Southeast Asia Program director Donald K. Emmerson's essay by the above title appears in the just-published volume, Producing Indonesia: The State of the Field of Indonesian Studies, ed. Eric Tagliacozzo, available for purchase at the Cornell University Press.

The book's authors, to quote the publisher, reflect on "the development of Indonesian studies over recent tumultuous decades...Not everyone sees the development of Indonesian studies in the same way. Yet one senses—and this collection confirms—that disagreements among its practitioners have fostered a vibrant, resilient intellectual community."

The disagreements featured in Emmerson's chapter, to quote him, "arose over how to interpret two consequential changes of regime in Indonesia," namely, "the demise of liberal democracy and the rise of President Sukarno's leftward 'Guided Democracy' in 1959, and the latter's replacement by General Suharto's anti-leftist 'New Order' starting in 1965." At stake in these controversies were facts, minds, and formats: "perspectival commitments developed inside the minds, disciplines, and careers of professional analysts of Indonesia."

At the center of his essay lies a consequential question of choice: whether to maintain or to change one's argument in the face of evidence against it. The issue is framed at the outset of the essay by two contrasting quotations:  

“When the facts change, I change my mind. What do you do, sir?”

About the Essay

The 26 scholars contributing to this volume, Producing Indonesia: The State of the Field of Indonesian Studies, ed. Eric Tagliacozzo, have helped shape the field of Indonesian studies over the last three decades. They represent a broad geographic background—Indonesia, the Netherlands, the United Kingdom, Australia, the United States, Canada—and have studied in a wide array of key disciplines—anthropology, history, linguistics and literature, government and politics, art history, and ethnomusicology. Together they reflect on the “arc of our field,” the development of Indonesian studies over recent tumultuous decades. They consider what has been achieved and what still needs to be accomplished as they interpret the groundbreaking works of their predecessors and colleagues.

This volume is the product of a lively conference sponsored by Cornell University, with contributions revised following those interactions. Not everyone sees the development of Indonesian studies in the same way. Yet one senses—and this collection confirms—that disagreements among its practitioners have fostered a vibrant, resilient intellectual community. Contributors discuss photography and the creation of identity, the power of ethnic pop music, cross-border influences on Indonesian contemporary art, violence in the margins, and the shadows inherent in Indonesian literature. These various perspectives illuminate a diverse nation in flux and provide direction for its future exploration.

FSE’s David Lobell finds that an increase of more than two degrees Celsius in average global temperature is likely to cause yields of wheat, rice and maize to fall throughout the 21st century. Early adaptation could increase projected yields by up to 15 percent.

If global temperatures continue to rise, the amount of crops farmers can harvest will sharply decline during the next 100 years.

Stanford professor David Lobell and an international team of climate scientists modeled future crop yields under several global climate scenarios throughout the 21st century. They found that if average global temperatures rise by more than two degrees Celsius, farmers are likely to get less wheat, rice and maize out of each plot of land. Yields are expected to fall by an average of 4.9 percent for every one degree Celsius rise in average temperature. Year-to-year variability of harvests is also expected to rise, as drought and flooding become more frequent. Crop yield losses will speed up throughout the century, with declines in yield beginning around 2030 and with the fastest drop happening in the second half of the century.

Lobell, an associate professor of Environmental Earth System Science and the associate director of the Center on Food Security and the Environment at Stanford, reviewed over 1,700 published studies with a team of climate scientists from the United States, United Kingdom and Australia. The team found that if farmers adapt to climate change within the next few years, they have a better chance of avoiding or even reversing the predicted decline of wheat and rice yields in some regions. Agricultural adaptation strategies like irrigating fields and developing new crop breeds could increase projected yields between 7 percent and 15 percent.

The new study also highlights the need for better data on the potential future impacts of other factors that affect crop yields, like the prevalence of pests and plant diseases, and the availability of water supply. A full version of the study can be found online at Nature Climate Change.

Abstract:

We design an original laboratory experiment to investigate whether redistributive actions hinder the formation of Pareto-improving groups. We test, in an anonymous setting with no feedback, whether people choose to destroy or steal the endowment of others and whether they choose to give to others, when granted the option. We then test whether subjects join a group that increases their endowment but exposes them to redistribution. We conduct the experiment in three very different settings with a priori different norms of pro-social behavior: a university town in the UK, the largest slum in Nairobi, Kenya and rural Uganda. We find a lot of commonality but also large differences between sites. UK subjects behave in a more selfish and strategic way -- giving less, stealing more. Kenyan and Ugandan subjects behave in a more altruistic and less strategic manner. However, pro-social norms are not always predictive of joining behavior. African subjects are less likely to join a group when destruction or stealing is permitted. It is as if they are less trusting even though they are more trustworthy. These findings contradict the view that African underdevelopment is due to a failure of generalized morality.

Marcel Fafchamps is senior fellow at the Freeman Spogli Institute for International Studies and member of the Center on Democracy, Development and the Rule of Law. Before joining FSI, he served as Professor of Development Economics at Oxford University and as Deputy Director of the Center for the Study of African Economies. Before that he taught at Stanford University. He also worked for the International Labour Organization in Africa. His research focuses on market institutions and social networks, writ large. Fafchamps holds a PhD from UC Berkeley and degrees in Law and in Economics from the Catholic University of Louvain.

Marcel Fafchamps is the Satre Family senior fellow at the Freeman Spogli Institute for International Studies (FSI) and a member of the Center on Democracy, Development and the Rule of Law. Fafchamps is a professor (by courtesy) for the Department of Economics at Stanford University. His research interest includes economic development, market institutions, social networks, and behavioral economics -- with a special focus on Africa and South Asia.

Prior to joining FSI, from 1999-2013, Fafchamps served as professor of development economics for the Department of Economics at Oxford University. He also served as deputy director and then co-director of the Center for the Study of African Economies. From 1989 to 1996 Fafchamps was an assistant professor with the Food Research Institute at Stanford University. Following the closure of the Institute, he taught for two years for the Department of Economics. For the 1998-1999 academic year, Fafchamps was on sabbatical leave at the research department of the World Bank. Before pursuing his PhD in 1986, Fafchamps was based in Addis Ababa, Ethiopia for five years during his employment with the International Labour Organization, a United Nations agency overlooking issues of employment, income distribution, and vocational training in Africa.

He has authored two books, Market Institutions in Sub-Saharan Africa: Theory and Evidence, published by MIT Press in 2004 and Rural Poverty, Risk, and Development, published in 2003 by Elgar Press and has published numerous articles in academic journals.

Fafchamps serves as the editor-in-chief of Economic Development and Cultural Change. Previously he had served as chief editor of the Journal of African Economies from 2000 until 2013, associate editor for the Economic Journal, the Journal of Development Economics, Economic Development and Cultural Change, the American Journal of Agricultural Economics, and the Revue d'Economie du Développement.

He is a research associate of the National Bureau of Economic Research, an affiliated professor with J-PAL, a senior fellow with the Bureau for Research and Economic Analysis of Development, a research fellow with IZA, Germany, and with the Center for Economic and Policy Research, UK, and an affiliate with the University of California’s Center for Effective Global Action.

Fafchamps has degrees in Law and in Economics from the Université Catholique de Louvain. He holds a PhD in Agricultural and Resource Economics from the University of California Berkeley.

Abstract
The scope and complexity of global health can be overwhelming, making it difficult to form an inspiring and unified vision for the future. Mired in this complexity, the international community defines success disease by disease‹without a clear picture of what fundamental reform would actually look like. If the aspiration of global health with justice is the right goal, then answering three simple questions may pierce the haze.

First, what would global health look like? That is, given optimal priority-setting, funding, and implementation, to what level of health should we aspire, and with what provision of health-related services? Posing these three elementary questions, of course, oversimplifies a field that is fraught with tensions and trade offs. But I want to imagine a more ideal future for world health, with bold proposals to get there. After thinking about these three basic questions, I turn to an idea for innovative global governance for health‹a Framework Convention on Global Health.

Second, what would global health with justice look like? Global health seeks to improve all the major indicators of health, such as infant and maternal mortality and longevity. Global health with justice, however, requires that we look beyond improved health outcomes for the population as a whole. Although overall population health is vitally important, justice requires a significant reduction in health disparities between the well-off and the poor. Societies that achieve high levels of health and longevity for most, while the poor and marginalized die young, do not comport with social justice.

Third, what would it take to achieve global health with justice? That is, once we clearly state the goal, and meaning, of global health with justice, what concrete steps are required to reach this ambitious objective? This raises fundamental challenges, intellectually and operationally, as the response cannot be limited to ever-greater resources, but must also involve improved governance‹at the country and international level and across multiple sectors.

Lawrence O. Gostin is University Professor, Georgetown University’s highest academic rank conferred by the University President. Prof. Gostin directs the O’Neill Institute for National and Global Health Law and was the Founding O’Neill Chair in Global Health Law. He served as Associate Dean for Research at Georgetown Law from 2004 to 2008. He is Professor of Medicine at Georgetown University, Professor of Public Health at the Johns Hopkins University, and Director of the Center for Law & the Public’s Health at Johns Hopkins and Georgetown Universities.

 Prof. Gostin holds a number of international academic professorial appointments: Visiting Professor (Faculty of Medical Sciences) and Research Fellow (Centre for Socio-Legal Studies) at the University of Oxford, United Kingdom; the Claude Leon Foundation Distinguished Scholar and Visiting Professor at the University of Witwatersrand, Johannesburg, South Africa; and the Miegunyah Distinguished Visiting Fellow and Founding Fellow of the Centre for Advanced Studies (Trinity College), University of Melbourne. Prof. Gostin serves as Secretary and a member of the Governing Board of Directors of the Consortium of Universities for Global Health.

Speaker bio:

Karl Eikenberry is the William J. Perry Fellow in International Security at the Center for International Security and Cooperation and a faculty member of the Shorenstein Asia-Pacific Research Center at Stanford University.  He is also an affiliated faculty member with the Center for Democracy, Development, and Rule of Law, and researcher with The Europe Center.

Prior to his arrival at Stanford, he served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty.

Before appointment as Chief of Mission in Kabul, Ambassador Eikenberry had a thirty-five year career in the United States Army, retiring in April 2009 with the rank of Lieutenant General.  His military operational posts included commander and staff officer with mechanized, light, airborne, and ranger infantry units in the continental U.S., Hawaii, Korea, Italy, and Afghanistan as the Commander of the American-led Coalition forces from 2005-2007. 

He has served in various policy and political-military positions, including Deputy Chairman of the North Atlantic Treaty Organization (NATO) Military Committee in Brussels, Belgium; Director for Strategic Planning and Policy for U.S. Pacific Command at Camp Smith, Hawaii; U.S. Security Coordinator and Chief of the Office of Military Cooperation in Kabul, Afghanistan; Assistant Army and later Defense Attaché at the United States Embassy in Beijing, China; Senior Country Director for China, Taiwan, Hong Kong and Mongolia in the Office of the Secretary of Defense; and Deputy Director for Strategy, Plans, and Policy on the Army Staff.

He is a graduate of the U.S. Military Academy, has master’s degrees from Harvard University in East Asian Studies and Stanford University in Political Science, and was a National Security Fellow at the Kennedy School of Government at Harvard.

Ambassador Eikenberry earned an Interpreter’s Certificate in Mandarin Chinese from the British Foreign Commonwealth Office while studying at the United Kingdom Ministry of Defense Chinese Language School in Hong Kong and has an Advanced Degree in Chinese History from Nanjing University in the People’s Republic of China. 

His military awards include the Defense Distinguished and Superior Service Medals, Legion of Merit, Bronze Star, Ranger Tab, Combat and Expert Infantryman badges, and master parachutist wings.  He has received the Department of State Distinguished, Superior, and Meritorious Honor Awards, Director of Central Intelligence Award, and Chairman of the Joint Chiefs of Staff Joint Distinguished Civilian Service Award.  He is also the recipient of the George F. Kennan Award for Distinguished Public Service and Harvard University Graduate School of Arts and Sciences Centennial Medal.  His foreign and international decorations include the Canadian Meritorious Service Cross, French Legion of Honor, Afghanistan’s Ghazi Amir Amanullah Khan and Akbar Khan Medals, and the NATO Meritorious Service Medal.

Ambassador Eikenberry serves as a Trustee for the International Institute for Strategic Studies, The Asia Foundation, and the National Committee on American Foreign Policy, and is a Fellow of the American Academy of Arts and Sciences.  He is a member of the Council on Foreign Relations, the American Academy of Diplomacy, and the Council of American Ambassadors, and was previously the President of the Foreign Area Officers Association.  His articles and essays on U.S. and international security issues have appeared in Foreign Affairs, The Washington Quarterly, American Foreign Policy Interests, The New York TimesThe Washington Post, Foreign Policy, and The Financial Times.  He has a commercial pilot’s license and instrument rating, and also enjoys sailing and scuba diving.

Kathleen Stephens, former U.S. Ambassador to the Republic of Korea, will join the Korean Studies Program (KSP) at Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) as the program’s 2013–14 Koret Fellow.

"Kathy Stephens was perhaps the most popular American ambassador ever with South Koreans, because of her long experience, deep knowledge, and great love for Korea and its people," says Shorenstein APARC director Gi-Wook Shin. "As one of the United States' most experienced and senior professional diplomats, she will make a major contribution to the research, educational, and outreach efforts of the Korean Studies Program and Shorenstein APARC in the coming year."

Ambassador Stephens aims to write a book about aspects of Korea’s modern journey, with particular attention to South Korea’s political development, to the impact of cultural and social change on its politics, and to the role of the United States. The book will draw from her experience over the decades working in and on Korea, buttressed and expanded upon by research using both English and Korean-language sources. In the winter quarter she will teach Issues in U.S.-Korea Relations, a Center for East Asian Studies (CEAS) course.

Ambassador Stephens recently completed thirty-five years as a career diplomat in the U.S. Foreign Service. She was Acting Under Secretary of State for Public Diplomacy and Public Affairs in 2012, and U.S. Ambassador to the Republic of Korea, 2008 to 2011.

Ambassador Stephens has served in numerous posts in Washington, Asia, and Europe. From 2005 to 2007 she was Principal Deputy Assistant Secretary of State for the Bureau of East Asian and Pacific Affairs (EAP). While Deputy Assistant Secretary of State in the Bureau of European and Eurasian Affairs (EUR) from 2003 to 2005, she focused on post-conflict and stabilization issues in the Balkans. Other Washington assignments included Director for European Affairs at the National Security Council during the Clinton Administration, Senior United Kingdom Country Officer in the European Bureau, and Director of the State Department’s Office of Ecology and Terrestrial Conservation in the Bureau of Oceans, Environment and Scientific Affairs.

Ambassador Stephens’ overseas postings have included Deputy Chief of Mission at the U.S. Embassy in Lisbon, Portugal (1998–2001), and U.S. Consul General in Belfast, Northern Ireland (1995–1998) during the consolidation of ceasefires and negotiation of the Good Friday Agreement. Earlier foreign assignments included consular and public affairs officer in Guangzhou, China, chief of the internal political unit in Seoul, principal officer of the U.S. Consulate in Busan, Korea, and political officer in fracturing Yugoslavia.

Ambassador Stephens has received numerous State Department awards, including Linguist of the Year in 2010, and the 2009 Presidential Meritorious Service Award. Other awards and recognition include the Korean government’s Sejong Cultural Prize (2013), the Korean YWCA’s Korea Women’s Leadership “Special Prize” Award (2010), and in 2011 the Pacific Century Institute’s Building Bridges Award, the Outstanding Achievement Award from the American Chamber of Commerce in Korea, and the Kwanghwa Medal of Diplomatic Merit from the Korean government. Her book, Reflections of an American Ambassador to Korea, based on her Korean-language blog, was published in 2010.           

Ambassador Stephens was born in El Paso, Texas and grew up in Arizona and Montana. She holds a BA (Honors) in East Asian studies from Prescott College, an MA from Harvard University, and honorary doctoral degrees from Chungnam National University and the University of Maryland. Ambassador Stephens studied at the University of Hong Kong and was an instructor at the Outward Bound School of Hong Kong. She was a Peace Corps volunteer in Korea in the 1970s.

The Koret Fellowship was established in 2008 through the generosity of the Koret Foundation to promote intellectual diversity and breadth in the KSP by bringing leading professionals in Asia and the United States to Stanford to study U.S.-Korea relations. The fellows conduct their own research on the bilateral relationship, with an emphasis on contemporary relations, with the broad aim of fostering greater understanding and closer ties between the two countries.

Effective climate mitigation requires international cooperation, and these global efforts need broad public support to be sustainable over the long run. We provide estimates of public support for different types of climate agreements in France, Germany, the United Kingdom, and the United States. Using data from a large-scale experimental survey, we explore how three key dimensions of global climate cooperation—costs and distribution, participation, and enforcement—affect individuals’ willingness to support these international efforts. We find that design features have significant effects on public support. Specifically, our results indicate that support is higher for global climate agreements that involve lower costs, distribute costs according to prominent fairness principles, encompass more countries, and include a small sanction if a country fails to meet its emissions reduction targets. In contrast to well-documented baseline differences in public support for climate mitigation efforts, opinion responds similarly to changes in climate policy design in all four countries. We also find that the effects of institutional design features can bring about decisive changes in the level of public support for a global climate agreement. Moreover, the results appear consistent with the view that the sensitivity of public support to design features reflects underlying norms of reciprocity and individuals’ beliefs about the potential effectiveness of specific agreements.

From executive boardrooms to national capitols, leaders are debating the relative merits of contending models and strategies for attracting, developing, and empowering innovation talent--the people who drive economic growth and value creation through innovation.
 
On June 28, 2013, the Silicon Valley Project of the Stanford Program on Regions of Innovation and Entrepreneurship (SPRIE) convened a circle of over 50 policymakers, executives and Stanford community members from 12 countries for an interactive roundtable on innovation talent at the Stanford Graduate School of Business.

The roundtable featured six sessions, giving participants the opportunity to explore various aspects of the topics, including learning about "Accelerating the Next Generation of Innovation Talent" from Cameron Teitelman, Founder and CEO of StartX, and Divya Nag, the Founder of StartX Med. Participants also learned about the role of neural structures and their implications for marketing, innovation, leadership and decision making from Baba Shiv, the Sanwa Bank, Limited Professor of Marketing at the Stanford Graduate School of Business.

The panelists and speakers included professors, senior executives, and representatives from the diplomatic missions of Israel and the United Kingdom. In a panel moderated by Greg McKeown, CEO of THIS Inc., Evan Wittenberg, Senior Vice President of People at Box, and Kyung H. Yoon, CEO of Talent Age Associates, spoke about their experiences effectively hiring and managing innovation talent. One participant at the roundtable reflected that "it was quite a remarkable group of speakers and I was able to grasp many important insights that could be applied."
