This is the second meeting of the workshop series on Civility, Cruelty, Truth. A one-day event hosted by the Stanford Humanities Center, the workshop will explore the genealogies, promises, and limits of civic virtue—at the heart of which is the city, the classical polis, itself— as a universal ideal. European in its moral contours, constituted by a deep fascination with the rule of law, borders, and security, at once coercive and oblique in whom it excludes and includes, how it punishes and protects, the city held out the promise of a humane center for ethical and sovereign life, one upon which anticolonial struggles against European empires too were first conceived and mounted. This workshop will examine the ambiguous foundations and resolutions of that vision in Asia, Europe, and the fatal waters in between; a vision that has come to be marked today by extreme violence and tragic displacements, and which now presses new questions against the very limit of modern political imagination.

Abstract 
Based on first-hand participant-observation, this talk will examine the culture, politics, and spatiality of the Sunflower Movement. Taiwan's most significant social movement in decades, the Sunflower Movement not only blocked the passage of a major trade deal with China, but reshaped popular discourse and redirected Taiwan's political and cultural trajectory. It re-energized student and civil society, precipitated the historic defeat of the KMT in the 2014 local elections, and prefigured the DPP's strong position coming into the 2016 presidential and legislative election season.
 
The primary spatial tactic of the Sunflowers-- occupation of a government building-- was so successful that a series of protests in the summer of 2015 by high school students was partly conceived and represented as a "second Sunflower Movement". These students, protesting "China-centric" curriculum changes, attempted to occupy the Ministry of Education building. Thwarted by police, these students settled for the front courtyard, where a Sunflower-style pattern of encampments and performances emerged. While this movement did not galvanize the wider public as dramatically as its predecessor, it did demonstrate the staying power of the Sunflower Movement and its occupation tactics for an even younger cohort of activists.
 
The Sunflower Movement showed that contingent, street-level, grassroots action can have a major impact on Taiwan's cross-Strait policies, and inspired and trained a new generation of youth activists. But with the likely 2016 presidential win of the DPP, which has attempted to draw support from student activists while presenting a less radical vision to mainstream voters, what's in store for the future of Taiwanese student and civic activism? And with strong evidence of growing Taiwanese national identification and pro-independence sentiment, particularly among youth, what's in store for the future of Taiwan's political culture?

Ian Rowen is PhD Candidate in Geography at the University of Colorado, Boulder, and recent Visiting Fellow at the European Research Center on Contemporary Taiwan, Academia Sinica’s Institute of Sociology, and Fudan University. He participated in both the Sunflower and Umbrella Movements and has written about them for The Journal of Asian StudiesThe Guardian, and The BBC (Chinese), among other outlets. He has also published about Asian politics and protest in the Annals of the Association of American Geographers (forthcoming) and the Annals of Tourism Research. His PhD research, funded by the US National Science Foundation, the Fulbright Program, and the Taiwan Foundation for Democracy, has focused on the political geography of tourism and protest in China, Taiwan, and Hong Kong.

Russia's aggressive foreign policy is backed by Putin's domestic popularity ratings and his strong grip on Russia's political system. But in reality, how firmly does Putin control Russian politics? Can the ongoing economic crisis in Russia pose challenges to his system and the upcoming federal elections of 2016-2018? What impact will Russian domestic politics play in Russia's international behavior?

 

Vladimir Milov is a Russian opposition politician, publicist, economist & energy expert. He was the Deputy Minister of Energy of Russia (2002), adviser to the Minister of Energy (2001-2002), and head of strategy department at the Federal Energy Commission, the natural monopoly regulator (1999-2001). Milov is the author of major energy reform concepts, including the concept of market restructuring and unbundling of Gazprom, which was banned from implementation by President Vladimir Putin. He is the founder and president of the Institute of Energy Policy, a leading independent Russian energy policy think tank (since 2003). Milov is a columnist of major Russian political and business publications, including Forbes Russia, and a frequent commentator on Russian political and economic affairs in major Western media outlets (The New York Times, The Financial Times, The Washington Post, The Economist, etc.). Since leaving the Russian Government in 2002, Milov has became a vocal public critic of Vladimir Putin’s dirigiste and authoritarian course. Milov is also active in the Russian opposition politics, serving as Chairman of the “Democratic Choice” opposition party (www.en.demvybor.ru), and is also known as co-author of the critical public report on Vladimir Putin’s Presidential legacy called “Putin. The Results”, written together with Boris Nemtsov (several editions published since 2008).

Joon Nak Choi will be the 2015-16 Koret Fellow in the Korea Program at Stanford University’s Walter H. Shorenstein Asia-Pacific Research Center (APARC), effective Jan. 1, 2016.

A sociologist by training, Choi is an assistant professor at Hong Kong University of Science and Technology. His research and teaching areas include economic development, social networks, organizational theory, and global and transnational sociology, within the Korean context.

Choi, a Stanford graduate, has worked jointly with Stanford professor Gi-Wook Shin to analyze the transnational bridges linking Asia and the United States. The research project explores how economic development links to foreign skilled workers and diaspora communities.

Most recently, Choi coauthored Global Talent: Skilled Labor as Social Capital in Korea with Shin, who is also the director of the Korea Program. From 2010-11, Choi developed the manuscript while he was a postdoctoral fellow at Shorenstein APARC.

Mark Granovetter, a professor and chair of Stanford’s sociology department, praised Choi for his work in academia.

“Joon Nak’s dissertation on social influences on hedge fund managers’ success broke important ground in our understanding of financial markets. His recent book Global Talent sheds critical new light on the challenges of Korea and other economies facing high-level labor shortages, and the potential of foreign workers to meet them. As the 2015-16 Koret Fellow, he will bring his considerable talents to bear on the study of Korean society,” Granovetter said.

During his fellowship, Choi will study the challenges of diversity in South Korea and teach a class for Stanford students. Choi’s research will buttress efforts to understand the shifting social and economic patterns in Korea, a now democratic nation seeking to join the ranks of the world’s most advanced countries.

Supported by the Koret Foundation, the fellowship brings leading professionals to Stanford to conduct research on contemporary Korean affairs with the broad aim of strengthening ties between the United States and Korea. The fellowship has expanded its focus to include social, cultural and educational issues in Korea, and aims to identify young promising scholars working on these areas.

“It will be my pleasure and honor to spend the next year at Shorenstein APARC, and have the opportunity to engage in the vibrant research community there," Choi said.

Choi holds a bachelor’s degree in economics, international relations and urban studies from Brown University, and a master’s degree and doctorate in sociology from Stanford University.

Abstract

The Trans-Pacific Partnership (TPP) is widely regarded as the economic component of the US strategy of “rebalance” to Asia. As a major trading partner of many of the founding members, Taiwan has obvious economic and security interests at stake and is therefore seeking to join the TPP in the next round. But an overlooked aspect of the TPP for Taiwan is its potential impact on sovereignty. Trade agreements provide a revealing window into the evolving conceptions of modern sovereignty. The way Taiwan’s unique form of statehood and international status is defined in trade agreements could strengthen its position under international law and contribute to its national security. This talk will consider how Taiwan was defined as a sui generis legal entity in its application to join the World Trade Organization (WTO) and as a party to the Cross-Straits Economic Cooperation Framework Agreement (ECFA), with lessons for future negotiations to join the TPP.

Joseph Yen-ching Chao
Joseph Yen-ching Chao is an Executive Officer in the Department of International Cooperation and Economic Affairs. A member of Taiwan’s Ministry of Foreign Affairs (MOFA) diplomatic corps since 2005, he has previously served as a German-language interpreter for the Presidential Office, an officer in the Department of Treaty and Legal Affairs, and as a deputy secretary of Taiwan’s permanent mission to the World Trade Organization in Geneva, Switzerland.  He holds an LL.M. from Ruprecht-Karls University in Heidelberg and a Doctor juris from Albert-Ludwige University, Frieberg, Germany. Dr. Chao is in residence at Stanford from May-July 2015, where his research examines Taiwan’s prospects for entry into the Trans-Pacific Partnership (TPP).

This week the World Education Forum convenes in Incheon, South Korea. Drawing leaders from UNESCO member states and heads of international organizations and NGOs, the 4-day gathering will examine global education priorities and discuss a framework for action and implementation of shared goals and targets.

The Forum, which last met in Dakar in 2000, will explore five major themes: equity, inclusion, quality education and lifelong learning, and also set out an agenda on global citizenship education—how to cultivate in youth the attitudes, values and skills needed in today’s world.

As the Forum approaches, the Walter H. Shorenstein Asia-Pacific Research Center asked Stanford professor Gi-Wook Shin to offer his perspectives on global education and his vision for South Korea. He is Korean and an expert on South Korea’s higher-education system, politics and society. He also advises some universities in Asia such as the Center for Asia-Pacific Future Studies at Kyushu University in Japan.

Shin leads two multi-year research projects—one focused on diversity and tolerance in Asia, and another on global social capital, delving into the linkages between innovation, economic globalization and diaspora communities. He recently published key findings in Global Talent with coauthor Joon Nak Choi, a Stanford graduate now professor at Hong Kong University of Science and Technology.

Education has played an important role in the social and economic development of South Korea. Can you explain?

Over the past fifty years, South Korea has gone from being one of the least developed countries to one of the most developed—an “economic miracle,” as it is often referred. The country rose from periods of wartime, poverty and social unrest to become a stable high-income developed country, all in an incredibly short time span. Education has played a substantial role in South Korea’s emergence. Nearly 70 percent of Koreans between the ages of 25 and 34 years of age hold an equivalent of a bachelors degree. This is the highest ranking in all Organization for Economic Co-operation and Development (OECD) countries. Investment in its own people, as well as areas of technology and the sciences, catapulted South Korea toward such success. Its education system is lauded globally. President Obama has referred to its system on multiple occasions, saying the respect and level of support given to teachers there helps to empower student learning. Teaching is a very highly respected profession in South Korea.

In pursuit of the “creative economy,” South Korea has sought to capitalize on the knowledge value of its population. How does diversity fit into this context?

South Korea, like many advanced nations, is driving toward a “creative economy,” a policy objective that President Park Geun-hye set out in Feb. 2013. It’s a strategy to move South Korea away from its manufacturing past toward a future of a service-oriented economy. The latter requires greater creative thinking, and human and social capital are necessary ingredients in that process. Many people look to Silicon Valley as a model of success, a place that continues to harness ideas and investment in those ideas. As I say, there is one known “secret” that has contributed to Silicon Valley’s success, and that’s cultural diversity. In fact Japanese Prime Minister Shinzo Abe visited Stanford recently on his state visit to the United States in a bid to underscore his commitment to building a creative economy in Japan. He convened with leaders of major technology firms like Apple and Twitter, and one of the main messages shared with Abe was the scale to which immigrants contributed to the workforce here. So, South Korea, like many Asian nations, would benefit from recognizing the connection between diversity and the economy, and take it one step further and actively encourage a society who accepts foreigners—this, of course, comes with inherent hurdles in any ethnically homogeneous country like South Korea.

How can a society cultivate globally responsible citizens?

Shifting a society to truly respect and value diversity can be an especially difficult task for countries steeped in nationalism and traditional values. In the case of South Korea, policies supporting values of diversity are just starting to appear, but full social integration of minorities remains a distant future. If the government acts to support diversity over the long-term, though, hopefully change is in the closer future. The challenge is for South Korea to strike the right balance between embracing the nation’s historical legacy, while also recognizing what it means to be a “global citizen” in today’s world. I’ve been working with Rennie Moon, a professor at Yonsei University, on this research question. Teachers play a definitive role in the development of students. Providing curriculum that is balanced is an important factor. This means teaching materials—from textbooks to videos—must provide a neutral stance, or even better, show information in a comparative perspective. Teachers themselves must also commit to being facilitators. Encouraging pride in one’s own country, while also showing respect and value toward others’ is a key message that teachers can help reinforce.

Why do foreign students in Korea matter? And, what role can Korean students have when abroad?

Foreign students in Korea represent a positive-sum game. For one, foreign students diversify Korea, and also help fill the national labor shortfall. In my study with Choi, we found that three groups of students prove to be more beneficial to Korean society. “Focused instrumentalists,” students who are pursuing advanced degrees in technical subjects, “focused Koreaphiles,” students who view Korea as special but focus mainly on their studies, and “youthful Koreaphiles,” students who view Korea as special but focus mainly on exploring their social environments. Instrumentalists grow an affinity to Korea by likely working for a firm in Korea upon graduation. Someone who is a Koreaphile will show affinity for Korea because of an admiration for pop culture and other aspects of Korean society—K-pop, hallyu, Korean dramas and so forth.

Increasingly, Korean students are choosing to study abroad. Just over 123,000 Korean students pursued an undergraduate degree abroad in year 2011; 29% of whom studied in the United States. We see chogi yuhak, a trend of Koreans sending their children overseas to avoid the secondary education system, which is often cited for its rigor and stressful entrance exams. Yet, even if Korean students do not return home, they still have an opportunity to contribute back to South Korea. They form a global network and serve as “transnational bridges” between South Korea and their host countries. As a result, information, innovation and other opportunities bounce between and among people on both sides. This same lesson could be applied to any country really.

What policy implications will transnational bridges have in South Korea?

The affects on policy are largely two-fold. First, South Korean universities, companies and the government must seek to promote values of diversity. The Korean government has taken steps to recognize the strategic value of recruiting foreigners. But, the push isn’t big enough yet. For example, we hosted former Seoul National University President Yeon-Cheon Oh as a visiting fellow this year. He voiced that while Korean universities are orienting some of their policies toward ‘internationalization,’ they still aren’t totally committed to the idea. Better support systems should be developed for foreign students, and tenure should be more accessible to foreign faculty members. Second, for Koreans overseas, diaspora networks could be strengthened. About 10 percent of all ethnic Koreans live outside the Korean Peninsula. Creating codified social and cultural forums for diasporans will help instill a sense of the homeland, so that they want to stay engaged.

Are aspects of South Korea’s model translatable in neighboring countries in Asia and elsewhere?

The Korean model is relevant in other developed, nonimmigrant societies. Different from settler societies like the United States or Canada, for instance, who have heterogeneous populations. Germany and Japan provide the closest comparison study; both their national identities are based on shared ethnicity. Japan has in many ways successfully leveraged its diaspora. Ethnic Japanese who left have been recruited back, and foreign unskilled workers, particularly from Asia, infuse the labor market. A large number of foreign students study in Japan. Germany also sees an substantial amount of foreign students each year. Japan now allows students to stay up to one year to search for a job after graduation, and in Germany, the same for six months. But both countries have trouble retaining graduates. Applying the case of South Korea, seeking benefits from transnational bridges could also benefit both societies. Assimilation of diasporans—like ethnic Koreans in Japan and Turkish people in Germany—should be a long-term goal.

Gi-Wook Shin wrote in Nikkei Asian Review about aspects of Silicon Valley that Asian countries should consider adopting to emulate its success, and how foreign skilled workers can provide social capital. He also contributed a post to Stanford University Press blog about steps South Korea could take to counter the "brain drain" phenomenon. Later, Shin and Rennie Moon wrote a piece for The Conversation, expanding upon the challenges that foreign faculty and students face in South Korea and other Asian nations.

Abstract: Globalization and commodity exports have a long history in affecting land use changes and land rights on the tropical forest frontier. This paper reviews a century of social and environmental discourse around land issues for four commodities grown in the humid tropics—rubber, cocoa, oil palm and bananas. States have exercised sovereign rights over land and forest resources and the outcomes for deforestation and land rights of existing users have been quite varied depending on local institutional contexts and political economy. In the current period of globalization, as land use changes associated with tropical commodities have accelerated, land issues are now at center stage in the global discourse. However, efforts to protect forests and the rights of local communities and indigenous groups continue to be ad hoc and codification of minimum standards and their implementation remains a work in progress. Given a widespread failure of state directed policies and institutions to curb deforestation and protect land rights, the private sector, with the exception of the rubber industry, is emphasizing voluntary standards to certify sustainability of their products. This is an important step but expectations that they will effectively address concerns about the impact of tropical commodities expansion might be too high, given their voluntary nature, demand constraints, and the challenge of including smallholders. It is also doubtful that private standards can more than partially compensate for long standing weaknesses in land governance and institutions on the forest frontier.

Japan must transform its economy in a way that mirrors the innovation ethos in places like Silicon Valley and Stanford University, Japanese Prime Minister Shinzo Abe said Thursday during a speech on campus.

As an example of how to encourage such creativity, Abe hailed a new partnership starting this fall with Stanford that will train the next generation of biomedical experts. In doing so, he urged a "fundamental change" in how Japanese society views the process of innovation, from how ideas originate to competition in the marketplace.

Japan Biodesign will be launched in collaboration with the Stanford Biodesign program and five higher education and research institutions in Japan. Faculty members will work together to create new interdisciplinary systems based on Stanford Biodesign. Stanford leaders will train and mentor their Japanese colleagues.

Abe, who is the first Japanese prime minister to visit Stanford, marveled at how the tech sector in the United States has "consistently evolved at top speed."

He said, "I want the best and brightest Japanese talent" to learn about Silicon Valley.

The Japanese leader also announced more plans to connect Japanese companies, employees and networking events with Silicon Valley and places like Stanford. He said it was important for the participants to emerge "reborn" with a well-honed sense of how to succeed in a highly competitive global marketplace.

Abe shared the Bing Concert Hall stage with Stanford President John Hennessy and George Shultz, the former U.S. Secretary of State and distinguished fellow at the Hoover Institution. Abe's talk, titled "Innovation, Japan and Silicon Valley Symposium," included an introduction and remarks by Hennessy and Shultz. The event drew a full house of invited guests and members of the Stanford community.

"It is a great honor" to be at Stanford, Abe said in beginning his remarks.

He noted that Japan is revisiting its regulatory and tax systems in order to encourage more economic dynamism and competition. "The Japanese people will benefit from innovation," he said.

The challenge, he acknowledged, has been the slow pace of innovation in Japan. Today, however, the Internet economy and big data are creating "enormous changes" in his country's economic approach, he said. "We have to catch up, or otherwise Japan will lose vitality," Abe added.

Cultural connections

In his introduction of Abe, Hennessy chronicled Stanford's long history and friendship with Japan and its people.

Japan, he said, is home to more Stanford alumni than any other Asian country, and when the university's doors first opened in 1891, the pioneer class included a Japanese student. Currently, 139 students from Japan are enrolled at Stanford.

Hennessey described Abe as focused on revitalizing Japan's economy and stewarding it toward a greater global role.

Shultz, who knew Abe's parents, shared recollections of poignant moments between Abe's politically prominent family and his own.

Abe joined a roundtable discussion after his speech with Michael McFaul, director of the Freeman Spogli Institute for International Studies; Stanford Board of Trustees Chair Steve Denning; Stanford School of Medicine Dean Lloyd Minor; Stanford political science Professor Emeritus Daniel Okimoto; Yahoo co-founder Jerry Yang; and Twitter co-founder Jack Dorsey, among other scholars and dignitaries. He also met with Stanford students before leaving campus.

Afterward, McFaul wrote in an email, "I think it is fantastic that Prime Minister Abe came to Stanford and Silicon Valley after his very successful visit to Washington. He demonstrated that deepening U.S.-Japanese relations requires not only strong government-to-government ties, but also deepening ties between our societies, including educational institutions like Stanford."

Abe's state visit to the United States this week included the first address by a Japanese leader to a joint session of Congress. Abe served as prime minister of Japan in 2006-07 and returned to the position in 2012.

'Working together'

On Tuesday, U.S. President Barack Obama said after a meeting with Abe that the two countries had made progress in trade talks on a massive 12-nation trade deal that would open markets around the Pacific Rim to U.S. exports. Both nations face domestic political obstacles to concluding the Trans-Pacific Partnership agreement.

"This agreement would expand the coverage of the free trade agreements for both Japan and the U.S. substantially," said Stanford economist Takeo Hoshi, director of the Japan Program at the Shorenstein Asia-Pacific Research Center, in an interview. "The U.S. and Japan have been working together to maintain peace and sustain economic growth in the Pacific Asia."

Hoshi said that Abe's visit to the Silicon Valley confirms that Japan is serious about transforming its economy from one based on exports to one focused on innovations.

"Going forward, we can learn a lot from Japanese experience and their reform attempts," said Hoshi, who is also a senior fellow at the Freeman Spogli Institute.

Hoshi spoke with The Associated Press just before Abe’s arrival to California, citing Silicon Valley as the ideal place for Japan to learn about innovation. He also joined KQED’s Forum to discuss the current state of the U.S.-Japan alliance. Later, he was interviewed by BBC Business about Abe's visit to Stanford.

Stanford Biodesign

Founded in 2001, Stanford Biodesign has pioneered a new training methodology in which interdisciplinary teams of engineers and physicians go through a rigorous process of carefully characterizing unsolved clinical needs before jumping to technology solutions.

For the Japan Biodesign program, the bulk of the educational activities will take place at the campuses of the partner Japanese universities.

Global Talent seeks to examine the utility of skilled foreigners beyond their human capital value by focusing on their social capital potential, especially their role as transnational bridges between host and home countries. Gi-Wook Shin (Stanford University) and Joon Nak Choi (Hong Kong University of Science and Technology) build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors.

The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. As this research and its key findings are relevant to other advanced societies that seek to utilize skilled foreigners for economic development, the arguments made in this book offer insights that extend well beyond the Korean experience.

Gi-Wook Shin is the director of the Walter H. Shorenstein Asia-Pacific Research Center; the Tong Yang, Korea Foundation, and Korea Stanford Alumni Chair of Korean Studies; the founding director of the Korea Program; a senior fellow of the Freeman Spogli Institute for International Studies; and a professor of sociology, all at Stanford University. As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, and international relations.

Shin is the author/editor of more than a dozen books and numerous articles. Shin is currently writing a book on historical memories of the Asia-Pacific wars with Daniel Sneider. 

 

Joon Nak Choi is an associate professor in the Department of Management at Hong Kong University of Science and Technology. Prior to joining HKUST, he was a Postdoctoral Fellow at the Shorenstein Asia-Pacific Research Center at Stanford University. He earned his Ph.D and M.A in Sociology at Stanford  University and his B.A. in Economics and International Relations from Brown University. His ongoing research continues to focus upon the effects of social and political capital, especially in Korea.

 

Hwy-Chang Moon joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for the 2015-2016 academic year. During his time at Shorenstein APARC, Moon will be working on a research project titled, “The Global Strategy of Korean Firms in Silicon Valley.”

Moon received his PhD from the University of Washington and is currently a professor of international business strategy in the Graduate School of International Studies at Seoul National University in South Korea, where he also served as the Dean. He has previously taught at the University of Washington, University of the Pacific, State University of New York at Stony Brook, Helsinki School of Economics, Keio University, and Hitotsubashi University. Moon has also consulted for several multinational companies, international organizations, and governments (e.g., Malaysia, Dubai, Azerbaijan, and the Guangdong Province of China).

Gi-Wook Shin is the William J. Perry Professor of Contemporary Korea in Sociology; senior fellow at the Freeman Spogli Institute for International Studies; the director of the Walter H. Shorenstein Asia-Pacific Research Center since 2005; and the founding director of the Korea Program since 2001, all at Stanford University. As a historical-comparative and political sociologist, his research has concentrated on social movements, nationalism, development, democracy, migration, and international relations.

Shin is the author/editor of twenty-five books and numerous articles. Shin’s latest book, Talent Giants in the Asia-Pacific Century, a comparative study of talent strategies of Japan, Australia, China, and India, will be published by Stanford University Press in 2025. In Summer 2023, Shin launched the Stanford Next Asia Policy Lab (SNAPL), which is a new initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia. Across four research themes– “Talent Flows and Development,” “Nationalism and Racism,” “U.S.-Asia Relations,” and “Democratic Crisis and Reform”–the lab brings scholars to produce interdisciplinary, problem-oriented, policy-relevant, and comparative studies and publications. In May 2024, Shin also launched the new Taiwan Program at APARC.

Shin is not only the recipient of numerous grants and fellowships, but also continues to actively raise funds for Korean/Asian studies at Stanford. He gives frequent lectures and seminars on topics ranging from Korean nationalism and politics to Korea's foreign relations and historical reconciliation in Northeast Asia and to talent strategies. He serves on councils and advisory boards in the United States and South Korea and promotes policy dialogue between the two allies. He regularly writes op-eds and gives interviews to the media in both Korean and English.

Before coming to Stanford in 2001, Shin taught at the University of Iowa (1991-94) and the University of California, Los Angeles (1994-2001). After receiving his BA from Yonsei University in Korea, he was awarded his MA and PhD from the University of Washington in 1991.

Joon Nak Choi is the 2015-2016 Koret Fellow in the Korea Program at Stanford University's Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC). A sociologist by training, Choi is an assistant professor at Hong Kong University of Science and Technology. His research and teaching areas include economic development, social networks, organizational theory, and global and transnational sociology, within the Korean context.

Choi, a Stanford graduate, has worked jointly with professor Gi-Wook Shin to analyze the transnational bridges linking Asia and the United States. The research project explores how economic development links to foreign skilled workers and diaspora communities.

Most recently, Choi coauthored Global Talent: Skilled Labor as Social Capital in Korea with Shin, who is also the director of the Korea Program. From 2010-11, Choi developed the manuscript while he was a William Perry postdoctoral fellow at Shorenstein APARC.

During his fellowship, Choi will study the challenges of diversity in South Korea and teach a class for Stanford students. Choi’s research will buttress efforts to understand the shifting social and economic patterns in Korea, a now democratic nation seeking to join the ranks of the world’s most advanced countries.
 
Supported by the Koret Foundation, the Koret Fellowship brings leading professionals to Stanford to conduct research on contemporary Korean affairs with the broad aim of strengthening ties between the United States and Korea. The fellowship has expanded its focus to include social, cultural and educational issues in Korea, and aims to identify young promising scholars working on these areas.

Hwy-Chang Moon has joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) for the 2015-2016 academic year. During his time at Shorenstein APARC, he will be working on a research project entitled, “The Global Strategy of Korean Firms in Silicon Valley," and will also teach a course on Korean economy and business in the fall quarter.

Moon is a professor of international business strategy at the Graduate School of International Studies (GSIS), Seoul National University, where he also served as the dean of GSIS.

Professor Moon is the editor-in-chief of the Journal of International Business and Economy, and has published numerous articles and books on topics covering international business strategy, cross-cultural management and economic development in East Asia with a focus on South Korea. He frequently provides his perspectives on global economy and business through interviews and televised debates, and his writings appear regularly in South Korean newspapers. The New York Times and NHK World TV have also asked for his perspectives on these topics.

Professor Moon received a PhD from the University of Washington, and has previously taught at the University of Washington, University of the Pacific, State University of New York at Stony Brook, Helsinki School of Economics, Keio University, and Hitotsubashi University.
