CDDRL Director and political science Professor Michael A. McFaul gave the 2007 Class Day lecture on Saturday, June 16. More than 6,000 Stanford graduates, family members, faculty, and alumni attended the lecture.

Political science Professor Michael McFaul gave the Class Day lecture Saturday in Maples Pavilion.

If Stanford is indeed a bubble, political science Professor Michael McFaul deftly pointed out its radiant lining while simultaneously bursting it with a needle--in the form of sobering statistics and descriptions that paint a dour portrait of America's international standing--during his Class Day lecture on Saturday in Maples Pavilion.

Sponsored by the Stanford Alumni Association, the Class Day tradition gathers graduates and their families before a distinguished faculty member for a keynote address that is at once congratulatory and weighty. But McFaul, the Peter and Helen Bing Senior Fellow at the Hoover Institution, began by describing his humble roots as a boy from Montana.

"When I came to Stanford as a 17-year-old freshman, I was raw and not ready for prime time," McFaul admitted. "I had never lived anywhere but Montana. I hadn't even set foot in California, let alone a foreign country."

In 1986, McFaul said he emerged from the Farm a dramatically different person--holding a bachelor's degree in international relations and Slavic languages and literatures, as well as a master's in Russian and East European studies. He had lived in the Soviet Union, Nigeria and Poland; and today, McFaul is regarded as one of the top scholars in terms of bringing together the theory and practice of democracy.

"I came here wanting to practice law and left here wanting to practice diplomacy," said McFaul, who in 2005 was appointed director of the Center for Democracy, Development and the Rule of Law at the Freeman Spogli Institute for International Studies. "So, my time in the bubble changed me."

Then McFaul brought out the needle. He noted that, just as this year's graduates were first arriving on the Farm, President George W. Bush was outlining his "freedom agenda," a plan to transform the world. McFaul said the plan outlined Bush's strategy for promoting democracy around the world as a way of keeping Americans safe.

But so far, McFaul lamented, few of the plan's goals have been realized. "It hasn't been pretty out there," McFaul said. "While you have been living inside the bubble, a lot has been happening--much of it bad--outside of the bubble."

McFaul then reminded graduates of positive developments, such as the Rose Revolution in Georgia in 2003 and the Orange Revolution in Ukraine in 2004. And, no one, he added, misses the Taliban regime in Afghanistan or Saddam Hussein in Iraq.

"But overall, trends are disappointing," McFaul said. "In Afghanistan, democracy is barely holding on. In Iraq and Palestine, there's civil war."

Between 2003, when the departing undergraduates in the audience arrived as freshmen, and today, more than 3,000 American soldiers, roughly 60,000 Iraqis and more than 200,000 people in Darfur have died, McFaul said. He added that the number of al-Qaida's followers also has grown during the four years that the Class of 2007 was in "the bubble."

And yet, the graduates might have left Maples completely deflated were it not for the main message of McFaul's lecture, which was one of renewal. When he graduated from Stanford in 1986, McFaul gave a graduation speech at the ceremony for international relations majors in which he lamented the failing arms control treaty between the Soviet Union and the United States. He also expressed dismay that South Africa's apartheid regime had just declared emergency rule and that Washington seemed too confrontational or too indifferent to address either.

"However, after each of these periods, the United States had found a way to renew itself and become again a force for freedom and justice around the world," McFaul said. "So, my understanding of history gives me confidence in our capacity for renewal. But so does my sense of the future that comes from teaching here at Stanford University."

McFaul said he has taught enough of this year's graduates to know that they have the smarts, the drive and the convictions to turn things around--young men and women from throughout the United States but also from nations such as Afghanistan, Brazil, Egypt, India, Indonesia and Nigeria.

"Someone sitting here right now will someday open the first U.S. Embassy in a democratic Iran," McFaul said. "Someone sitting here right now will inspire a third grader in the South Bronx to become the first kid in his neighborhood to win a Nobel Prize in physics."

But in the effort to renew the world, McFaul also told the graduates they should not forget to renew themselves. He urged them not to describe whatever occupation they take up simply as a job title, but as an action verb; to occasionally welcome idle time to refocus their energies; to embrace uncertainty; and to continue to learn and stay connected to Stanford.

McFaul's parting message echoed the welcome address by Howard Wolf, '80, vice president for alumni affairs and president of the Stanford Alumni Association. "Alumni are the only permanent stakeholders" of the university, Wolf said. "Get involved, stay connected."

Michael A. McFaul - In visiting Poland last month, President Bush took the time to go to Auschwitz and tour one of the most ghastly assaults to humanity in the history of mankind. After finishing his tour, he remarked: ''And this site is also a strong reminder that the civilized world must never forget what took place on this site. May God bless the victims and the families of the victims, and may we always remember.''

The row over U.S. intentions to deploy elements of its missile defense system in Poland and the Czech Republic has the potential of bringing U.S.-Russian relations--not to mention bilateral arms control--to a new low. Russia has disapproved of the scheme ever since the United States first went public with the system about two years ago. But despite sounding angry, Russia remained calm, arguing that it already possessed the technology to deal with the interceptors the United States planned to place in Eastern Europe.

Recently, however, Moscow decided to up the ante. Clearly inspired by the assertive and rather confrontational presentation given by President Vladimir Putin at a conference in Munich on February 10, Russian generals started painting a picture of a much harsher response to the possible deployment.

In 2006, under the auspices of the Program on Democracy, CDDRL initiated a project called "Waves and Troughs of Post Communist Reform." The project is led jointly by Michael McFaul and Kathryn Stoner-Weiss. The idea is to look over a fifteen plus year span at the ups and downs of post-communist democratic development since 1989. Why have some countries transited relatively smoothly to consolidated democracy (like Poland, for example), while others, like Belarus languish in authoritarianism? Why did some countries in the region experience a second wave of democratic reform beginning in Serbia in 2000, Georgia in 2003 and Ukraine in 2004, while others, like Russia suffered notable slips back from democracy toward autocracy by 2005?

McFaul and Stoner-Weiss assembled a group of scholars to compare country experiences in the former communist world, but more specifically to compare the interplay of two factors that have been downplayed so far in the political science work done on democratic transitions: the power of mass mobilization, and the influence of international actors on democratic transitions.

The project hopes to contribute a greater understanding to what makes democratic

transitions stick, and why some democracies fail to consolidate, by examining in greater

detail these previously overlooked variables in comparison to others like level of economic development, for example. In this way, the project should help further a more general and complete understanding of democratic transition worldwide.

Participants in the project include scholars and policy makers from North America and

Europe, as well as from Eastern Europe and the former Soviet Union.

Michael McFaul is Director at the Freeman Spogli Institute for International Studies, the Ken Olivier and Angela Nomellini Professor of International Studies in the Department of Political Science, and the Peter and Helen Bing Senior Fellow at the Hoover Institution. He joined the Stanford faculty in 1995. Dr. McFaul also is as an International Affairs Analyst for NBC News and a columnist for The Washington Post. He served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council at the White House (2009-2012), and then as U.S. Ambassador to the Russian Federation (2012-2014).

He has authored several books, most recently the New York Times bestseller From Cold War to Hot Peace: An American Ambassador in Putin’s Russia. Earlier books include Advancing Democracy Abroad: Why We Should, How We Can; Transitions To Democracy: A Comparative Perspective (eds. with Kathryn Stoner); Power and Purpose: American Policy toward Russia after the Cold War (with James Goldgeier); and Russia’s Unfinished Revolution: Political Change from Gorbachev to Putin. He is currently writing a book called Autocrats versus Democrats: Lessons from the Cold War for Competing with China and Russia Today.

He teaches courses on great power relations, democratization, comparative foreign policy decision-making, and revolutions.

Dr. McFaul was born and raised in Montana. He received his B.A. in International Relations and Slavic Languages and his M.A. in Soviet and East European Studies from Stanford University in 1986. As a Rhodes Scholar, he completed his D. Phil. In International Relations at Oxford University in 1991. His DPhil thesis was Southern African Liberation and Great Power Intervention: Towards a Theory of Revolution in an International Context.

Kathryn Stoner is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law (CDDRL), and a Senior Fellow at CDDRL and the Center on International Security and Cooperation at FSI. From 2017 to 2021, she served as FSI's Deputy Director. She is Professor of Political Science (by courtesy) at Stanford and she teaches in the Department of Political Science, and in the Program on International Relations, as well as in the Ford Dorsey Master's in International Policy Program. She is also a Senior Fellow (by courtesy) at the Hoover Institution.

Prior to coming to Stanford in 2004, she was on the faculty at Princeton University for nine years, jointly appointed to the Department of Politics and the Princeton School for International and Public Affairs (formerly the Woodrow Wilson School). At Princeton she received the Ralph O. Glendinning Preceptorship awarded to outstanding junior faculty. She also served as a Visiting Associate Professor of Political Science at Columbia University, and an Assistant Professor of Political Science at McGill University. She has held fellowships at Harvard University as well as the Woodrow Wilson Center in Washington, DC. 

In addition to many articles and book chapters on contemporary Russia, she is the author or co-editor of six books: "Transitions to Democracy: A Comparative Perspective," written and edited with Michael A. McFaul (Johns Hopkins 2013);  "Autocracy and Democracy in the Post-Communist World," co-edited with Valerie Bunce and Michael A. McFaul (Cambridge, 2010);  "Resisting the State: Reform and Retrenchment in Post-Soviet Russia" (Cambridge, 2006); "After the Collapse of Communism: Comparative Lessons of Transitions" (Cambridge, 2004), coedited with Michael McFaul; and "Local Heroes: The Political Economy of Russian Regional" Governance (Princeton, 1997); and "Russia Resurrected: Its Power and Purpose in a New Global Order" (Oxford University Press, 2021).

She received a BA (1988) and MA (1989) in Political Science from the University of Toronto, and a PhD in Government from Harvard University (1995). In 2016 she was awarded an honorary doctorate from Iliad State University, Tbilisi, Republic of Georgia.

One of the decade's biggest events in Europe is happening at the end of October - the Ukrainian presidential election. The process by which the next leader of Ukraine is decided will determine that country's future orientation for years to come.

If the current government in Ukraine allows for relatively free and fair elections as the process for selecting the president, then Ukraine will be able to maintain the prospect of consolidating democracy and integrating fully into European institutions. If, however, Ukrainian President Leonid Kuchma does not allow the people to decide who will replace him, and instead wields the power of the state to undermine the democratic process, then Ukraine will have little chance to consolidate democracy, and no chance of further integrating into Europe. Instead of becoming the next Poland, that is a rising power in the heart of Europe, Ukraine will become yet another post-Soviet autocracy, following Russian dictates with no chance at all of joining the Western community of democratic states.

As part of PESD's ongoing research on power sector reform, the program has focused on the special role of independent power projects (IPPs). Many countries institute reform with the goal of attracting private (usually foreign) investors in new generating capacity. IPPs, rather than across-the-board reform, are usually the mechanism employed; yet the IPP market has been highly volatile in the last decade and has evaporated in most countries in recent years.

Private investment in electricity generation in developing countries grew dramatically during the 1990s, only to decline equally dramatically in the wake of the Asian financial crisis and other troubles in the late 1990s. The Program on Energy and Sustainable Development at Stanford University has undertaken a detailed review of the IPP experience in developing countries. The study has sought to identify the principal factors that explain the wide variation in outcomes for IPP investors and hosts. It also aims to identify lessons for the next wave in private investment in electricity generation.

This article presents the conclusions and analysis of the study of the experience of investment in greenfield IPPs in developing countries. The term "independent power producer" has been used to refer to several types of enterprises, but for this paper, "IPP" refers to a privately developed power plant that sells electricity to a public electricity grid, often under long term contract with a state utility. For this study and report, the lead actors in every IPP are private investors usually foreign, but often with local partners. The classic foreign-sponsored, project-financed IPP has taken root in more than fifty emerging countries that display wide variation in economic, political and social environments. The wide variation in settings for IPPs affords a special opportunity for researchers to probe systematically the critical factors that contribute to outcomes for host countries and for investors.

By most estimates, global consumption of natural gas - a cleaner-burning alternative to coal and oil - will double by 2030. However, in North America, Europe, China, and South and East Asia, which are the areas of highest-expected demand, the projected consumption of gas is expected to far outstrip indigenous supplies. Delivering gas from the world's major reserves to the future demand centres will require a major expansion of inter-regional, cross-border gas transport infrastructures. This book investigates the implications of this shift, utilizing historical case studies as well as advanced economic modeling to examine the interplay between economic and political factors in the development of natural gas resources. The contributors aim to shed light on the political challenges which may accompany a shift to a gas-fed world.

Anders Åslund joined the Institute for International Economics in 2006. He has served previously as the director of the Russian and Eurasian Program at the Carnegie Endowment for International Peace since 2003 and as codirector of the Carnegie Moscow Center's project on Economies of the Post-Soviet States. He joined the Carnegie Endowment as a senior associate in October 1994. He is also an adjunct professor at Georgetown University. His work examines the transformation of formerly socialist economies to market-based economies. While the central areas of his studies are Russia and Ukraine, he also focuses on the broader implications of economic transition.

Åslund has served as an economic adviser to the governments of Russia and Ukraine and to President Askar Akaev of Kyrgyzstan. He was a professor at the Stockholm School of Economics and director of the Stockholm Institute of East European Economics. He has worked as a Swedish diplomat in Kuwait, Poland, Geneva, and Moscow. He is a member of the Russian Academy of Natural Sciences and an honorary professor of the Kyrgyz National University. He is co-chairman of the Economics Education and Research Consortium and chairman of the Advisory Council of the Center for Social and Economic Research (CASE), Warsaw.

He is the author of Building Capitalism: The Transformation of the Former Soviet Bloc (Cambridge University Press, 2001), How Russia Became a Market Economy (Brookings, 1995), Gorbachev's Struggle for Economic Reform, 2d ed. (Cornell University Press, 1991), and Private Enterprise in Eastern Europe: The Non-Agricultural Private Sector in Poland and the GDR, 1945-83 (Macmillan, 1985) and editor or coeditor of several books, including with CDDRL Director, Michael McFaul, Revolution in Orange: The Origins of Ukraine's Democratic Breakthrough (Carnegie Endowment for International Peace, 2006).
