OVER the last three years, as I delved into the world of American nuclear weapons, I felt increasingly as though I had stepped into a time warp. Despite the nearly total rearrangement of the international security landscape since the demise of the Soviet Union in 1991, the rise of Islamic terrorism and the spread of nuclear materials and technology to volatile nations like Pakistan, North Korea and Iran, the Defense Department remains enthralled by cold war nuclear strategies and practices.

Barack Obama took office determined to change that. He has made progress on many fronts. Last week, he outlined a new, no-frills defense strategy, downsizing conventional forces. He now needs to double down on his commitment to refashion nuclear forces. He should trim the American nuclear arsenal by two-thirds to bring it down to a sensible size, order the Pentagon to scale back nuclear war-fighting plans so they are relevant to contemporary threats, remove most American intercontinental, land-based missiles from high alert and drop the quaint notion that a fleet of aging B-52 bombers can effectively deliver nuclear weapons to distant targets.

This agenda is not only desirable, it is doable without undercutting American security. It would save tens of billions of dollars a year, a relatively small amount by Pentagon standards, but every billion counts as Leon E. Panetta, the defense secretary, trims his budget. And the steps can safely be taken without requiring reciprocal moves by Russia that must be codified in a treaty.

For the last few months, the Obama administration has been conducting a classified review of the doctrines and operations that determine the shape and potential uses of America’s nuclear armaments. If the president pushes back against the defenders of the old order at the Pentagon and other redoubts of the nuclear priesthood, he can preserve American security while making the United States a more credible leader on one of today’s most critical issues — containing the spread of nuclear weapons. Like a chain smoker asking others to give up cigarettes, the United States, with its bloated arsenal, sounds hypocritical when it puts pressure on other nations to cut weapons and stop producing bomb-grade highly enriched uranium, the key ingredient of a crude nuclear weapon.

American actions alone won’t end the proliferation danger, but American leadership is essential to any hope of containing the threat.

Sam Nunn, the former chairman of the Senate Armed Services Committee, and anything but a dove over the years, rightly warns that the spread of weapons and the means to make them may soon reach a combustible stage where New York, Washington, Moscow, Tokyo or London is at risk of a nuclear terrorist attack.

Mr. Nunn and other keepers of America’s cold-war armory, George P. Shultz and Henry A. Kissinger, former Republican secretaries of state, and William J. Perry, a former Democratic defense secretary, have banded together in recent years to press, among other things, for cutting nuclear forces, de-alerting missiles and, ultimately, eliminating nuclear arms. Mr. Obama has embraced their aims and welcomed them to the Oval Office. Their high-powered, bipartisan alliance, if adroitly employed by the White House, ought to provide some political cover as Mr. Obama reshapes nuclear policy while running for a second term.

There is no national security rationale for maintaining an arsenal of some 5,000 warheads, with nearly 2,000 arms ready to use on short notice and the rest in reserve. We don’t need thousands of warheads, or even hundreds, to counter threats from countries like Iran or North Korea.

The only conceivable use of so many weapons would be a full-scale nuclear war with Russia, which has more warheads than the United States. But two decades after the collapse of the Soviet Union, even Vladimir V. Putin, with his authoritarian bent, is not about to put Russia on a collision course with the United States that leads to nuclear war. China, equally unlikely to escalate tensions to the nuclear brink, probably has fewer than 400 warheads and a policy to use them only in self-defense. Pakistan has roughly 100, North Korea fewer than 10 and Iran, so far, zero.

The United States could live quite securely with fewer than 1,500 warheads, half in reserve. Defenders of the nuclear faith claim we need 5,000 weapons as a hedge against warheads that may become defective over time. But an elaborate Energy Department program to maintain and refurbish warheads, the Stockpile Stewardship Program, has proved highly effective.

Another oft-cited reason for increasing our arsenal is that the Pentagon’s nuclear war-fighting plans still call for striking hundreds of targets in Russia and China, as well as dozens of sites in a number of other publicly unidentified nations — presumably Iran, North Korea and Syria — considered potentially hostile to the United States and eager to possess unconventional weapons.

Washington’s current nuclear war plans remain far too outsize to deal with any plausible attack on America. Mr. Obama could remove some nations from the hit list, starting with China, and tell his generals to limit the number of targets in the countries that remain.

The oversize American nuclear arsenal features an equally outdated reliance on long-distance bombers. The days when lumbering B-52 bombers could play a central role in delivering nuclear weapons — memorably spoofed in Stanley Kubrick’s “Dr. Strangelove” — ended decades ago. Mr. Obama should ground the bombers and depend on land- and sea-based missiles.

The high-alert status of America’s intercontinental ballistic missiles is another anachronism. There are few circumstances that might require the United States to quickly launch nuclear-tipped missiles, and missiles on high alert are an invitation to an accident, or impulsive action. In the first year of his presidency, Mr. Obama outlined an ambitious nuclear weapons agenda. Absent new action, Washington will remain frozen in a costly cold war posture.

National oil companies (NOCs) produce most of the world’s oil and natural gas and bankroll governments across the globe. Although NOCs superficially resemble private-sector companies, they often behave in very different ways. To understand these pivotal state-owned enterprises and the long shadow they cast on world energy markets, the Program on Energy and Sustainable Development (PESD) at Stanford University commissioned Oil and Governance: State-owned Enterprises and the World Energy Supply. The 1000-page volume, edited by David Victor, David Hults, and Mark Thurber, explains the variation in the performance and strategy of NOCs, and provides fresh insights into the future of the oil industry as well as the politics of the oil-rich countries where NOCs dominate. It comprises fifteen case studies, each following a common research design, of NOCs based in the Middle East, Africa, Asia, Latin America, and Europe. The book also includes cross-cutting pieces on the industrial structure of the oil industry and the politics and administration of NOCs.

NOCs are distinguished from private companies by their need to respond to state goals beyond profit maximization. Governments seeking to retain their hold on power use NOCs to deliver benefits to influential elites (“private goods”) or to the broader population (“social goods”). Oil and Governance finds a strong correlation between such non-hydrocarbon burdens on the NOC—which include providing employment, subsidizing fuel, or handing out plum jobs to the politically connected—and deficiencies in oil and gas performance. The highest-performing NOCs, like Norway’s Statoil and Brazil’s Petrobras, face relatively circumscribed non-oil demands from their governments.

How governments administer their oil sectors also proves to be a crucial determinant of NOC performance. Democracies (e.g., Norway, Brazil) and autocracies (e.g., Saudi Arabia, Angola) alike are capable of grooming successful NOCs. What matters most for outcomes is not regime type per se but rather that governance systems provide unified signals to the NOC. (By contrast, regime type is observed to be an important driver of whether governments nationalize their oil sectors in the first place, or privatize existing NOCs.) Fragmented governance, in which multiple government actors assert their interests but no one assumes strategic responsibility, appears uniformly fatal to NOC performance. Nascent democracies like Mexico’s can be particularly vulnerable to oil sector dysfunction stemming from fragmentation. Governance systems must also be matched to a country’s institutional and political realities. Nigeria has arguably set back its progress in oil through attempts to slavishly imitate Norway’s forms of oil organization in the absence of Norway’s mature political and civil service institutions.

The close ties between the NOC and its government can have a detrimental effect on the ability of the NOC to manage the risks that are so characteristic of the oil and gas industry. Whereas private companies are forced to hone their geological knowledge and skills through global competition for capital and hydrocarbon licenses, NOCs for the most part are comfortably sheltered from competitive threats at home. They therefore fail to develop the global reach that helps private players (the international oil companies, or IOCs) manage risk by means of a diversified global portfolio and the ability to link resources to customers around the world. (Some NOCs have begun to internationalize in recent years, but it is striking that none of the NOCs studied in Oil and Governance went down this path until forced to by domestic resource scarcity, or at least of the perception of future scarcity.) The soft budget constraint faced by the NOC also discourages the cost efficiencies that help mitigate risk.

This gulf in risk management capabilities between IOCs and most NOCs suggests that the resource dominance of NOCs does not pose an existential threat to private oil companies. Private players will continue to play a key role in the frontiers of oil and gas development—frontiers like shale gas, oil sands, and the remote Arctic. NOCs will continue to control low-cost oil around the world, while a select few of the most focused and unencumbered among them start to build up their own risk management skills through partnerships with IOCs.

NOC control over resources has important implications for the world oil price. The NOCs studied in the book produce their reserves at half the rate of the major IOCs—whether due to lower performance or a deliberate attempt to preserve resources for the future. Moreover, governments tend to rely most heavily on the risk management skills of IOCs when prices are low and then swing back towards NOCs in high price periods when they can afford to focus on delivering benefits to favored constituencies. The result of this dynamic, which is observed in the case studies of Oil and Governance, can be “backward bending supply curves” that exaggerate price volatility in the world oil market.

This effect of NOCs on global oil supply and price appears to be much more important than any geopolitical fallout from NOC primacy around the world. Oil and Governance finds very little evidence that NOCs act as effective foreign policy weapons on behalf of their host states. Even where politicians may desire to employ NOCs in this way, the incentives of the NOC itself are usually strongly opposed to such an exercise of power. As one example, Europe’s Gazprom depends overwhelmingly on revenues from gas exports to Europe because gas is so heavily subsidized in Russia. When NOCs do venture abroad, as in the case of China’s CNPC, they are often motivated to do so precisely by the desire to achieve more autonomy from their political masters at home.

Michael A. McFaul, a Stanford political science professor and senior fellow at the university’s Freeman Spogli Institute for International Studies, was confirmed by the Senate to be the next ambassador to Russia. 

McFaul, President Barack Obama’s top advisor on Russia and a Bing Senior Fellow at Stanford’s Hoover Institution, will succeed John Beyrle.

"Mike will bring to his new posting in Moscow the same intensity, clarity of vision and imagination that he demonstrated as President Obama's point person on Russia at the White House," said Coit D. Blacker, FSI’s director and the Olivier Nomellini Professor in International Studies. 

The Dec. 17 voice vote confirming McFaul came on the last day the Senate was in session before its winter break. Sen. Mark Kirk, R-Ill., had held up McFaul's approval over issues with U.S. policies toward Russia.

During confirmation hearings before the Senate Foreign Relations Committee in October, McFaul discussed the overall status of U.S.-Russian relations, missile defense, arms reduction agreements and trade relations.

Since the beginning of the Obama administration, McFaul has been the special assistant to the president for national security affairs and senior director for Russia and Eurasia at the National Security Council.

He served as senior adviser on Russia and Eurasia to Obama during the presidential campaign and continued to advise on foreign policy issues during the transition.

The Obama administration has achieved new momentum in relations with Russia with McFaul's involvement.

The two countries have signed the New Start arms control treaty, which calls for significant cuts in nuclear arsenals; finalized a civilian nuclear cooperation pact; forged agreement on tougher sanctions on Iran; and expanded the supply route to Afghanistan through the territory of the former Soviet Union.

The two powers now turn to the efforts to forge cooperation on missile defense in Europe and to gain Russia's admission to the World Trade Organization, as well as the challenges posed by Iran and Libya.

"This is a complex and sensitive time in the ever-evolving relationship between the United States and the Russian Federation," Blacker said. "Having an ambassador in place who gets the relationship has never been more important. For this reason above all others, Mike is the perfect choice. We are all deeply proud of Mike and all that he has accomplished."

McFaul, who has served as FSI’s deputy director and director of the institute’s Center on Democracy, Development, and the Rule of Law, received a bachelor’s degree in international relations and Slavic languages and an master’s in Slavic and East European studies from Stanford in 1986. He was awarded a Rhodes Scholarship to Oxford, where he completed his PhD in international relations in 1991.

Danny O'Brien led the Nov. 10  Liberation Technology seminar on the topic, “Reports from the Bleeding Edge: What Journalism in Syria, China and Iran tell us about Silicon Valley's Future”. O'Brien is the Internet Advocacy Coordinator at Committee to Protect Journalists (CPJ), which was founded in New York in 1981 with the aim of defending individual journalists worldwide.

O'Brien argued in the seminar that after focusing on mainstream journalists for more than a decade, CPJ started its Internet program based on the realization that a considerable number of people who are jailed for their journalistic work worldwide are online journalists. CPJ’s Internet program is aimed at protecting them through their involvement in their individual cases, research and lobbying. Through these efforts CPJ hopes to create an online ecosystem that is generally safe for most users, and for journalists who use the online medium.

This wide-ranging talk took us through different kinds of threats that journalists face in the online space including attacks against their websites, lack of legal protections, and physical dangers that journalists face based on the available information about themselves and their sources. O'Brien argued that while there are tools being developed to protect activists that could potentially be used by journalists, such tools are rarely used since journalists do not think of the threats to their work until they actually get into trouble. CPJ is committed to making the online environment safe for all journalists, rather than just providing training to journalists on precautionary measures.

He discussed some of the issues that CPJ has been advocating among large internet corporations and governments, and the strategy of enabling journalists themselves to meet with such agencies to make a persuasive case.

When Asia’s leaders gather in Honolulu next week for the annual Asia Pacific Economic Cooperation summit, Americans will get a glimpse of the Obama administration’s hyperactive Asia agenda. While America has always been a Pacific nation, the Obama administration is now beginning to match the world’s most populous and economically dynamic region with America’s own brand of energy and leadership.

Before President Barack Obama alights on the tarmac in Honolulu, he will have prepared the way to lead anew in Asia. Among a number of significant “firsts” for our nation in the region are:

  • President Obama in 2009 became the first U.S. president ever to attend a meeting with all 10 leaders of the nations that comprise the Association of South East Asian Nations.
  • The United States in 2010 became the first non-ASEAN country to establish a dedicated Mission to ASEAN in Jakarta.
  • Hillary Clinton was the first secretary of state in a generation to make Asia the destination of her first foreign trip.
  • Secretary Clinton also launched the “Lower Mekong Initiative,” a first-of-its-kind agreement between Cambodia, Laos, Thailand, Vietnam, and the United States to enhance cooperation in the areas of water and forest management, education, and health.

Now, President Obama will arrive in Honolulu to, among other things, attempt to get APEC nations to agree to lower tariffs on renewable energy products. He will also continue to negotiate the so-called Trans-Pacific Partnership, an Obama administration initiative with eight Asian nations, with the objective of shaping a broad-based regional trade pact that would include Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, and Vietnam. Look for announcements of Japanese participation and a framework for the TPP agreement to be announced alongside the APEC summit.

After the APEC summit, President Obama will travel to Bali and attend the East Asia Summit, a fairly new 18-nation security forum—becoming the first U.S. president to attend this annual meeting.

All this activity is especially dramatic following eight years of low-key engagement where Asians griped about missed meetings and America’s strategic attention was focused almost exclusively in the Middle East. But most importantly, there is a well-thought out strategy for re-engagement—a strategy based on renewing long-time allies, engaging seriously newly emerging powers with an eye on preserving stability in the Pacific, while building stronger economic ties to boost American trade, job creation, and long-term economic prosperity at home.

Our stalwart ally Japan was rocked by this year’s devastating earthquake and tsunami, and America is assisting in its recovery. Our alliance remains strong, and Japan continues to be an increasingly active U.S. partner in global affairs.

Relations with South Korea are better than they have ever been. The U.S. Congress just passed a historic free trade agreement, opening the South Korean market for a wealth of American goods. Twice in two years the Obama administration (over Chinese objections) deployed the USS George Washington to the Yellow Sea and the Sea of Japan to conduct exercises with South Korea in response to North Korean aggression. Last month, President Obama welcomed President Lee Myung-bak for a state visit, the first in 10 years by a South Korean president.

President Obama will visit Australia next week to announce a deepened military cooperation pact—building once again on a long-standing alliance. This follows on Secretary of State Clinton’s signing last year of the Wellington Declaration, a roadmap for deepening and expanding the bilateral relationship between the United States and New Zealand.

The Obama administration also is engaging more closely with emerging powers.

The administration in 2010 launched the U.S.-India Strategic Dialogue, which has broadened and deepened relations with New Delhi to include issues from cybersecurity and terrorism to negotiations over a bilateral investment treaty and energy cooperation. Obama also launched the U.S.-Indonesia Comprehensive Partnership, including a series of agreements that will help defense and trade relations. The administration is also working carefully behind the scenes with Myanmar’s new leadership to urge liberalization there.

All of this brings us to China. The flurry of Asian activity makes sense in its own right to further U.S. economic, cultural, and strategic interests, but it is also a component of U.S. policy toward China. The Obama administration’s China policy involves increasing America’s ability to compete with China, working with China where fruitful, and pushing back when China’s actions cross the line. While the U.S.-China relationship is never easy, the administration has avoided major crises and managed to sell Taiwan the largest arm sales packages in any two-year period over the past 30 years without a major breach of relations with Beijing.

Indeed, where cooperation is possible, it is underway. A joint clean energy research center with China is now open, more U.S. Food and Drug Administration officials are based in China to monitor the safety of food and drugs coming to the U.S. market. What’s more, the Obama administration has had some significant success working with Beijing on the nuclear activities of North Korea and Iran, though it has followed a one step forward, two steps back pattern.

The U.S. needs to be engaged in Asia to ensure that China’s rise contributes to stability and prosperity in the region. In 2010, for example, when China made a series of aggressive moves related to the South China Sea, Secretary of State Clinton joined with her counterparts from Southeast Asia, including countries close to China such as Vietnam in what has been called a “showdown,” to make clear their desire for a peaceful, multilateral approach to the conflicting territorial claims there. China backed off its more forward actions and most strident rhetoric.

Similarly, the United States is creating incentives for China to conform to international law and standards. That’s why the Obama administration is negotiating the Trans-Pacific Partnership—a trade pact with high standards to join. The idea is build consensus in the region about a coherent set of regulations that might push China in a helpful direction. TPP rules, for example, are likely to prohibit state-owned enterprises from getting government subsidies not available to privately owned companies, an issue on which Washington has been pushing Beijing hard, with only slow progress to show for it.

These sorts of initiatives are not part of a strategy of “containment” of China, which is not possible or desirable. No Asian country would ever sign up to an anti-China alliance—each, in fact, wants to strengthen its relationship with Beijing. But at the same time, they want America to stick close by. Even if containment were possible, America benefits more from a strong, prosperous China than a weak and resentful one.

Can America afford all this Asian engagement? We have to and we will. The coming years will demand strategic choices. The next time you hear someone complaining about U.S. troops leaving Iraq, remind them that the United States is now investing more wisely and more constructively in the most important region of the world.

The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law (CDDRL) is hosting the Human Rights Watch 2011 Voices for Justice honorees at a special event at Stanford University on November 18, 2011. This year's honorees —Consuelo Morales and Sussan Tahmasebi— will discuss their work defending human rights on the front lines in Mexico and Iran.

The Program on Human Rights at the Center on Democracy, Development, and the Rule of Law (CDDRL) is hosting the Human Rights Watch 2011 Voices for Justice honorees at a special event at Stanford University on November 18, 2011. This year's honorees —Consuelo Morales and Sussan Tahmasebi— will discuss their work defending human rights on the front lines in Mexico and Iran.

“These women are powerful and inspirational leaders," said Helen Stacy, director of the Program on Human Rights at CDDRL. "It is a rare and unique opportunity for the Stanford community to learn from their experiences and heroism.” Sitting at the intersection of research and policy, the Program on Human Rights provides a forum for Stanford faculty who work in disciplines that engage or border on human rights and student-initiated human rights groups on campus.

Human Rights Watch is one of the world’s leading independent organizations dedicated to defending and protecting human rights. Each year Human Rights Watch honors individuals who have put their lives and safety at risk in the name of defending human rights, presenting these human rights defenders with The Alison Des Forges Award for Extraordinary Activism.

Consuelo Morales works in Mexico defending victims of human rights violations to hold their abusers accountable. Security forces have committed widespread violations against civilians in Mexico—including torture, rape, and “disappearances”—yet their crimes are virtually never investigated. In the face of intimidation, Morales’s organization continues to lead efforts in the state of Nuevo Leon to document these abuses, litigate key cases, and provide critical support for victims of violent crime. Human Rights Watch honors Morales because of her courageous efforts to end impunity and aid victims of abuses in Mexico’s “war on drugs.”

Sussan Tahmasebi raises broad public awareness about how discriminatory laws violate the human rights of women in Iran. She helped found the award winning One Million Signatures Campaign, which rallies support for an end to Iran’s gender-biased laws. Tahmasebi has been harassed by security forces and was banned from traveling abroad because of her work. Human Rights Watch honors Tahmasebi for her fearless commitment to promoting civil society and bringing national prominence to women's rights issues in Iran.

“We are proud to be honoring two remarkable women and we are thrilled to be able to bring these exceptional defenders to engage with the Stanford human rights community,” said Andrea Dew Steele, director of the California Committee North at Human Rights Watch.

The Human Rights Defenders on the Front Line event will be held at the Bechtel Conference Center at Encina Hall on November 18 from 12:00 to 1:30PM.

The second conference in the multi-year TEC-Van Leer Jerusalem Institute project on the reconciliation of divided regions and societies.

 

Conference Summary

The Europe Center, with project partner the Van Leer Jerusalem Institute, hosted the major international conference at Stanford University (May 17-18, 2012), dedicated to “History and Memory: Global and Local Dimensions”.  This conference was aimed to deepen our understanding of disputes over history, and to find ways towards resolving conflictual memory.  Participants – all leaders in their field, and representing voices from U.S., European, Israeli, Palestinian, and Arab worlds – were challenged to answer:

  • What are the historians’ responsibilities in developing shared narratives about war, civil conflict, occupation, and genocide?
  • How do we understand the relation between the work of professional historians and that of civic society organizations?
  • How should one think about the relative importance of historical commissions and truth commissions in “coming to terms with the past”?
  • How do efforts in post-conflict situations to reach accurate assessments (“truth”) of the events meet the needs of healing social, ethnic, and/or religious wounds (“reconciliation”)?
  • What are the consequences and meaning of actions of forgiveness, including the formal granting of amnesty? Do these actions conflict with the writing of history?

Notes and Highlights

In his opening remarks, Amir Eshel, Director of The Europe Center, situated the conference within its wider context—a series under the title “Debating History, Democracy, Development, and Education in Conflicted Societies,” which began with a conference on “Democracy in Adversity and Diversity” in Jerusalem in May 2011.  Eshel posed the question of why Stanford’s Europe Center should focus on issues relating to the wider Middle East, particularly the historic and ongoing conflict between Israelis and Palestinians.  In answering his own question, Eshel argued that the European Union had begun to look closely at its own neighborhood, with a particular emphasis on the Euro-Mediterranean Partnership (EUROMED), which explores questions of migration, religion, and civil society in the eastern Mediterranean and North Africa.  As such questions are important in both Europe and the EUROMED region, scholars who work on Europe need to think within a broader geographical context that stretches beyond Old Europe or even the European Union.

Amir Eshel also introduced some of the key ideas that informed the conference. Questions of memory and history have been central to academic discourse over the past three decades.  Indeed, memory and history have taken on a crucial, even obsessive, dynamic.  Where are we today in this global interdisciplinary conversation?  Can the study of memory help us to understand the conflicted societies of the greater Middle East?  Can the huge scholarly interest in such subjects help us to think in new ways about the conflict between Israelis and Palestinians?  Can the European experience of dealing with difficult memories aid us as we try to understand Israeli and Palestinian memories of the 1948 Nakba?  What is the role of historical research, on the one hand, and cultural remembrance, on the other, in promoting reconciliation and cohabitation? Since the conference aimed to focus less on the peace process in the Middle East and more on attempts at reconciliation and cohabitation, he urged participants to consider how Israelis and Palestinians might live together

In order to highlight work that had recently been undertaken, Eshel then focused on the fields of historical research and cultural discourse.  Over the past few decades, he argued, narratives have become increasingly crucial in the historiography, much of the impetus coming from so-called critical historiography.  For instance, the last decade has witnessed the publication of Motti Golani and Adel Manna’s Two Sides of the Coin, which presents two narratives of the Nakba of 1948.  In this multi-perspective narrative, the conflict is presented as one of both territory and historical memory.  Similarly, Mahmoud Yazbak and Yfaat Weiss’s Haifa Before and After 1948 was co-authored by Israelis and Palestinians and features fourteen different narratives.  A further collection, entitled Zoom In: Palestinian Refugees of 1948, Remembrances, deals with contemporary memories of the Nakba.  All three books were published by the Institute For Historical Justice and Reconciliation and the Republic of Letters, while the Van Leer Institute and Al-Quds University in Palestinian East Jerusalem have also published a series of schoolbooks that present similar multi-perspective narratives.

In addition to the changes in the historiography, there has been a shift in the cultural discourse, exemplified by the Israeli novelist Alon Hilu’s The House of Rajani (2012), which details the experiences of one Palestinian family and includes a map of Jaffa-Tel Aviv featuring Palestinian sites that vanished in 1948. The fact that Hilu’s novel received critical acclaim and was commercially successful indicates a new willingness on the part of Israelis to learn about the Palestinian experience.  Eshel has himself just completed a book comparing post-Second World War German and Austrian cultural memory with Israeli cultural memory of 1948. Since Palestinians and Israelis are bound to live together, Eshel argued that the solutions depend on narratives of the past, with history at the center of the discussion.  Throughout the conference, participants were urged to ask themselves two questions: Can we do more? Can we do better?

Plans for the Next Conference
The final session involved a Round Table discussion in which participants had the opportunity to reflect on the larger themes of the conference and to suggest ways in which the dialogue could be fruitfully continued.  Three of the conference organizers began with their own reflections on the conference before the discussion was opened up to all participants.  Norman Naimark pointed to three key ideas that he had learned from the proceedings.  The first was the concept that history and memory should not necessarily be seen as distinct entities.  Second, Naimark pointed to the importance of comparative approaches, citing Derek Penslar’s presentation as a good example.  While the conference did not deal with the fields of Eastern European, Russian, and German history, external scholarly interjections into these fields have made them places of stimulating debate. Finally, since there is much that we do not know about 1948, Naimark urged the creation of a history that would place those events within a much broader chronological context, just as Omer Bartov is doing for the town of Buczacz.  In his remarks, Gabriel Motzkin focused on the relationship between memory and the ongoing political process in Israel.  He expressed agreement with Nadim Rouhana that Jewish Israelis need to recognize Palestinian memories, but added that Palestinians have to acknowledge the Jewish religious project in which the land of Israel occupies the same place that salvation does for Christians.  Finally, Amir Eshel urged participants to consider the role of the “practical past”—how do we use the past in order to engage the present and imagine the future? He suggested that there are a variety of possible political solutions, but that there is also a long list of actions that the present Israeli government could take in order to aid reconciliation, including acts of apology and acknowledgment.
