For Kate Imy, APARC’s 2021-22 Lee Kong Chian NUS-Stanford Fellow on Contemporary Southeast Asia, writing feminist military history means not only “finding” or “adding” women to the stories of war, even though that is, in itself, a necessary intervention. It also means recognizing how gender shapes almost everything we know, understand, praise, or condemn about wars and militaries more broadly. Writing military history with a feminist-lens shapes Imy's understanding of how militaries are formed, who serves in them, and why they matter.

Dr. Imy joins the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as Visiting Scholar and 2021-22 Lee Kong Chian NUS-Stanford Fellow on Contemporary Southeast Asia. Hosted jointly by APARC’s Southeast Asia Program and the Faculty of Arts and Social Sciences at the National University of Singapore, the fellowship advances the visibility and quality of scholarship on contemporary Southeast Asia. Imy, who is currently an Assistant Professor of History at the University of North Texas, is using her residency at APARC during fall 2021 to research the colonial roots of winning "hearts and minds" in war, specifically focusing on Singapore and Malaya. 

On December 2 at 5 p.m. PT, Dr. Imy will present a public talk, Pregnant in the Jungle: Gendering Resistance in the Malayan Emergency, where she will discuss the reconfiguration of gender expectations in the Malayan Emergency (1948-1960), a period of unrest following the creation of the Federation of Malaya that is perhaps most famous for Sir Gerald Walter Robert Templer’s phrase about the need to win the “hearts and minds” of civilians to defeat a communist insurgency. Register now to join the webcast.

We caught up with Dr. Imy to discuss her work and experience at Stanford this quarter.


What has shaped your interest and research into questions of identity in British Imperial history?

I grew up in California and currently live in Texas — two influential, diverse border states where military service is prevalent. I also briefly attended the United States Air Force Academy, where I learned a lot about how race, gender, and faith shape the experience of military service. These animated my interest in the history of empires, war, race, and gender. While working on a PhD at Rutgers, I came across not one but two British officers who had an equal love for yoga and fascism — two things that I had previously considered to be rooted in opposing cultural impulses. Learning about how and why these linkages made sense have encouraged me to continue thinking critically about how war and empire shape culture.

In your current book project on the colonial origins of the "winning hearts and minds" idea of war, what is something surprising you’ve come to realize about that term?

My research in some ways is less interested in the novelty of the term than how reactionary it was to existing colonial policies. British leaders articulated the desire to “win hearts and minds” because previous generations of military and colonial leaders had failed to do so. The traumatic experiences of colonialism and war inspired civilian resistance to military occupation. In many ways, the idea of winning hearts and minds through militaries is an oxymoron because for civilians, “winning” would be an end to military occupation and violence. Most exciting to me is that many soldiers serving in the region during the colonial era — who were diverse subjects with roots in India, Nepal, East Africa, China, Australia, and New Zealand — tended to agree.

How has your time at APARC as the Lee Kong Chian Stanford-NUS Fellow aided your research project?

I have benefitted tremendously from my time at Stanford. I researched materials at the Hoover Institution related to communism in Singapore and Malaya, providing me with additional opportunities to reflect on a plurality of voices shaped by communism and anti-communism. I have had generative meetings with students and scholars that push me to think about these dynamics in new ways. My focus is currently consolidating my archival research and drafting new chapters, so having access to Stanford’s library has assisted greatly in this process. Finally, I met with a representative of an academic press in the area and am preparing a book proposal for submission by the end of my fellowship period.

Which connections made during your time at APARC have been particularly beneficial to you?

COVID has prevented some meetings but facilitated others, including through virtual events. I attended the talk by Sugata Bose on “Young Asia,” moderated by Stanford History faculty Partha Pratim Shil. I also attended the event on “Home, Land, Security” by Carla Power and moderated by Stanford anthropologist Sharika Thiranagama. I met with Stanford undergraduate student Chern Xun Gan to discuss my archival research, as he has an interest in the Malayan Emergency. At APARC, I’ve enjoyed meeting South Asia Research Scholar Arzan Tarapore, whose work on the military in South Asia overlaps with my own interest. I had a fantastic conversation with Stanford History Department Professor Priya Satia, whose expertise in British colonial histories of war has had a great impact on my research and writing. I have also benefitted from several conversations with Southeast Asia Program Director Donald Emmerson. Overall, Stanford and APARC have been welcoming and insightful places to work.

You traveled to Singapore for part of your fellowship. What did you accomplish there? Were there any special collections at NUS that you accessed?

I completed the first part of my fellowship in Singapore from March to June 2021. I spent some time in the NUS archives and meeting (remotely) with various scholars at NUS, including Maitrii Aung-Thwin and Seng Guo Quan. I also met several NTU faculty, including Jessica Hinchy, Tapsi Mathur, and Faizah Zakaria. However, the bulk of my time was spent in the National Archives. There I found immense resources related to each section of my book, including the Singapore Mutiny (1915), the Japanese occupation (1942-1945), and the Malayan Emergency (1948-1960). COVID limitations to library hours meant that I had to photograph a massive quantity of materials, which I am currently working through now. These have been especially valuable for strengthening Indian and Chinese perspectives of war in Singapore and Malaya, and I look forward to foregrounding these perspectives in my book.

What is on the horizon for you? What's next?

After leaving Stanford, I will look forward to revising my book manuscript and submitting it to a university press. This will occupy much of my focus throughout 2022, with a view to publishing the manuscript in 2023. Beyond that, I will look forward to continuing my research on war and empire in the Asia-Pacific — possibly even incorporating further research on my home state of California!

The Asia-Pacific Economic Cooperation (APEC) is a regional economic forum with 21 member economies, including the US, China, and Russia, headquartered in Singapore. As a summer graduate intern at APEC, I worked closely with APEC’s policy unit that oversees and conducts policy research and analysis for publications and reports, which are used as key discussion agendas in ministerial level discussions and conferences. The Policy Support Unit (PSU)’s core areas of work are 1) trade and investment liberalization and facilitation, 2) structural reform, 3) connectivity including supply chain connectivity and global supply chains, 4) economic and financial analysis, and 5) sustainable economic development. During my summer internship, I was able to gain direct experience with almost all of these core areas through conducting quantitative and qualitative research.

As a graduate intern at APEC, I worked closely with APEC’s policy unit that oversees and conducts policy research for publications and reports used in ministerial meetings.

The PSU has been working on a publication that analyzed the impacts of travel restrictions during the pandemic. The report provided evidence and policy recommendations for APEC economies to resume cross-border travel in a safe and equitable way. I was tasked to draft two sections of the report, including a literature review of various multilateral organizations’ initiatives on safe re-opening, and an analysis of the disproportionate impacts of travel restrictions on vulnerable population, especially women. Women were not only experiencing economic impacts from border closures, such as loss of jobs and business closures, but women seeking abortion procedures in countries with restrictive regulations faced significant challenges when cross-border travel was limited to “essential workers.” Such challenges were even more pronounced for lower-income women or women with disabilities who may not be able to access services through other means domestically. 

I also worked on drafting APEC’s flagship publication, APEC in Charts 2021, which resides within APEC’s fourth core area of work, economic and financial analysis. APEC in Charts is an annual publication that provides a visual overview of the region’s economic, trade and investment performance. Using data from international organizations like the World Bank, International Monetary Fund, and the United Nations, I calculated aggregate statistics for the APEC region on the following indicators: trend in trade, tariff liberalization indicators such as free trade agreements, trend in FDI inflows and outflows, COVID-19 vaccination status, and various sustainability indicators such as household food waste and greenhouse gas emissions trends.

Since APEC includes Taiwan and Hong Kong, both of which did not have disaggregated data, the most challenging part of this task was to locate and calculate the information using limited data. While data disaggregation was challenging, I was thankful for all those nights that I stayed up in the first quarter to complete data aggregation for economic analysis assignments for the Global Economy course, INTLPOL 302, which built a foundation for key skills required at APEC.

I also immersed myself in the topic of climate change over the summer. Policy actions on climate change became one of the center of APEC’s agendas to build economic resilience post-COVID. I drafted a section on climate change in APEC’s Regional Trends Analysis (ARTA) report by conducting quantitative and qualitative research on green indicators. Calculating carbon emissions was one challenge, but comparing how much each economy had pledged to reduce emissions and what it would actually take to keep global warming below 2°C was another challenge. 

Climate change was not a topic I was very familiar with from a research standpoint, but I took the opportunity to self-educate through reading various literature, including the most recent publication from the Intergovernmental Panel on Climate Change (IPCC). It was striking that more than 60% of global greenhouse gases were generated by APEC economies. Unless APEC as a region curbs cumulative emissions, the expected repercussions are disastrous. Again, the most vulnerable – including women and girls, migrants, those in poverty, mountain communities and people in urban slums – will experience more severe consequences, and the repercussions are even more pronounced for those in developing nations.

This 11-week internship experience at APEC over the summer was a rewarding one that helped me understand the way multilateral organizations work. I was motivated by working with an organization responsible for shaping economic policies through cooperation to build resilience in the post-COVID world. Plus, I was able to tone up key techniques learned from MIP’s core courses such as STATA and advanced excel skills. Although it was a remote internship, I benefited from learning from my fellow interns and co-researchers on their broad range of expertise and experience. I strongly recommend future MIP students work with APEC over the summer as policy interns!

Drawing on a qualitative analysis of 7,506 tweets by state-sponsored accounts from Russia’s GRU and the Internet Research Agency (IRA), Iran, and Venezuela, this article examines the gender dimensions of foreign influence operations. By examining the political communication of feminism and women’s rights, we find, first, that foreign state actors co-opted intersectional critiques and countermovement narratives about feminism and female empowerment to demobilize civil society activists, spread progovernment propaganda, and generate virality around divisive political topics. Second, 10 amplifier accounts—particularly from the Russian IRA and GRU—drove more than one-third of the Twitter conversations about feminism and women’s rights. Third, high-profile feminist politicians, activists, celebrities, and journalists were targeted with character attacks by the Russian GRU. These attacks happened indirectly, reinforcing a culture of hate rather than attempting to stifle or suppress the expression of rights through threats or harassment. This comparative look at the online political communication of women’s rights by foreign state actors highlights distinct blueprints for foreign influence operations while enriching the literature about the unique challenges women face online.

The disclosures made by whistleblower Frances Haugen about Facebook — first to the Wall Street Journal and then to “60 Minutes” — ought to be the stuff of shareholders’ nightmares: When she left Facebook, she took with her documents showing, for example, that Facebook knew Instagram was making girls’ body-image issues worse, that internal investigators knew a Mexican drug cartel was using the platform to recruit hit men and that the company misled its own oversight board about having a separate content appeals process for a large number of influential users. (Haugen is scheduled to appear before a Congressional panel on Tuesday.)

Facebook, however, may be too big for the revelations to hurt its market position — a sign that it may be long past time for the government to step in and regulate the social media company. But in order for policymakers to effectively regulate Facebook — as well as Google, Twitter, TikTok and other Internet companies — they need to understand what is actually happening on the platforms.

Women from poor households made about 235,000 fewer hospital visits compared to men for seven gender-neutral disease categories between January 2017 and October 2019, a new study analyzing a Rajasthan state health insurance scheme has estimated. The Bhamashah Swasthya Bima Yojana aims to provide health insurance to about 46 million persons living below the poverty line, as a step towards universal and equitable access to healthcare in the state, per the study.

Pascaline Dupas and Radhika Jain of Stanford University studied data of insurance claims from 4.2 million hospital visits under the Bhamashah scheme from its launch in December 2015 till October 2019, and the study was published as a National Bureau of Economic Research working paper. The study was conducted in partnership with the Rajasthan state government.

Women made up 45% of hospital visits under the Bhamashah scheme between January 2017 and October 2019, though their share in the population is 48%, per the study. The gender gap is starker for girls and older women. The share of girls in children aged under 10 years who visited the hospital under this insurance program was 33%, though their share of this age group's population is 47%; among those aged above 50 years, women are 51%, yet their share of hospital visits under this insurance program was 43%.

"We were struck by this discrepancy in the data. We were not expecting such a large [gender] difference," Dupas, an economist and professor at Stanford University, told IndiaSpend. In most other developed countries for which such data have been analyzed, subsidized healthcare usually caters to those who otherwise don't have access to it, added Jain, a postdoctoral fellow in Asia Health Policy at Stanford University, US.

Equity in healthcare is a key goal of health policy in India. Analyzing administrative data from Rajasthan, this article highlights substantial gender gaps in the utilization of subsidized hospital care under the state health insurance program. These disparities persist despite substantial program expansion and seem to be driven by households being less willing to allocate resources to female vis-à-vis male health.

Over the past 15 years, India’s central government and numerous state governments have put in place health insurance programmes that entitle low-income households to free healthcare at public and empanelled private hospitals. Health equity and universal health coverage are explicit goals of these programs. In new research, we study gender equity in the Bhamashah Swasthya Bima Yojana (BSBY)1 health insurance program, which was launched in the state of Rajasthan in 2015, and is similar in design to the national Pradhan Mantri Jan Arogya Yojana (PMJAY).

Our starting point is a dataset of insurance claims filed for all 4.2 million hospital visits between 2015 and 2019, including patient age, gender, residence address, hospital visited, dates of admission and discharge, and service(s) received. We geo-coded hospital locations and patient addresses, which allowed us to calculate proximity to hospitals and the distance traveled for every hospital visit. Finally, we linked the insurance data to the 2011 Census and data on three rounds of village-level (gram panchayat) elections. To our knowledge, the dataset we compiled from these various sources is the first dataset of its type in India and allows us to study care-seeking under insurance with unusual granularity.

Stanford University researchers' study of Bhamashah Swasthya Bima Yojana reveals that just expanding geographical access and reducing the cost of healthcare won't reduce gender disparity.

Using administrative data on over 4 million hospital visits, we document striking gender disparities within a government health insurance program that entitles 46 million poor individuals to free hospital care in Rajasthan, India. Females account for only 33% of hospital visits among children and 43% among the elderly. These shares are lower for more expensive types of care, and far lower than sex differences in illness prevalence can explain. Almost two-thirds of non-childbirth spending is on males. We combine these data with patient survey, census, and electoral data to show that 1) the program is unable to fully offset the costs of care-seeking, which results in disparities in hospital utilization because some households are willing to allocate more resources to male than female health; 2) lowering costs does not reduce disparities, because males benefit as much as females do; and 3) long-term exposure to village-level female leaders reduces the gender gap in utilization, but effects are modest and limited to girls and young women. In the presence of gender bias, increasing access to and subsidizing social services may increase levels of female utilization but fail to address gender inequalities without actions that specifically target females.

This interview with APARC and Korea Program Director Gi-Wook Shin was originally published in Asia Experts Forum, a student-curated journal from the Keck Center for International and Strategic Studies at Claremont McKenna College. Ava Liao, a student journalist pursuing a dual major in International Relations and Media Studies, reported this story.



While Korean national identity was historically defined against Japanese imperialism, in more recent times Korean identity is responding to new influences related to globalization. How has Korean national identity been shaped by the distinctly Korean policy of segyehwa in the face of globalization?

Japanese colonialism was instrumental to the formation of Korean national identity. The Korean peninsula is surrounded by big powers such as China, Japan, and Russia. Even today, these influences are still very strong. A sense of threat is still there. Furthermore, although Korea is divided into North and South, Koreans share a strong sense of ethnic unity. Both North and South Koreans believe that they belong to a single nation, ethnicity, and race. For Koreans, this conflation of nation, ethnicity and race emphasizes the idea that there is a single bloodline going back to Dangun, a common ancestor and the mythic founder of the Korean nation. Even though they are divided, both sides believe that it is unnatural and only temporary and that they will eventually be reunified. 

Korea is very homogeneous; only about five percent of the population is non-ethnic Korean. The issue of maintaining social cohesion in the face of a growing power of globalization ironically strengthens ethnic identity. South Korea is trying to promote Korean culture on the world stage. Look at BTS, for example, and Parasite. Korean culture becoming popular around the world is fairly new and Koreans are really proud of that. The economy has grown greatly, it is a G20 country, and South Korea is proud of exporting its culture so successfully. With globalization, there have also been further efforts to absorb the overseas Korean population into the Korean identity and to utilize them as representatives in their host or resident countries. All these interrelated factors shape Korean national identity.

Your 2012 article “Racist South Korea? Diverse but Not Tolerant of Diversity,” concludes that although South Korea has become multi-ethnic, it has yet to become multicultural. It also outlines how foreigners, migrant workers of Korean ethnicity, and those with darker skin color often face discrimination in South Korea. Have these dynamics changed significantly since 2012?

Not so much. South Korea has been promoting multiculturalism as a policy initiative since 2006, so it is a fairly new phenomenon in Korean society. Foreign brides—from China, Vietnam, and other countries—marry Korean men and move to South Korea. They make contributions to the reproduction of the nation, which has an aging population and a low birth rate. It becomes a question of how to assimilate, and how these foreign brides can be integrated into Korean society. Even though the rhetoric is inclusive, in reality it is not very much so. Foreign brides are taught to assimilate into Korean culture and society, for example, by learning the Korean language, how to make kimchi, and how to respect the elderly. Another respect is in migrant labor, especially unskilled workers from developing countries. They are basically on a temporary visa, have little legal protection, and face a great deal of discrimination. Lower-class ethnic Koreans from China and North Korean defectors are also looked down upon, even if they belong to the same Korean nation. There is a gap between perception and reality. While they are told that they belong to the same nation and ethnicity, in reality, what really matters is class. Class matters much more than ethnicity, nationality, or even citizenship in practice. Foreign brides, migrant workers, and North Korean defectors are treated much poorly in South Korea than say, middle-class Korean-Americans or professionals from developed countries.

Your article also features Park No-Ja’s argument that colorism and white supremacy are inextricably linked in South Korean society. Why is this phenomenon prevalent across East Asia and Southeast Asia?

It reflects the reality of who has power in the world. If you refer back to history, this is very Orientalist thinking. Orientalism is the understanding of the East from the Western perspective, and Asians have not been able to overcome Orientalism. Even in Korea as I mentioned earlier, there is much higher regard for white people coming from developed countries, in comparison to Asians from developing parts of Asia, or Africans. They are not shown much respect. Even with Japan challenging the United States as a competing power in the 1980s and now China, Asians are generally not respected on the international stage as much as Americans, for example. Ironically, that is quite true, or even worse in Asia. 

The Black Lives Matter protest movement that began in the United States has greatly expanded in its global reach, although less so in East Asia. Why has the BLM movement against racism found so little resonance or support in East Asian countries?

If you compare the Black Lives Matter movement to the #MeToo movement, the #MeToo movement had much greater impact in South Korea. BLM has not had very much impact so far in South Korea, Japan, or China for different reasons. Korea had a very strong feminist movement already. #MeToo was immediately embraced by feminists and developed very quickly, but BLM has hardly found any resonance or community in East Asia. 

For Japan and South Korea, ethnic homogeneity is still very strong. There are ethnic minorities, but the population is very small. There have been some movements from ethnic minorities in Japan, but they have very little voice and are not as well-organized as BLM here. In the case of Korea, once again, most ethnic minorities are foreigners and often temporary residents, whereas black people have a much longer history in the U.S. In Korea, the majority came as adults, rather than being born and growing up there. There are some NGOs advocating for the rights of those migrants, but their impact is still limited. China is a different case. The Chinese government officially recognizes 56 different ethnic groups, with Han Chinese being the majority. China is very nervous about the breakup of the national minority structure, which is why they are repressing Xinjiang and Tibet. China suppresses any movements advocating for independence of national minorities. Japan, Korea, and China have not been much receptive to the BLM movement, for these different reasons. 

We can learn a lot from the BLM movement in studying racism in Asia but there exists a separation between Asian Studies and ethnic studies. While race and ethnicity are popular topics of discussion in the U.S., they are not much talked about in Japan or South Korea, which may also explain why there is so little resonance in East Asian countries. We, Asian experts, need to learn from the insights of ethnic studies in addressing racism in Asia.

South Korea notably has no legal protections against racial discrimination. Is this likely to change in the future, given the changing values of the younger generation?

Overall, Korea is improving protection against discrimination, especially with regards to gender and sexual minorities. They are moving in the right direction. In contrast, racial discrimination does not get much attention from the public, the media, or the government because the ethnic minority population is so small. The same goes to religious minority. For example, there are more than 100,000 Muslims in Korea right now, but there are very few Koreans who even know that there are so many Muslims. Most of them do not really understand Muslim culture, and may mainly associate them with terrorists. It is a lack of understanding and ignorance, and even though they exist, Koreans just ignore them. The Black community in Korea is even smaller, so they do not see it affecting Korean society that much. They understand that it is a global issue, but do not see it as their issue yet. 

How has the outbreak of COVID-19 exacerbated racial inequalities in South Korea?

COVID-19 certainly made the situation much more difficult for the foreign unskilled workers in Korea. The majority of them are physical workers in non-office jobs, which means they cannot work remotely. Many of them have been forced out of jobs, so they either have to go back to their country of origin or stay in Korea without stimulus funds or medical and other financial assistance that are available to Korean citizens. Many of them are also illegal or unregistered workers, so they have to hide from the government even if they do have symptoms or come into contact with the virus. Recently, there has been a number of unassisted COVID-19 deaths of unregistered foreign workers in Korea because they avoided seeking medical treatment out of a fear that they might be deported. The pandemic has also increased inequalities for society as a whole, so those already suffering from racial inequality experience it even more. Even here in the U.S., it is one story if a white male spreads COVID-19, but it is another if a Chinese one spreads it. There are similar aspects of racial discrimination in Korea. It makes bigger news if a foreign worker spreads the virus, and feeds into the same kind of prejudice.

Protections against gender and sexual discrimination are increasing in South Korea, but addressing longstanding racial discriminations based in nationalism and building a multicultural identity still has a long way to go, says Gi-Wook Shin in a new interview with Asia Experts Forum.

ABSTRACT 

This talk is based on the speakers’ recently published edited volume The Unfinished Arab Spring: Micro-Dynamics of Revolts between Change and Continuity. Adopting an original analytical approach in explaining various dynamics at work behind the Arab revolts and giving voice to local dynamics and legacies rather than concentrating on debates about paradigms, we highlight micro-perspectives of change and resistance as well as of contentious politics that are often marginalized and left unexplored in favor of macro-analyses. First, we re-examine the stories of the uprisings in Tunisia, Egypt, Syria, Morocco and Algeria through diverse and novel perspectives, looking at factors that have not yet been sufficiently underlined but carry explanatory power for what has occurred. Second, rather than focusing on macro-comparative regional trends – however useful they might be – we focus on the particularities of each country, highlighting distinctive micro-dynamics of change and continuity. ​

Fatima el Issawi is a Reader in Journalism and Media Studies at the University of Essex. Her research focuses on the intersection between media, politics and conflicts in transitional contexts to democracy in North Africa. She is the Principal Investigator for the research project “Media and Transitions to Democracy: Journalistic Practices in Communicating Conflicts- the Arab Spring” funded by the British Academy Sustainable Development Programme, looking at media’s impact on communicating political conflicts in post uprisings in North Africa. Since 2012, el Issawi has been leading empirical comparative research projects on the interplay between media and political change, funded by Open Society Foundation and the Middle East Centre/LSE, covering Egypt, Tunisia, Morocco, Libya and Algeria. El Issawi’s expertise crosses journalism, public communication, policy and academia. She has over fifteen years of experience as international correspondent in conflict zones in the MENA region. She is the author of “Arab National Media and Political Change” investigating the complex intersections between traditional journalists and politics in uncertain times of transitions to democracy.

His research focuses on the dynamics of authoritarianism and democratization in the Middle East and North Africa. “We believe health professionals have a moral duty to practice `upstanding’ — intervening as bystanders — in response to sexual harassment and general bias and that this obligation should be described in codes of medical professional ethics and supported within institutional training,” the authors write. While many medical professional societies now mention sexual harassment in their ethical codes, these guidelines fall short in that they do not encourage professionals to respond to the behaviors and intervene when they become aware of discrimination or harassment. The only large specialty society whose guidelines contain “aspirational advice” to stop sexual harassment in its tracks is the American Association of Orthopaedic Surgeons.
