the International Criminal Court (ICC).

Launched in 2002, the ICC is the first international tribunal of its kind, a permanent criminal court created to prosecute individuals, no matter how powerful, for crimes against humanity, war crimes and genocide. The Reckoning follows the dynamic and charismatic Prosecutor Luis Moreno Ocampo, Deputy Prosecutor Fatou Bensouda and Senior Trial Attorney Christine Chung as they issue arrest warrants for the Lord’s Resistance Army leaders in Uganda, put four Congolese warlords on trial at The Hague, challenge the UN Security Council to support the Court’s call for an arrest warrant for the President of Sudan on charges of genocide, and shake up the Colombian justice system. As the Prosecutor tells us, he has to take this tiny court, created by dreamers, and turn it into reality. He has a mandate to prosecute perpetrators around the world for the worst crimes imaginable, whether they are warlords or military brass or heads of state, even as they continue to wreak havoc. But he has no police force—he needs to pressure the international community to follow through, to muster political will. Will it succeed? How will the world make sure that the Prosecutor can fulfill his mandate?

Despite current emphasis on health insurance expansions in developing countries, inefficient consumer incentives for over-use of medical care are an important counterbalancing concern. However, three factors that are more acute in poor countries (credit constraints, principal-agent problems, and positive externalities) result in substantial under-use and misuse as well. This paper studies Colombia's Régimen Subsidiado, the first major developing country effort to expand insurance in a way that purposefully addresses these inefficiencies. Using a regression discontinuity design, we find that Colombia's insurance program has provided risk protection while substantially increasing the use of traditionally under-utilized preventive services (with measurable health gains) through high-powered supply-side incentives.

What happens to armed organizations after they sign peace accords? Why do they dissolve, return to war, or form non-violent political parties? This seminar addresses and seeks to explain this empirical variation in former armed groups’' trajectories, using extensive micro-level data on the Colombian paramilitaries. In so doing, it seeks to contribute an organizational-level study of peace-building. The trajectories explored in this seminar fundamentally shape prospects for peace, state-building, and democratization, influence post-war patterns of human rights abuses, and impact the legalization of war economies.

Sarah Zukerman Daly is a 2009-2010 Predoctoral Fellow and Visiting Scholar.  She is a doctoral candidate in the Department of Political Science at the Massachusetts Institute of Technology.

Sarah holds a BA (2003) with Distinction in International Relations from Stanford University and a MS (2004) with Distinction in Development Studies from the London School of Economics. She is also an alumna of the 2002-2003 CISAC Undergraduate Honors Program.

Sarah's dissertation analyzes variation in demilitarized groups' post-war trajectories. Specifically, it asks, why, in the aftermath of peace agreements, do armed actors form political parties, remilitarize, or go out of business? Her other current projects seek to explain sub-national variation in insurgency onset in Colombia; state strategies towards ethnic minorities in the former Soviet Union; and the role of emotions in transitional justice.

This talk will describe the role of data analysis in political transitions to democracy. Transitions require accountability of some form, and in the aggregate, accountability is statistical. In this talk, I will present examples of using several different kinds of data to establish political responsibility for large-scale human rights violations.

Patrick Ball, Ph.D., is the Director of the Human Rights Program at the Benetech Initiative which includes the Martus project and the Human Rights Data Analysis Group (HRDAG). Since 1991, Dr. Ball has designed information management systems and conducted statistical analysis for large-scale human rights data projects used by truth commissions, non-governmental organizations, tribunals and United Nations missions in El Salvador, Ethiopia, Guatemala, Haiti, South Africa, Kosovo, Sierra Leone, Sri Lanka, Perú, Timor-Leste, Sierra Leone, and Chad.

Dr. Ball is currently involved in Benetech projects in Colombia, Burma, Liberia, Guatemala and in other countries around the world.

Many resource dependent states have to varying degrees, failed to provide for the welfare of their own populations, could threaten global energy markets, and could pose security risks for the United States and other countries.  Many are in Africa, but also Central Asia (Turkmenistan, Kazakhstan, Azerbaijan), Southeast Asia (Cambodia, Burma, East Timor), and South America (Bolivia, Colombia, Ecuador) Some have only recently become – or are about to become – significant resource exporters.  Many have histories of conflict and poor governance.  The recent boom and decline in commodity prices – the largest price shock since the 1970s – will almost certainly cause them special difficulties.  The growing role of India and China, as commodity importers and investors, makes the policy landscape even more challenging.

We believe there is much the new administration can learn from both academic research, and recent global initiatives, about how to address the challenge of poorly governed states that are dependent on oil, gas, and mineral exports.  Over the last eight years there has been a wealth of new research on the special problems that resource dependence can cause in low-income countries – including violent conflict, authoritarian rule, economic volatility, and disappointing growth.  The better we understand the causes of these problems, the more we can learn about how to mitigate them.

There has also been a new set of policy initiatives to address these issues: the Kimberley Process, the Extractive Industries Transparency Initiative, the World Bank’s new “EITI plus plus,” Norway’s Oil for Development initiative, and the incipient Resource Charter.  NGOs have played an important role in most of these initiatives; key players include Global Witness, the Publish What You Pay campaign, the Revenue Watch Institute, Oxfam America, and an extensive network of civil society organizations in the resource-rich countries themselves.

Some of these initiatives have been remarkably successful.  The campaign against ‘blood diamonds,’ through the Kimberley Process, has reduced the trade in illicit diamonds to a fraction of its former level, and may have helped curtail conflicts in Angola, Liberia, and Sierra Leone.  Many other initiatives are so new they have not been have not been carefully evaluated.

This workshop is designed to bring together people in the academic and policy worlds to identify lessons from this research, and from these policy initiatives, that can inform US policy towards resource-dependent poorly states in the new administration.

James Fearon is the Theodore and Frances Geballe Professor in the School of Humanities and Sciences and a professor of political science. He is a Senior Fellow at FSI, affiliated with CISAC and CDDRL. His research interests include civil and interstate war, ethnic conflict, the international spread of democracy and the evaluation of foreign aid projects promoting improved governance. Fearon was elected to the National Academy of Sciences in 2012 and the American Academy of Arts and Sciences in 2002. Some of his current research projects include work on the costs of collective and interpersonal violence, democratization and conflict in Myanmar, nuclear weapons and U.S. foreign policy, and the long-run persistence of armed conflict.

Stephen Krasner is the Graham H. Stuart Professor of International Relations. A former director of CDDRL, Krasner is also an FSI senior fellow, and a fellow of the Hoover Institution.

From February 2005 to April 2007 he served as the Director of Policy Planning at the US State Department. While at the State Department, Krasner was a driving force behind foreign assistance reform designed to more effectively target American foreign aid. He was also involved in activities related to the promotion of good governance and democratic institutions around the world.

At CDDRL, Krasner was the coordinator of the Program on Sovereignty. His work has dealt primarily with sovereignty, American foreign policy, and the political determinants of international economic relations. Before coming to Stanford in 1981 he taught at Harvard University and UCLA. At Stanford, he was chair of the political science department from 1984 to 1991, and he served as the editor of International Organization from 1986 to 1992.

He has been a fellow at the Center for Advanced Studies in the Behavioral Sciences (1987-88) and at the Wissenschaftskolleg zu Berlin (2000-2001). In 2002 he served as director for governance and development at the National Security Council. He is a fellow of the American Academy of Arts and Sciences and a member of the Council on Foreign Relations.

His major publications include Defending the National Interest: Raw Materials Investment and American Foreign Policy (1978), Structural Conflict: The Third World Against Global Liberalism (1985), Sovereignty: Organized Hypocrisy (1999), and How to Make Love to a Despot (2020). Publications he has edited include International Regimes (1983), Exploration and Contestation in the Study of World Politics (co-editor, 1999),  Problematic Sovereignty: Contested Rules and Political Possibilities (2001), and Power, the State, and Sovereignty: Essays on International Relations (2009). He received a BA in history from Cornell University, an MA in international affairs from Columbia University and a PhD in political science from Harvard.

Dr. Alejandro Toledo, former president of Peru, describes his vision as “democracy that delivers.”

“My colleagues and I who have taken the challenge of public life as a vocation and a life commitment,” Toledo says, “cannot but feel concerned about the great challenges faced by our continent where half its population lives between poverty and misery and where inequalities and social exclusion are at their highest.” Toledo has spent the past academic year in residence at the Center on Democracy, Development, and the Rule of Law, applying theoretical rigor to a bold new plan for Latin America and also making a sweeping call to action. At the same time, as Distinguished Visiting Payne Lecturer for the Freeman Spogli Institute, Toledo has shared his vision and his plans for the future with the Stanford community in a three-part special Payne Lecture Series, titled “Can the Poor Afford Democracy? A Presidential Perspective.”

Forty percent of Latin Americans — 230 million people — are trying to survive on less than $2 a day, and 110 million live on less than $1 a day, Toledo is quick to point out. He also notes that income levels do not reflect the “drama of poverty”— things like infant mortality, malnutrition, lack of access to health care and education, and ethnically based social exclusion. Impoverished populations see corruption, exclusion, and economic inequality, and they begin to associate these things with democracy and become impatient with it. Toledo is calling for leaders to have the courage to invest in human development through nutrition, education, and microfinance programs and to make decisions that may not have short-term political benefits. “This is a moment for more leadership and less politics,” he said in January.

With the Global Center for Development and Democracy, the non-governmental organization that he founded, Toledo is organizing a new, broad-sweeping initiative to construct a social agenda for democracy in Latin America for the next 20 years. This Social Agenda for Democracy Initiative will identify specific and measurable goals to demonstrate that democracy is capable of “delivering concrete results to the poor.” To do this, Toledo says, the group of former Latin American presidents, democratic leaders, experts, and exponents of civil society that he is organizing will need to map out an agenda for both stimulating economic growth and reducing inequality and exclusion. Their agenda will be supported by parallel and ongoing efforts to promote and strengthen democratic institutions including judicial systems, freedom of speech, human rights, and the independence of all branches of government.

Toledo’s working group met for the first time on November 26, 2007, at the National Endowment of Democracy in Washington, D.C. The core team is made up of 12 former presidents, including Presidents Vicente Fox (Mexico), Fernando H. Cardoso (Brazil), Carlos Mesa (Bolivia), Ricardo Lagos (Chile), Cesar Gaviria (Colombia), Jose Maria Aznar (Spain), Rodrigo Carazo (Costa Rica), and Ricardo Maduro (Honduras). The group met again in Lima, Peru, on April 25, a meeting that Toledo is particularly excited about. “Our meeting in Lima has special significance for the initiative,” Toledo explains. “First, because the Latin American, Caribbean, and European Union Summit between 60 heads of state was held this year in Lima, just one month later, and second, because the theme of this year’s summit is ‘Poverty, Inequality, and Exclusion.’”

Which is the task that lies before Toledo and his colleagues.

One of the main aims of the Social Agenda for Democracy Initiative is to develop a social matrix to measure progress on key indicators such as economic growth, health, education, employment and salaries, poverty and income distribution, and access to technology. Several working group members reported on May 14 to the Latin American, Caribbean, and European Union Summit on the Social Agenda for Democracy Initiative and their progress in constructing this social matrix — giving the bold plan of this already super-charged group additional visibility and opportunity for capacity building. The group will meet two more times in 2008: in Bolivia this July and again in September in Sao Paulo, Brazil.

For Toledo, the link between democracy and social change is palpable — he is both the product of and an advocate for the transformative powers of these two processes. Democratically elected in 2001, Toledo was Peru’s first president of indigenous descent, having grown up in an impoverished and remote Andean village. “For 500 years, someone with my ethnic background was never accepted to be a candidate,” Toledo said in May, in his final Payne lecture. “I was a political intruder in the establishment of politics in Latin America and in Peru.”

In his five-year term as president, Toledo achieved 6 percent average annual growth, increased foreign direct investment by 50 percent, balanced the budget, and brought 25 percent of the population above the poverty line. He also initiated a program called Juntos, or “Together,” a system of conditional, direct cash transfers to female heads of the poorest households. In return for obtaining pre- and post-natal checkups, vaccinating their children, and making sure their children went to school, the women received $30 per month to invest in their economic self-sufficiency. The short-term solution provided by Juntos was initially criticized by the IMF but has been so successful that it is now being evaluated as a policy option by both the IMF and the World Bank and has been continued by the current government.

In his first Payne lecture, held in January, Toledo interwove firsthand observations with quantitative research to support his argument that a reduction in poverty and inequality does not necessarily follow economic growth. While he has “cautious optimism” that Latin America is poised to “make a substantial jump and take a prominent place in the world economy in the next 15 to 20 years,” he said that only an ambitious social agenda to reduce poverty and inequality will stimulate economic growth, strengthen democratic institutions, and consolidate democratic governance in the region.

Having analyzed the relationship between democratic reform, economic growth, and poverty, inequality, and social exclusion in Latin America, Toledo focused his second Payne lecture, in April, on some of the political dynamics in Peru leading up to his election to president. His multimedia presentation included footage of the mass protests that followed Alberto Fujimori’s controversial re-election to a third term in 2000 amid allegations of electoral fraud. Fujimori ultimately agreed to schedule a new election the following year and stepped down as a candidate.

In his third and final Payne lecture, on May 14, Toledo answered the question that served as the organizing principle for the series: Can the poor afford democracy? Yes, he said — but more importantly, “Democracy cannot afford to neglect the poor.”

Like Toledo, former president of Mexico and Social Agenda for Democracy colleague Vicente Fox sees positive economic and social growth for Latin America. He accepted Toledo’s invitation to visit the Stanford community and on March 5 spoke with intensity about Latin America’s prospects for both social welfare and economic well-being in the coming century. Mexico, which Goldman Sachs recently projected to be the world’s fifth largest economy by 2040, was emblematic of this electrifying future, he said. On the one hand, there is great promise for economic growth, stability, and entrepreneurship; and with this great promise, he was careful to note, comes great responsibility for the reduction of poverty and inequality through a “package of powerful social policies.”

Looking ahead, Fox hoped that Latin American democracy would not to be taken for granted; “it has to be nourished, it has to be taken care of, it has to be promoted.” But his outlook for Latin America is that this is a time for its countries to consolidate democracies and freedoms, consolidate economies, and promote new leadership. After years of military dictatorships, corruption, inefficiency, and poor development, “People decided to go for change,” Fox said, “and change is a magic word. It moves people to action.”

Business, government, and academic communities increasingly recognize the role that entrepreneurship and innovation play in addressing some of the world’s most complex problems. At Stanford, the new Hasso Plattner Institute of Design, also known as the d.school, takes innovative design approaches beyond the traditional disciplines of product and industrial design. There, students and faculty use design thinking to tackle difficult problems that demand interdisciplinary solutions. Research projects and classes range from building better elementary schools to enabling farmers to step out of poverty to changing how small businesses innovate.

Design thinking, a methodology that grew out of the Design Division at the School of Engineering at Stanford, has been refined over the years through programs such as Engineering 310, “Team Based Design Innovation with Corporate Partners.” At the core of Design thinking lie 1) a human-centered approach to finding solutions, 2) a strong collaborative culture that brings together multidisciplinary teams and encourages diverse perspectives, and 3) a continuous prototyping process.

In April 2007, Professor Larry Leifer, director of the Stanford Center for Design Research (CDR) and a member of the d.school, together with Philipp Skogstad, executive director of E 310, visited the Pontificia Universidad Javeriana (PUJ) in Cali, Colombia. During the three-day visit, sponsored and facilitated by IOP, the Stanford University International Outreach Program (http://iop.stanford.edu/), the Stanford delegation negotiated a detailed plan to engage two teams of 5th-year students at PUJ with two Stanford master level teams on a corporate project in the E 310 program. Professors Larry Leifer and Mark Cutkosky will co-lead this nine-month international collaboration, which will start in fall 2007 and will include regular videoconferences, online collaboration, and short-term visits.

The goals of this collaboration are twofold. 1) Students and instructors at PUJ and Stanford will have an opportunity to learn from each other as they participate in E 310. For Stanford participants, it will be the first time to have a South American perspective represented in the globally distributed E 310 program. For PUJ participants, it will be an opportunity to learn more about design thinking as the university develops its own design program, allowing them to strengthen the connection between the university and industry, a bridge that traditionally has been weak across South America. 2) Both universities will be able to build upon the E 310 opportunity and apply the design thinking approach to other socially and economically useful innovations, with a particular emphasis on global challenges that have a strong impact on developing countries.

The collaboration between PUJ and Stanford is well matched with IOP’s goal of promoting new multidisciplinary curriculums that address global challenges, introduce innovative learning and teaching approaches, and take advantage of appropriate uses of information and communication technologies.

Her latest book, Friends Indeed: the United Nations, Groups of Friends and the Resolution of Conflict, was researched and written while a visiting fellow at New York University’s Center on International Cooperation. From 1995-2000 Teresa worked as an official within the UN’s Department of Political Affairs, latterly in the Office of the Under-Secretary-General of Political Affairs. She has also worked as a consultant with the Ford Foundation and the Centre for Humanitarian Dialogue and has a long association with CPPF, serving as regional advisor on Latin America from 2001-2003 and as acting director from 2001-2002. Her research interests include the United Nations, peace operations and the mediation of internal conflict. She has published on peace processes in Central America and Colombia, as well as on the role played by informal groups of states, or “Friends” in the resolution of conflict. A journalist and filmmaker in her early career, Teresa’s publications include Paying the Price: Ignacio Ellacuría and the Murdered Jesuits of El Salvador (Temple University Press, 1994), written while living in El Salvador from 1990-1992, and, most recently, a chapter on Colombia co-authored with Cynthia J. Arnson in Grasping the Nettle: Analyzing Cases of Intractable Conflict (ed. Chester A. Crocker, Fen Osler Hampson and Pamela Aall, United States Institute of Peace Press, 2005). She holds an MA in Latin American studies from the University of London and a BA in English literature from Cambridge University.

Patrick Johnston (discussant) is a PhD candidate in the Department of Political Science at Northwestern University and a CISAC predoctoral fellow. His dissertation, "Humanitarian Intervention and the Strategic Logic of Mass Atrocities in Civil Wars," asks why ethnic cleansing and genocidal violence frequently increase dramatically after international actors threaten to intervene militarily or deploy significant numbers of troops in coercive interventions. Johnston received a BA in history and a BA in political science, both with distinction, from the University of Minnesota, Morris and an MA in political science from Northwestern University.
