Why do neighbors fight? Why do the world’s ethnic and religious groups experience mutual hatred and suspicion? The Other Town (2011, 45 minutes, in Turkish & Greek with English subtitles) explores how the inhabitants in Dimitsana (Greece) and Birgi (Turkey) are caught in a web of stereotypes that impede bilateral relations between Turkey and Greece. Interviewing the inhabitants during the span of a year, directors Nefin Dinç and Hercules Millas illustrate the turbulent relations between the two countries exist not so much due to their contentious past, but also due to the influence of nationalist ideology on higher education system and everyday life.

Nefin Dinç is Associate Professor at State University of New York at Fredonia. She studied Economics at Ankara University. She holds a Masters degree in Media and Culture from Strathclyde University, Scotland as well as a MFA degree in Documentary Filmmaking from the University of North Texas. She has produced four documentaries on Turkey and its surrounding countries, specifically The Republic Train, Rebetiko: The Song of Two Cities, I Named Her Angel, and Violette Verdy: The Artist Teacher. She is also Director of Youth Filmmaking Project in Turkey, a project sponsored by the U.S. Department of State to teach young Turkish students how to make short films. Currently, she is working on a documentary film about this project.

International Scholars in Residence at the Humanities Center 2012-2013

Distinguished scholars from Egypt, New Zealand, South Africa, and Turkey have been chosen as joint Stanford Humanities Center/FSI international visitors.

The Stanford Humanities Center and the Freeman Spogli Institute for International Studies (FSI) are pleased to announce that four international scholars have been chosen to come to Stanford in 2012-13 as part of a jointly sponsored international program entering its fourth year. Nominated by Stanford departments and research centers, the international scholars will be on campus for four-week residencies. They will have offices at the Humanities Center and will be affiliated with their nominating unit, the Humanities Center, and FSI.

A major purpose of the residencies is to bring high-profile international scholars into the intellectual life of the university, targeting scholars whose research and writing engage with the missions of both the Humanities Center and FSI.

The following scholars have been selected for the upcoming academic year:

Maha Abdel-Rahman (April 2013) is a Lecturer in Development Studies at the University of Cambridge, and an Egyptian academic and activist. She holds a PhD from the Dutch Institute of Social Studies. While at Stanford, she will research the relationship between social movements and civil society in Egypt, and will give seminars based on her book project, On Protest Movements and Uprisings: Egypt’s Permanent Revolution. She was nominated by the Abbasi Program in Islamic Studies.

Mohamed Adhikari (May 2013) is an Associate Professor in the Historical Studies Department at the University of Cape Town, South Africa.

Mohamed Adhikari (May 2013) is an Associate Professor in the Historical Studies Department at the University of Cape Town, South Africa. He will explore the relationship between European settler colonialism and genocide in hunter-gatherer societies, and will bring to campus a comparative perspective on genocide, race, identity and language. His latest publication, The Anatomy of a South African Genocide: The Extermination of the Cape San Peoples (2010) was the first to deal with the topic of genocide in the South African context. He will also present from his edited book, Invariably Genocide?: When Hunter-gatherers and Commercial Stock Farmers Clash, due for publication in 2013. He was nominated by the Center for African Studies.

Nuray Mert (October 2012) is an Associate Professor of Political Science and International Relations at Istanbul University. She is a political observer and contributor to Turkey’s major newspapers (Milliyet and Hûrriyet Daily News), one of the few contemporary Turkish public intellectuals with an academic background and a journalist’s investigative mind. An outspoken critic on sensitive issues in the Turkish context such as rights of minorities (the Kurdish Question), freedom of religion and of press, she will lecture on the geopolitical implications of the Arab Spring for Turkey and the Middle East, and on Turkey’s accession to the European Union in light of the financial crisis of the Euro-zone. She was nominated by the Mediterranean Studies Forum.

Te Maire Tau (February 2013) is an Associate Professor of History at the University of Canterbury in New Zealand.
Te Maire Tau (February 2013) is an Associate Professor of History at the University of Canterbury in New Zealand. His work explores the role of myth in Maori culture, the resolution of boundaries between the Maori and the New Zealand government, and where tribal/indigenous knowledge systems fit within the wider philosophy of knowledge. During his residency, he will examine how Pacific peoples adapted western knowledge systems, not just with regard to western technology but in more theoretical areas such as the pre-Socratic philosophers and the 19th century scientists. He will also focus on the migration of traditions from the Tahitian-Marquesas Island group to the outer lying island of Polynesia (New Zealand, Hawaii). He was nominated by the Woods Institute for the Environment.

In addition to the jointly-sponsored program with FSI, the Humanities Center will also bring international visitors from France and India as part of the international programs at the Humanities Center.

Denis Lacorne (January 2013) is a prominent French public intellectual and Professor of Political Science at CERI (Centre d’Etudes et de Recherches Internationales) Sciences Po in Paris. Lacorne will give presentations on French and American notions of religious toleration, deriving from his latest book on US and French secularism which demonstrates that, despite some striking similarities between US secularism and French laïcité, the secularization of French society has followed a different path from that of American society. He was nominated by the French Culture Workshop, and the History Department.

Himanshu Prabha Ray (April 2013) is an historian of Ancient India at Jawaharlal Nehru University in New Delhi, where she works in the fields of ancient India and maritime archaeology. During her residency, she will discuss and finalize her current book project, Return of the Buddha:  Ancient symbols for modern India, as well as her research on the creation of a public discourse around Buddhism in the colonial and post-colonial period in India. The Buddha, in her account, is not statically located in history, but rather contested within settings of colonialism, post-colonialism and nation-building. She was nominated by the Classics Department, with the support of the Department of Religious Studies, the Center for South Asia, the Ho Center for Buddhist Studies, and the Archaeology Center.

Ever since December 1999, when Greece lifted its longstanding veto and Turkey became an EU candidate state, Greece and Turkey have attempted to overcome animosity and mistrust and resolve their perennial disputes. I argue that despite significant improvements at the level of economic, energy cooperation and minority rights, no breakthrough has been achieved on high-politics issues. The intractable Cyprus question has remained the biggest burden to any reconciliation attempt. Positive spillover of functional cooperation cannot by itself overcome the legacy of decades of acrimonious relations and accumulated disputes. Greece’s mounting economic and social crisis and Turkey’s new foreign policy activism can pose additional obstacles to the resolution of longstanding disputes, absent determined leadership on both sides. Only strong, visionary leadership on both sides can help overcome the pending stalemate.

Ioannis Grigoriadis is Assistant Professor of Political Science at Bilkent University (Ankara, Turkey) and Research Fellow at the Hellenic Foundation for European and Foreign Policy (ELIAMEP). He received his M.A. in International Affairs from the School of International & Public Affairs at Columbia University, and his Ph.D. in Politics from the School of Oriental & African Studies at the University of London. He specializes in European, Middle Eastern and comparative politics with a particular focus on energy politics, nationalism, and democratization. This lecture aims to situate the Greek War of Independence in the wider context of the clash between Tradition and Modernity in the European periphery. Focusing on the emergence of nationalism as a movement and an ideology, I explore the Greek War of Independence in terms of both its political dimensions and also its contribution to a much broader societal change. I argue that the Greek struggle for independence may be interpreted as a ‘Greek exit’ from tradition. In this respect, on the one hand, it constitutes an undoubtedly unique event of momentous importance per se, and yet, on the other hand, another instance of a prolonged and very intricate process of societal transformation.

Pantelis Lekkas is Associate Professor of Political Sociology at University of Athens. He received his B.A. in Sociology from Sussex University and his PhD from Cambridge University. His research interests include on Greek nationalism, the theories of nationalism, political and historical sociology, and classical and modern social theory. Among his publications are Marxon Classical Antiquity:Problems of Historical Methodology (1988), Nationalist Ideology: Five Working Hypotheses in Historical Sociology (1992), and Playing with Time: Nationalism and Modernity (2001).

 The Ottoman Empire started and ended in migration. While the movements of people that shaped the empire and its boundaries in the early part of its history were, to a large extent, voluntary, those that marked the end of the Ottoman Empire were compulsory. Multi-ethnic and multi-religious communities of the empire all around the empire were torn apart and almost the entire non-Muslim population of the empire were deported, killed, or marginalized as minorities. This presentation compares the early and later types of migration, explains the forces that brought the shift from the first to the second, and describes how these developments affected the status of  the Greek population of Anatolia
in the early decades of the 20th century.

Professor Kasaba will be signing copies of his book, A Moveable Empire: Ottoman Nomads, Migrants, and Refugees starting at 4:45pm.  This will be immediately be followed by his lecture at 5:15pm.

is Stanley D. Golub Professor of International Studies and Director of Jackson School of International Studies at the University of Washington. His research on the Ottoman Empire and Turkey has covered economic history, state-society relations, migration, ethnicity and nationalism, and urban history with a focus on Izmir. He has also published several books and articles that shed light on different aspects of the transformation of the Ottoman Empire and modern Turkey in the nineteenth and twentieth centuries.

Matthew Kroenig's argument for preventive military action to combat Tehran's nuclear program -- "Time to Attack Iran" (January/February 2012) -- suffers from three problems. First, its view of Iranian leaders' risk calculations is self-contradictory. Second, it misreads nuclear history. And third, it underestimates the United States' ability to contain a nuclear Iran. When these problems are addressed, it is clear that, contrary to what Kroenig contends, attacking Iran is not "the least bad option." 

Kroenig's view of the way Iranian leaders are willing to take on risks is deeply incongruous. In his view, a nuclear bomb will push Tehran to block U.S. initiatives in the Middle East, unleash conventional and terrorist aggression on U.S. forces and allies, and possibly engage in a nuclear exchange with Israel. This would mean Iranian leaders are reckless: given the United States' conventional and nuclear superiority, any of these actions would provoke considerable retaliation from Washington. And, of course, a nuclear exchange with Israel would invite annihilation. At the same time, Kroenig suggests that Tehran would remain remarkably timid after a preventive strike from the United States. Presented with clear redlines, Iran would not retaliate against U.S. troops and allies or attempt to close the Strait of Hormuz. Kroenig's inconsistency is clear: If Iranian leaders are as reckless as he seems to believe, a preventive strike would likely escalate to a full-blown war. If they are not, then there is no reason to think that a nuclear Iran would be uncontainable. In short, a preventive attack on Iran can hardly be both limited and necessary.

Kroenig's argument misreads nuclear history at least three times. First, he writes that a targeted preventive strike would likely wipe out the nuclear program in Iran, as strikes against Iraq in 1981 and Syria in 2007 did in those countries. These comparisons are misleading. Recent research based on captured Iraqi documents demonstrates that the 1981 Israeli attack on the Osirak reactor, near Baghdad, actually spurred a covert nuclear weapons program at other sites. Indeed, Iraqi President Saddam Hussein remained determined to revive his nuclear program until he was removed from power in 2003. What prevented him from achieving that goal was the decade-long U.S.-led containment regime put in place after the 1991 Gulf War. The Iraqi case suggests that any attacks that do not depose the Iranian regime, too, would cause it to accelerate its efforts to acquire nuclear weapons. Kroenig's prescription might therefore precipitate the very outcome he is trying to avoid. 

As for Syria, Damascus' nuclear program was just budding. The country boasted only one exploratory facility, which was shattered easily by a single aerial bombing carried out by Israel in September 2007 under the cloak of night. But Iran's nuclear program is much more advanced and is already of industrial proportions. Any attack on Tehran would involve destroying numerous nuclear-program and air-defense targets, making it far more costly and less likely to succeed than the Israeli raid against Syria's Deir ez-Zor reactor. More, Iran's advanced program reflects Tehran's greater resolve to develop nuclear capabilities, so, post-attack, Tehran would be ever more likely to double down on developing a weapon. Furthermore, although Kroenig hopes that a targeted strike would destabilize the Iranian regime, there is no basis for such optimism. Being a civilian, parliamentary, oil-rich theocracy, Iran is relatively stable. Put simply, a preventive strike against Iran can hardly be both limited and effective.

Kroenig misreads history again when he considers a nuclear exchange between Iran and Israel. In his view, they "lack nearly all the safeguards that helped the United States and the Soviet Union avoid a nuclear exchange during the Cold War." Yet the United States and the Soviet Union avoided a nuclear exchange even during the hottest crisis of the Cold War, the Cuban Missile Crisis, at a moment in which Soviet retaliatory capability was still uncertain, there were no clear direct communication channels between the two leaderships, and Soviet experience managing their nuclear arsenal was no longer than five years. Moreover, the historical record shows that even young and unstable nuclear powers have avoided nuclear escalation despite acute crises. Pakistan and India avoided nuclear war in Kargil in 1999, as well as after the terrorist attacks targeting the Indian parliament in 2001 and Mumbai in 2008. When national survival is at stake, even opaque and supposedly "irrational" regimes with nuclear weapons have historically behaved in prudent ways.

Kroenig's final abuse of history comes when he posits a cascade of nuclear proliferation across the Middle East in response to an Iranian bomb. He mentions Saudi Arabia, and implies that Egypt, Iraq, and Turkey might all follow suit. Yet none of these states, which can count on U.S. support against Iran, nuclearized in response to Israel's nuclearization (against which they cannot count on U.S. backing, mind you). And more generally, the United States has a successful record of preventing clients from acquiring nuclear weapons in response to a regional enemy, such as South Korea and Japan in response to North Korean nuclear acquisition. (Washington agreed with Pakistani nuclearization in response to India.) 

Taking the long view, Kroenig's argument reveals an unwarranted skepticism about Washington's ability to contain a nuclear Iran. This skepticism is all the more surprising considering Kroenig's work on the benefits of U.S. nuclear superiority. Existing U.S. security guarantees, based on current capabilities, give allies little incentive to nuclearize. Egypt and Saudi Arabia are among the largest recipients of U.S. military support, and Turkey is a member of NATO. Reinforcing U.S. ties with friends in the region would be easier, cheaper, and less risky than attacking the Iranian nuclear program. 

Instead, the United States should heed the lessons of the North Korean nuclearization. Not so long ago, Washington had to face an aggressive regime in Pyongyang intent on developing nuclear weapons. The United States rejected a preventive strike in 1994 for fear that the outcome would be worse than its target's nuclear acquisition. This was the right decision. After North Korea acquired nuclear weapons, none of the consequences that Kroenig's argument would predict materialized. U.S. security guarantees contained Pyongyang and persuaded South Korea and Japan not to acquire nuclear weapons. Nobody believes that the world is better off with a bomb in North Korea -- but the record shows that it hasn't brought the end of the world, either.

Military action against Iran would be a profound strategic miscalculation. For all the talk of retrenchment, the U.S. military might remains the most powerful in the world, and it can successfully minimize consequences of an Iranian bomb, should one come to pass, by containing Tehran's ambitions, dissuading regional proliferation, and providing security assurances to its allies.

One hundred years after the deportations and mass murder of Armenians, Greeks, Assyrians, and other peoples in the final years of the Ottoman Empire, the history of the Armenian genocide is a victim of historical distortion, state-sponsored falsification, and deep divisions between Armenians and Turks. Working together for the first time, Turkish, Armenian, and other scholars present here a compelling reconstruction of what happened and why.

This volume gathers the most up-to-date scholarship on Armenian genocide, looking at how the event has been written about in Western and Turkish historiographies; what was happening on the eve of the catastrophe; portraits of the perpetrators; detailed accounts of the massacres; how the event has been perceived in both local and international contexts, including World War I; and reflections on the broader implications of what happened then. The result is a comprehensive work that moves beyond nationalist master narratives and offers a more complete understanding of this tragic event.

Why in the last ten years an increasing number of ethnic Germans have converted to Islam in Salafi mosques or, after converting elsewhere, have chosen to attend these famously conservative houses of worship? Most scholars explain the spread of Salafism in Europe primarily as a social protest engaged in by second- and third-generation immigrant Muslims who feel marginalized from mainstream society. This article argues instead that Salafism can best be understood as a fundamentalist religious movement which satisfies individuals’ spiritual, psychological, and sociological needs. It is not so different from other fundamentalisms, particularly in the attraction it holds for converts. Among the most attractive aspects for newcomers is Salafism’s anti-culturalist and anti-traditionalist bent, which allows ethnic Germans to move past their racialized assumptions about Muslims and embrace Islam without necessarily embracing immigrant Muslims. Unlike the great majority of mosques in Germany, which function as ethnic and national community centers, Salafi mosques create unique settings where piety— rather than ethnicity— defines belonging.

Esra Özyürek, is Associate Professor of Anthropology at the University of California – San Diego. She received her Ph.D. from the University of Michigan. Her work focuses on how politics, religion, and social memory shape and transform each other in contemporary Turkey and Germany. Her earlier work, Nostalgia for the Modern: State Secularism and Everyday Politics in Turkey (Duke Univ. Press, 2006), focused on the transformation of state secularism as Turkey moved from from the top-down modernization project of the 1930s to market based modernization in the 1990s. Currently she is undertaking a comparative ethnographic study of conversion to religious minorities, namely converts to Islam in Germany and to Christianity in Turkey.
