Scientific evidence documents an ongoing mass extinction of species, caused by human activity. Allocating conservation resources is difficult due to scarce evidence on the damages from losing specific species. This paper studies the collapse of vultures in India, triggered by the expiry of a patent on a painkiller. Our results suggest the functional extinction of vultures --- efficient scavengers who removed carcasses from the environment --- increased human mortality by over 4% because of a large negative shock to sanitation. These effects are comparable to estimates of heat deaths from climate change. We quantify damages at $69.4 billion per-year.

Eyal Frank is an Assistant Professor at the Harris School of Public Policy and the Energy Policy Institute (EPIC) at the University of Chicago. He works at the intersection of economics and conservation, addressing three broad questions: (i) how do natural inputs, namely animals, contribute to different production functions of interest, (ii) how do market dynamics reduce natural habitats and lead to declining wildlife population levels, and (iii) what are the costs, indirect ones in particular, of conservation policies. To overcome causal inference challenges—as manipulating ecosystems and species at large scales is often infeasible—his work draws on natural experiments from ecology and policy, and uses econometric techniques to advance our understanding regarding the social cost of biodiversity losses.

A Signal to End Child Marriage: Theory and Experimental Evidence from Bangladesh withErica Field

Child marriage remains common even where female schooling and employment opportunities have grown. We experimentally evaluate a financial incentive to delay marriage alongside a girls’ empowerment program in Bangladesh. While girls eligible for two years of incentive are 19% less likely to marry underage, the empowerment program failed to decrease adolescent marriage. We show that these results are consistent with a signaling model in which bride type is imperfectly observed but preferred bride types (socially conservative girls) have lower returns to delaying marriage. Consistent with our theoretical prediction, we observe substantial spillovers of the incentive on untreated non-preferred types.

Erica Field

Erica Field is a Professor of Economics and Global Health at Duke University specializing in the fields of Development Economics, Health Economics and Economic Demography. Professor Field’s work examines the microeconomics of household poverty and health in developing countries, with an emphasis on the study of gender and development. She has written papers on several topics in development in many different parts of the world, including microfinance contract design and social networks in India, marriage markets in Bangladesh, micronutrient deficiencies in Tanzania, health insurance for the poor in Nicaragua, household bargaining over fertility in Zambia.  Her work has been published in several leading peer-reviewed journals, including the Quarterly Journal of Economics, Journal of Political Economy and the American Economic Journal. Professor Field received her Ph.D. from Princeton University in 2003. Prior to joining the Economics Department at Duke, she was a John L. Loeb Associate Professor of Economics at Harvard University.

The third installment in a special event series on the occasion of Shorenstein APARC's 40th Anniversary, "Asia in 2030, APARC@40"

Hosted by APARC's Asia Health Policy Program

The Asia Health Policy Program (AHPP) aims to help empower health systems and policymakers in the Asia-Pacific region to improve their proactive, evidence-based responses to population health problems. This webinar brings together former postdoctoral fellows and visiting scholars from the program to explore their contributions to guiding healthcare providers and policy audiences toward a better understanding of health and demographic issues and the delivery of disease management and other health services. In celebrating the 40th anniversary of the Shorenstein Asia-Pacific Research Center, these scholars and practitioners will also share their reflections on how the center and the program have shaped their research and professional careers.

Brian Chen

Brian Chen, JD, PhD. Dr. Chen is an associate professor at the Arnold School of Public Health, University of South Carolina. He brings with him a global perspective on health and well-being, having lived and worked in health-related industries in Taiwan, Japan, and France. Using the tools of economic analysis, his research focuses on the organization and delivery of health care as well as the social determinants of health in Asia and the United States. A particular focus of his work is on the impact of laws and economic incentives on healthcare treatment decisions. His doctoral dissertation, published in the Journal of Public Economics, explored how Taiwan’s separating policy that mandated the separation of diagnosing from drug dispending affected physician prescribing behavior, and whether such changes had an impact on observable health outcomes.

Dr. Chen continues to work on economics- and health law-related research, investigating the impact of opioid regulations on prescribing behavior and subsequent health consequences. His new project aims to understand how the introduction of a novel class of therapeutics may have affected the undertreatment of osteoporosis, an important question in aging societies in Asia, the United States, and around the world.

Dr. Chen received his BA summa cum laude in Linguistics with Computer Science from Harvard College (1992), JD from Stanford Law School (1997), and his PhD in Business Administration from the University of California at Berkeley (2009). He was a postdoctoral fellow at the Walter H. Shorenstein Asia-Pacific Research Center at Stanford from 2009 to 2011.

Wasin Laohavinij

Wasin Laohavinij, MD. Wasin Laohavinij is a medical doctor with an interest in quality improvement and program evaluation. He was a visiting scholar at the Asia Health Policy Program, Walter H. Shorenstein Asia Pacific Research Center, Stanford University in the United States in the Autumn of 2019.

Currently, He is a preventive medicine physician concentrating on non-communicable diseases and serves as a Chief of Data Management and Cost Evaluating Center, at King Chulalongkorn Memorial Hospital, Thailand. His work focuses on reducing healthcare costs while maintaining the quality-of-care patients receive. Furthermore, he is also interested in evaluating the efficacy and cost-effectiveness of health interventions.

Phyu Phyu Thin Zaw

Phyu Phyu Thin Zaw, MBBS, MPP, PhD. Phyu Phyu Thin Zaw, who is a Burmese national, is a medical doctor, epidemiologist, and health systems researcher currently working as a Lecturer in the School of Public Health at the Li Ka Shing Faculty of Medicine, University of Hong Kong. She is also a member of the Steering Committee of the Science in Exile initiative, which brings together at-risk, displaced, and refugee scientists along with like-minded organizations who work together to strengthen systems that support, protect and integrate such affected scientists.

Phyu Phyu’s research interests are equity, health and education policies, Southeast Asia health systems and policies, sexual and reproductive health, gender equality, poverty eradication, and human rights issues. Thin Zaw is also a public health and policy consultant giving technical advice to think tanks and non-governmental organizations.

Margaret Triyana, PhD. Dr Triyana is a Senior Economist at the World Bank's Office of the Chief Economist, South Asia Region. Her main research area examines human capital formation over the life cycle, with an emphasis on how policies and environmental factors affect different dimensions of human capital in low and middle-income countries. She also examines the distributional impacts of both environmental risks and policies.

Siyan Yi, MD, MHSc, PhD. Dr. Yi is a medical doctor and an infectious disease epidemiologist by training. He received his PhD from the School of International Health of the University of Tokyo in Japan in 2010. He was a postdoctoral fellow at the Asia Health Policy Program, Walter H. Shorenstein Asia Pacific Research Center, Stanford University from 2011-2012. He is an Assistant Professor and Director of the Integrated Research Program at Saw Swee Hock School of Public Health, National University of Singapore. He also serves as Director of KHANA Center for Population Health Research in Cambodia and Adjunct Associate Professor at Touro University California, the United States. His implementation research program focuses on developing and evaluating community-based innovative interventions for improving access to prevention, treatment, and care services for HIV/AIDS, tuberculosis, sexual and reproductive health, and maternal and child health among vulnerable and marginalized populations in Southeast Asia.

Depression is the most common mental disorder and is more prevalent among people who live in poverty. Emerging economic literature studies the ways that depression may affect economic decision-making and contribute to intergenerational poverty. Dr. Bennett will describe recent developments in the literature and discuss his recent study of the socioeconomic impacts of depression treatment among underpriviledged adults in Karnataka, India.

Daniel Bennett is an economist at the Center for Economic and Social Research and the Department of Economics at the University of Southern California. He studies economic development and global health in Africa and South Asia. Recent work examines the relationship between poverty and poor mental health, as well as the indirect consequences of the HIV/AIDS epidemic in Sub-Saharan Africa. Other work considers sanitation and hygiene behavior and the organization of pharmaceutical markets. Dr. Bennett collects primary data and uses both experimental and quasi-experimental methods. He received his Ph.D. in 2008 from Brown University.

The Walter H. Shorenstein Asia-Pacific Research Center (APARC) at Stanford University and the Ban Ki-moon Foundation For a Better Future announced today the launch of an annual Trans-Pacific Sustainability Dialogue in Asia to accelerate progress on achieving the United Nations-adopted 2030 Agenda for Sustainable Development. The joint project will spur new research and policy partnerships between experts from the United States and Asia to expedite the implementation of the Agenda’s underlying 17 Sustainable Development Goals (SDGs) by governments and non-state actors. The two-day inaugural Dialogue will be held in Seoul, Republic of Korea, on October 27 and 28, 2022, and will be free and open to the public.

The Dialogue’s co-organizers include the Natural Capital Project (NatCap) of Stanford University, the Ministry of Foreign Affairs of the Republic of Korea, Korea Environmental Industry and Technology Institute (KEITI), Korea Environment Corporation (K-eco), and Korea Water Resources Corporation (K-water). 

The first day will take place at The Plaza Seoul and will be co-hosted by the Korea Environment Institute. It will include a series of public sessions headlined by Ban Ki-moon, the eighth secretary-general of the UN, who will join a lineup of world leaders including Kevin Rudd, former prime minister of Australia and chief executive officer and president of the Asia Society; Iván Duque, former president of the Republic of Colombia; and Gombojav Zandanshatar, chairman of the State Great Hural (Parliament) of Mongolia.

“This Dialogue is very timely and relevant as the climate crisis is deepening in the aftermath of the Russian invasion of Ukraine and the Sustainable Development Goals are becoming more difficult to achieve in the midst of the Coronavirus pandemic,” says Mr. Ban Ki-moon. “Asia-Pacific countries should be more aggressive in the fight against climate change and more audacious in the role they play toward achieving the SDGs,” he noted.

In this spirit, expert discussions on the second day will bring together social science researchers and scientists from across the Asia-Pacific region, alongside policymakers and practitioners, to share local and global nature-positive solutions and new pathways of meaningful SDG acceleration actions. Co-hosted by and held at Ewha Womans University, the panel discussions will explore the making of livable, sustainable cities, such as Busan Metropolitan City, and the threats to them by climate change, disasters, and human security issues. To achieve systems transformation and sustainable development, discussions will turn to the need to value and invest in nature.

“Climate and sustainability solutions span disciplines and sectors and require collaboration with partners worldwide,” says Gi-Wook Shin, the William J. Perry Professor of Contemporary Korea at Stanford and director of APARC. “The launch of the Stanford Doerr School of Sustainability marks an opportune moment to scale up SDGs implementation by leveraging knowledge and expertise from across Stanford and the Asia-Pacific and engaging the next generation of scholars and experts,” Shin adds. “We are honored to join in this effort with Mr. Ban and his team, with whom APARC has an established relationship.”

Highlighting the role of youth in achieving the SDGs, the Dialogue includes student panels that feature young leaders from Stanford University, Ewha Womans University, Osaka University, and De La Salle University, among other Asian universities. Students’ research, applied work, and entrepreneurial endeavors across the region showcase innovations and transformations in green financing and sustainable investments, gender mainstreaming and climate governance, development cooperation for sustainable governance, and scaling environmental solutions through a business and social justice lens.

The Seoul Trans-Pacific Sustainability Dialogue is the inaugural event in APARC and the Ban Ki-moon Foundation’s joint effort to stimulate ambitious action to deliver the 2030 Agenda and SDGs. The annual Dialogue may rotate among different host cities in Asia to address different themes selected from the SDGs framework spearheaded by Mr. Ban Ki-moon during his term as the UN Secretary-General.

This session will focus on two of the most promising innovations coming out of Japan, biofuel and hydrogen energy, and assess their promises and challenges, highlighting technological, regulatory, and business aspects of developing new technologies. Where do these technologies fit in the energy portfolio that would address the issues of climate change and what can Japan and the United States do to collaboratively solve the key problems in advancing these technologies further? Three leading experts in the field will discuss these questions that would shape the future of climate change.

Eiji Ohira is the Director General of the New Energy and Industrial Technology Development Organization (NEDO)’s Fuel Cell and Hydrogen Technology Office In this capacity, he is responsible for the overall strategy, execution and coordination of NEDO’s research, development and demonstration project on fuel cell and hydrogen.

He has also coordinated fuel cell and hydrogen activities with international stakeholders, through International Energy Agency’s Technology Collaboration Program (IEA TCP: Advanced Fuel Cell & Hydrogen), and International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE). 

He joined the NEDO in 1992, just after graduation from the Tokyo University of Science. He served as a visiting scholar at the Massachusetts Institute of Technology in 1997-1998.

Before that, Kate led integrated coverage of transportation decarbonization and the implications for the oil, gas, and power sectors.  Kate has also developed global energy research for institutional investors and has led analysis of Russian and European energy developments.  Kate recently served as an expert in residence at Yale’s Center for Business and Environment, and she is also a member of the Council on Foreign Relations.

COVID-19 has changed the way we work. While remote work has become the norm, the pandemic has also highlighted the inequity in childcare, elderly care, and household work. Japanese workplaces feel a particularly acute need for adjustment, as lack of digitalization and persistent gender inequality continue to limit productivity gains and diversity in the workforce. Social entrepreneurs in Japan have started offering new technologies that address these problems and transform Japanese work environments, using matching algorithms, innovative apps, and other new technologies. How can these social technologies reshape the workplace? What principles do we need in using these technologies in practice, in order to unlock the keys to untapped human resource potentials and realize a more equitable and inclusive work environment in Japan, the United States, and elsewhere?  Fuhito Kojima, a renowned economist specializing in matching theory, will talk about market design from the perspective of regulation design and economics, and Eiko Nakazawa, an influential entrepreneur, will speak about her experiences founding education and childcare startups in the United States and Japan, moderated by Yasumasa Yamamoto, a leading expert on technology and business in Japan and the United States.

Fuhito Kojima is a Professor of Economics at the University of Tokyo and Director of the University of Tokyo Market Design Center. He received a B.A. at University of Tokyo (2003) and PhD at Harvard (2008), both in economics and taught at Yale (2008-2009, as postdoc) and then Stanford (2009-2020, as professor) while spending one year at Columbia in his sabbatical year. His research involves game theory, with a particular focus on “market design,” a field where game-theoretic analysis is applied to study the design of various mechanisms and institutions. His recent works include matching mechanism designs with complex constraints, and he is working on improving medical residency match and daycare seat allocation in Japan based on his academic work. Outside of academia, he serves as an advisor for Keizai Doyu Kai as well as several private companies.

Eiko Nakazawa is the Founder and CEO of Dearest, Inc., a VC-Backed startup in the United States that makes high-quality learning, childcare, and parenting support accessible by helping employers subsidize those costs for their working families. She also advises and invests in early-stage startups, and has recently co-founded Ikura, Inc., an education x fintech company in Japan. Prior to founding Dearest, Nakazawa spent 11 years with Sony Corporation, where she led global marketing, turnaround, and new business launch initiatives. Nakazawa earned an M.S. in Management from Stanford Graduate School of Business.

Methane emitted and flared from industrial sources across the United States is a major contributor to global climate change. Methanotrophic bacteria can transform this methane into useful protein-rich biomass, already approved for inclusion into animal feed. In the rapidly growing aquaculture industry, methanotrophic additives have a favourable amino acid profile and can offset ocean-caught fishmeal, reducing demands on over-harvested fisheries. Here we analyse the economic potential of producing methanotrophic microbial protein from stranded methane produced at wastewater treatment plants, landfills, and oil and gas facilities. Our results show that current technology can enable production, in the United States alone, equivalent to 14% of the global fishmeal market at prices at or below the current cost of fishmeal (roughly US$1,600 per metric ton). A sensitivity analysis highlights technically and economically feasible cost reductions (such as reduced cooling or labour requirements), which could allow stranded methane from the United States alone to satisfy global fishmeal demand.

Japan’s startup scene has become more exciting in recent years, but in the medical field, the failure to develop COVID-19 vaccines highlighted the shortcomings of Japan’s medical industry. What should Japan do to foster more impactful biotechnology entrepreneurship that would leverage vibrant medical research carried out at Japanese universities? The panel features two speakers who founded and grew their medical ventures in Japan's rapidly maturing startup ecosystem, both with deep connections to university research. 

Tadahisa Kagimoto founded his first company right after finishing his medical degree at Kyushu University, pioneering a pathway of commercializing biotechnology from Japanese university research. His second startup, Healios, founded in 2013 with the goal of becoming a pioneer in regenerative medicine utilizing iPS, was successfully listed on the Tokyo Stock Exchange in 2015 and has been growing since.

Shoko Takahashi was a PhD student in molecular bioscience at the University of Tokyo when she founded her company, Genequest, to offer home DNA testing. The firm was purchased by another biotech startup founded by a University of Tokyo graduate, Euglena, in 2017, and the company has partnered with a variety of pharmaceutical, food and beverage companies, and universities in its research. Their entrepreneurial journeys reveal Japan's changing startup ecosystem that has rapidly matured over the past decade and signal a need for further development in regulatory environments, human resource development, and university-industry collaboration in the biotechnology industry.

Hardy TS Kagimoto, MD is founder, Chairman and CEO of HEALIOS K.K., a Tokyo-based, clinical-stage world leader in regenerative medicine and cell therapy. 

After founding Healios in 2011, Dr. Kagimoto led the company’s listing on the Tokyo Stock Exchange in 2015 and has built the company to its current scale of more than 140 people across its Japan and US offices. Healios leverages the favorable Japanese regulatory framework for regenerative medicine to efficiently deliver results for patients and its stakeholders. It is currently running two pivotal clinical trials for ischemic stroke and acute respiratory distress syndrome using bone marrow-derived allogeneic multipotent adult progenitor cells. At the same time, Healios is developing best-in-class, next generation pipeline assets in immuno-oncology, ophthalmology, and organ buds utilizing its innovative, proprietary universal donor iPS cell platform.

Shoko Takahashi founded the Japanese personal genome company Genequest Inc. in 2013 while a graduate student at the University of Tokyo. Genequest provides a web-based personal genetic service for consumers and collaborates with research institutions in a large-scale genome research project to maximize synergistic effects between research and personal genome services. She is filled with ambition to accelerate genetic research and contribute to human health all over the world. She graduated from the University of Tokyo with a Ph.D. in Molecular Bioscience in 2015, and Kyoto University with a Bachelor of Biochemistry Science in 2010. She has been awarded the Japan Venture Award and received the highest rating by the Japan Ministry of Economy. In 2015, she was commended by the Japan Minister of Education, Culture, Sports, Science and Technology as one of the researchers contributing major innovations to science technologies in Japan.

She received the 2018 Young Global Leaders award from the World Economic Forum and was selected for Newsweek's ‘100 respected Japanese in the world’ list.

Kenji E. Kushida is a Senior Fellow, Carnegie Endowment for International Peace. He previously was with the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center as a research scholar.

Kushida’s research and projects focused on the following streams : 1) how politics and regulations shape the development and diffusion of Information Technology such as AI; 2) institutional underpinnings of the Silicon Valley ecosystem, 2) Japan's transforming political economy, 3) Japan's startup ecosystem, 4) the role of foreign multinational firms in Japan, 4) Japan's Fukushima nuclear disaster. He spearheaded the Silicon Valley - New Japan project that brought together large Japanese firms and the Silicon Valley ecosystem.

He has published several books and numerous articles in each of these streams, including “The Politics of Commoditization in Global ICT Industries,” “Japan’s Startup Ecosystem,” "How Politics and Market Dynamics Trapped Innovations in Japan’s Domestic 'Galapagos' Telecommunications Sector," “Cloud Computing: From Scarcity to Abundance,” and others. His latest business book in Japanese is “The Algorithmic Revolution’s Disruption: a Silicon Valley Vantage on IoT, Fintech, Cloud, and AI” (Asahi Shimbun Shuppan 2016).

Kenji E. Kushida was a research scholar with the Japan Program at the Walter H. Shorenstein Asia-Pacific Research Center from 2014 through January 2022. Prior to that at APARC, he was a Takahashi Research Associate in Japanese Studies (2011-14) and a Shorenstein Postdoctoral Fellow (2010-11).

Kushida has written two general audience books in Japanese, entitled Biculturalism and the Japanese: Beyond English Linguistic Capabilities (Chuko Shinsho, 2006) and International Schools, an Introduction (Fusosha, 2008).

Kushida holds a PhD in political science from the University of California, Berkeley. He received his MA in East Asian Studies and BAs in economics and East Asian Studies with Honors, all from Stanford University.

Air purification in Chinese contexts over the last half century has been generative for a way of being human, what the author calls “filtered life.” This is a materially, aesthetically, and even humorously mediated form of dwelling. In it, people confront ethics and anxieties under conditions of aerosolized ruination.

This article sheds special light on links between gender binaries and filtered life. It traces how, prior to the COVID‐19 pandemic, scientists, marketers, and many others residing in urban China interacted with air filters in ways textured by the male state. Notably chronicled here is a critique of ecological ruin emergent in homes of the People's Republic of China (PRC), one mutating from ire toward husbands for smoking cigarettes in the home to more recent indictments of men despoiling the environment.
