Gender and Off-farm Employment: Evidence from Rural China
Abstract: The goal of the present paper is to examine how the expansion of the economy from 2000 has affected rural off-farm labor market participation. Specifically, we seek to determine whether off-farm labor increased after 2000, what forms of employment are driving trends in off-farm labor and whether gender differences can be observed in off farm employment trends. Using a nationally representative dataset that consist of two waves of surveys conducted in 2000 and 2008 in six provinces, this paper finds that off farm labor market participation continued to rise steadily in the early 2000s. However, there is a clear difference in the trends associated with occupational choice before and after 2000. In addition, we find that rural off-farm employment trends are different for men and women. Our analysis also shows that the rise of wage-earning employment corresponds with an increasing unskilled wage for both men and women.
From Brain Drain to Brain Circulation and Linkage
The development community has increased its focus on higher education over the past two decades, recognizing that education can contribute to building up a country’s capacity for participation in an increasingly knowledge-based world economy and accelerate economic growth. The value added by higher education to economies—job creation, innovation, enhanced entrepreneurship, and research, a core higher education activity—has been highlighted by an important body of literature.
Yet experts remain concerned that investing in higher education in less-developed countries may lead to a “brain drain”--highly educated students and professionals permanently leaving their home countries. In the 2016 Kauffman report on international science, technology, engineering, and math (STEM) students in the United States, for instance, 48 percent among a randomly sampled survey of 2,322 foreign doctoral students in the United States wished to stay there after graduation, with only 12 percent wanting to leave and 40.5 percent being undecided. In fact, high percentages of foreign students in the United States with doctorates in science and engineering continue to stay in the United States, creating a brain drain problem for the sending countries.
Because students tend to move from developing to developed countries to study, brain drain is more problematic for developing countries. In addition, given accelerated talent flows around the world and the increasing integration of less-developed countries into global value chains, the negative impact of brain drain could be further amplified. As demonstrated by the studies reviewed in this paper, the migration of high-skilled professionals from developing countries may indeed create brain drain for them, but at the same time can significantly enhance the social and economic development of their home countries, regardless of whether or not they decide to return home, thus complicating what used to be seen as a straightforward case of brain drain.
From Brain Drain to Brain Circulation and Linkage examines how brain drain can contribute to development for the sending countries through brain circulation and linkage. It provides an overview of the conceptual framework to map out high-skilled labor flows, identifies empirical cases and policies in Asia that demonstrate high-skilled migrant professionals actually make significant contributions to their home countries (beyond monetary remittances), summarizes key social and economic enabling factors that are important in attracting and motivating migrant high-skilled professionals to return or engage with their home countries, and concludes with policy implications and suggestions for further research based on these findings.
Return Migrants as Skilled Labor: The Case of Transnational Korean New Zealander Returnees
Transferring knowledge and skills through skilled labor has become a critical topic in contemporary migration studies. Countries that are traditionally non-immigrant destinations often turn to their diaspora communities to increase the chances of return flows and knowledge transfer. It has been almost twenty years since South Korea enacted the ‘Overseas Korean Act’ in 1999, which attracted a large number of overseas Koreans back to its shore. Yet there has been very little discussion over the policy implications and what particular ‘skills’ or contributions the returnees have brought to Korean society.
In this seminar, Jane Yeonjae Lee describes some of the research findings from her forthcoming book Quest for home: Transnational return migration of 1.5 generation Korean New Zealanders (Lexington Press, 2018). This book project, which has been based on a life-history and transnational ethnographic research with 49 Korean return migrants, partly investigates the implications for global knowledge transfer through skilled mobilities. Lee will discuss a number of different pathways of returnees’ particular influences on Korean society, and how their certain knowledge and skills can be transferred, hindered, or mutated.
Jane Yeonjae Lee
Jane Lee joins the Walter H. Shorenstein Asia-Pacific Research Center as a Visiting Scholar during the 2017-18 academic year. Prior to joining Shorenstein APARC, she was a Postdoctoral Research Fellow at Northeastern University working in a global comparative project on exploring sustainable mobilities policies.
Jane is an interdisciplinary qualitative researcher and her research revolves around transnationalism and migration, skilled mobilities, and social policies. In particular, she is interested in understanding the mobile (and marginalized) experiences of migratory groups, and how the particular mobilities of people and ideas may affect the places that are involved. Her work has been featured in academic journals such as Health and Place, and New Zealand Geographer. She has also contributed to key texts in the field of Geography including Elgar Handbook on Medical Tourism and Patient Mobility, Researching the Lifecourse: Critical reflections from the social sciences, and Contemporary Ethnic Geographies in America. During her time at Shorenstein APARC, Jane will participate as a paper author in the Koret Workshop and other center activities.
Jane holds a PhD and BA(Hons) in Geography from the University of Auckland. She also currently serves as an Honorary Research Associate at the University of Auckland.

Secretary Norman Y. Mineta is a person of many firsts. He was the first Asian-American mayor of a major city, San Jose, California; the first Japanese American from the mainland to be elected to Congress; and the first Asian American to serve in a presidential cabinet. Mineta served as President Bill Clinton’s Secretary of Commerce and President George W. Bush’s Secretary of Transportation. SPICE is honored to be collaborating with Mineta and Bridge Media, Inc., on making Mineta’s legacy more broadly known at the secondary and collegiate levels through the Mineta Legacy Project (MLP). The MLP will include a documentary and educational curriculum that are being developed with Mineta’s full involvement.
The documentary, titled An American Story: Norman Mineta and His Legacy, “delves into Mineta’s life, public service career, and unabashed love for his country… this, in spite of the fact that in 1942 his country betrayed him,” note producers Dianne Fukami and Debra Nakatomi.
Presidents Clinton and Bush were recently interviewed for the documentary and educational curriculum. “[Mineta’s] family was in a Japanese internment camp in World War II, and it could have made him bitter, angry,” commented President Clinton, “but instead he used that…to deepen his own commitment; to make sure that people weren’t discriminated against or held back or held down. In that sense, he represents the very best of America.”
This quote will be one of many presented to students in the educational curriculum, which pivots around the essential question, “What does it mean to be an American?” When asked this question, President Bush referred not only to key values such as freedom of speech and freedom of religion, but also to a sense of decency in the public square and to the nation’s communities of compassion. “It means that we care about each other. One of the real strengths of America [are] what I would call the ‘armies of compassion’…people in their communities who set up programs to feed the hungry or find shelter for the homeless, without the government telling them what to do.” He also referred to the United States’ long history of immigration, and said that being an American means recognizing that “although, on the one hand, we ought to enforce our laws, [on the other hand] we ought to welcome immigrants in a legal fashion, because immigrants reinvigorate our soul.”
Beyond Mineta’s groundbreaking achievements, Mineta epitomizes the dreams and aspirations of youth. He is the son of immigrants and his family was forcibly removed from his home to spend years in an internment camp for Japanese Americans during World War II. And yet, he remains a patriot, has led with integrity to achieve a long and distinguished career as a public servant, and continues to champion the underserved and mentor students.
The educational curriculum is being developed by Rylan Sekiguchi of SPICE in consultation with Fukami and Nakatomi and is targeted to high school and college educators and students. The curriculum will be offered free on the MLP and SPICE websites and is being developed in coordination with the documentary. The standards-aligned lesson plans will highlight six key themes connected to the life of Secretary Mineta—immigration, civil liberties & equity, civic engagement, justice & reconciliation, leadership & decision-making, and U.S.–Japan relations—and ask students to examine them in both historical and current-day contexts. Mineta himself has underscored the enduring relevance of these themes in U.S. society, for example drawing parallels between the Japanese-American experience following the Pearl Harbor attack in 1941 and the Arab-American and Muslim-American experience following 9/11. As our country debates contentious topics such as deportations, immigration bans and restrictions, surveillance, and registries, the lessons learned from Mineta’s life can help us.

Protecting unauthorized immigrant mothers improves their children’s mental health
The United States is embroiled in a debate about whether to protect or deport its estimated 11 million unauthorized immigrants, but the fact that these immigrants are also parents to more than 4 million U.S.-born children is often overlooked. We provide causal evidence of the impact of parents’ unauthorized immigration status on the health of their U.S. citizen children. The Deferred Action for Childhood Arrivals (DACA) program granted temporary protection from deportation to more than 780,000 unauthorized immigrants. We used Medicaid claims data from Oregon and exploited the quasi-random assignment of DACA eligibility among mothers with birthdates close to the DACA age qualification cutoff. Mothers’ DACA eligibility significantly decreased adjustment and anxiety disorder diagnoses among their children. Parents’ unauthorized status is thus a substantial barrier to normal child development and perpetuates health inequalities through the intergenerational transmission of disadvantage.

Sarah Cormack-Patton is an Honorary Research Fellow at the University of Aberdeen. She is a political scientist whose research examines the politics of globalization, and particularly international migration, in the European Union and the United States. Sarah is interested in the economic and social effects of the cross-border movement of people, goods, and capital; the political coalitions that form over the cross-border movement of people, goods, and capital; the conditions under which states permit or limit the entry or exit of goods, capital, and people; and the efficacy of state policies designed to effect the entry or exit of goods, capital, and people. Her current research projects examine the ways in which varying bundles of migrant rights affect immigration policy preferences, the political coalitions that form over immigration policy, and the types of immigration policies enacted. Sarah earned her Ph.D. in Political Science from the University of Pittsburgh in 2015 and was a Postdoctoral Scholar at Stanford University from September 2015 to September 2017.

The Wrong Way to Stop Terrorism
On January 27, true to his campaign promise to suspend Muslim immigration, U.S. President Donald Trump signed an executive order restricting all immigration from Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen, and indefinitely barring Syrian refugees from entering the United States. By doing so, the Trump administration has taken a definite stance on what it holds as the threat posed by immigrants and refugees to U.S. security. As we argued in April 2016, however, democracies like the United States “are not opening their doors to terrorism when they let in Muslim immigrants.”
