“Let’s bring all the planes down”—Secretary of Transportation Norman Mineta’s words to ground all U.S. planes on 9/11—elicited a moment of riveted silence in the audience of educators attending the National Council for the Social Studies (NCSS) annual conference in Austin, Texas, as they listened to Secretary Mineta’s keynote address on November 23, 2019. Upon hearing those words, many were transported back to a time when most people probably remember exactly where and what they were doing at the time that they heard of the events unfolding on September 11, 2001. However, most of their current students were not alive in 2001 and Mineta underscored the importance of teaching them about the lessons of 9/11 so that it is never forgotten.

During his address, Secretary Mineta highlighted the importance of conference themes such as informed action and decision making as he reflected upon lessons from his life, and the important role that teachers have in shaping critical attitudes of their students. In a touching moment, he shared his experience as a 10-year-old boy in 1942 who was forced from his home in San Jose, California, and incarcerated with his family in Heart Mountain, Wyoming, the location of one of the 10 major incarceration camps for people of Japanese descent during World War II. He vividly recalled his cherished baseball bat being confiscated by the Military Police as it was deemed a weapon. Mineta also shared how his experience during World War II informed one of President George W. Bush’s comments immediately following 9/11, that is, “We know what happened to Norm Mineta in the 1940s, and we’re not going to let that happen again.” A son of immigrants from Japan, Norman Mineta became the first Asian American mayor of a major city (San Jose, California). This led to a distinguished 20-year career in Congress and the first Asian American Cabinet member, having served two U.S. Presidents, a Democrat (Bill Clinton) and Republican (George W. Bush).

As Secretary Mineta spoke, one could sense that he never forgot his roots or the shame and humiliation that he and his family felt during World War II; as a congressman, he led the way for an apology from the U.S. government and redress for Japanese Americans who were interned. As U.S. Secretary of Transportation during and after 9/11, he made critical decisions that would ensure that what happened to Japanese Americans during World War II did not happen to any other group based on ethnicity or religion. His burning desire for all people to be treated equally is at the heart of a film, Norman Mineta and His Legacy: An American Story, that was co-produced by Dianne Fukami and Debra Nakatomi, who were also in the audience. The film premiered on PBS earlier this year.

Following Secretary Mineta’s keynote to an audience of hundreds who gave him a standing ovation, SPICE’s Rylan Sekiguchi and Jonas Edman led a more intimate discussion with Secretary Mineta and 70 educators that also included an overview of a SPICE-produced web-based curriculum unit that is titled, “What Does It Mean to Be American?” As its main author, Sekiguchi explained that the curriculum unit consists of six lessons with readings, videos, and assignments to examine key themes from Secretary Mineta’s life and career: immigration, civil liberties & equity, civic engagement, justice & reconciliation, leadership, and U.S.–Japan relations.

Sekiguchi also noted that the curriculum meets national standards for history, social studies, civics and government courses, and topics are brought to life and connected to students’ own lives through primary source documents, interactive classroom activities, and custom-created video vignettes (produced by Fukami) showcasing a diverse range of American voices—from high school youth to former U.S. Presidents George W. Bush and Bill Clinton. Each lesson provides a different lens through which students can examine the curriculum’s central question: What does it mean to be an American? The curriculum unit will be released in spring 2020.

Sekiguchi’s overview was followed by a discussion between Mineta and the 70 educators that was moderated by Edman. Questions from the audience ranged from Mineta’s legendary lifelong friendship with Republican Senator Alan Simpson of Wyoming to issues concerning immigrant families today. Many of the questions and Secretary Mineta’s responses touched upon the political divisiveness in U.S. society today and prompted educators to think of ways to use “What Does It Mean to Be An American?” and Norman Mineta and His Legacy: An American Story in their classrooms. Compliments from the audience like “this was the best session of the conference” and “this was the best workshop I’ve been to” could be heard following the session.

During their work with Secretary Mineta, Sekiguchi, Fukami, and Nakatomi were especially touched when they heard why Secretary Norman Mineta wears an American flag on his lapel. Mineta has noted, “When you’re in close quarters… people will sort of give you the once over. And so, I always wear this [flag pin]. It’s something you feel when you’re doing things. Am I really being fully accepted as an American citizen? I want to make sure everyone knows I am one.”

Kasumi Yamashita is an Instructor for the Stanford Program on International and Cross-Cultural Education (SPICE), currently teaching an online course for high school students in Oita Prefecture, Japan, called Stanford e-Oita. Kasumi’s academic interests are in cultural anthropology, international education, and language technologies, and her research focuses on the Japanese diaspora in the United States and Latin America. While conducting fieldwork for her PhD in Anthropology at Harvard University, she spent a year at the University of São Paulo, as a Fulbright Scholar. She explored narrations of memory and migration, and community involvement in the emergence of Japanese diaspora museums throughout Brazil, including the Museu Histórico da Imigração Japonesa no Brasil (Historical Museum of Japanese Immigration to Brazil). Kasumi researched Nikkei Latin American communities in Japan while at Hitotsubashi University on a Japanese government scholarship. She earned an AM in Regional Studies–East Asia from Harvard University. 

Kasumi received a BS in Studio Art from New York University. She was a University Scholar and spent her junior year in Spain at the Instituto Internacional in Madrid. After graduating from NYU, she taught English as an Assistant Language Teacher (ALT) and later worked as a Coordinator for International Relations (CIR) on the Japan Exchange and Teaching (JET) Program. As a CIR at Yukuhashi City Hall, Fukuoka Prefecture, she founded a Japan–U.S. student and teacher exchange program between middle schools in Yukuhashi City and the Grace Church School in New York. More than 500 students and teachers from the United States and Japan have participated in the program since she launched it in 1994. That year, she published a book of essays chronicling her experiences as a Japanese American woman in a small Japanese town, Kasumi no Yukuhashi Nikki (Kaichosha Press).

In New York, she served as a member of the local staff of the Permanent Mission of Japan to the United Nations under the leadership of Ambassador Hisashi Owada. She also served on the Executive Committee of the Convención Panamericana Nikkei (COPANI XI) in New York and has been involved in past conferences across the Americas, most recently COPANI XX in San Francisco (CA) in 2019.

Kasumi also teaches and develops web-based curricula for the Translation and Interpretation Program at Bellevue College (WA). Kasumi frequently interprets for Japanese delegations in various fields (including education, technology, international relations, film, art, and museums) and serves on the Board of the Japanese Cultural and Community Center of Washington (JCCCW).

The Cold War division of Europe was not inevitable―the acclaimed author of Stalin’s Genocides shows how postwar Europeans fought to determine their own destinies.

Was the division of Europe after World War II inevitable? In this powerful reassessment of the postwar order in Europe, Norman Naimark suggests that Joseph Stalin was far more open to a settlement on the continent than we have thought. Through revealing case studies from Poland and Yugoslavia to Denmark and Albania, Naimark recasts the early Cold War by focusing on Europeans’ fight to determine their future.

As nations devastated by war began rebuilding, Soviet intentions loomed large. Stalin’s armies controlled most of the eastern half of the continent, and in France and Italy, communist parties were serious political forces. Yet Naimark reveals a surprisingly flexible Stalin, who initially had no intention of dividing Europe. During a window of opportunity from 1945 to 1948, leaders across the political spectrum, including Juho Kusti Paasikivi of Finland, Wladyslaw Gomulka of Poland, and Karl Renner of Austria, pushed back against outside pressures. For some, this meant struggling against Soviet dominance. For others, it meant enlisting the Americans to support their aims.

The first frost of Cold War could be felt in the tense patrolling of zones of occupation in Germany, but not until 1948, with the coup in Czechoslovakia and the Berlin Blockade, did the familiar polarization set in. The split did not become irreversible until the formal division of Germany and establishment of NATO in 1949. In illuminating how European leaders deftly managed national interests in the face of dominating powers, Stalin and the Fate of Europe reveals the real potential of an alternative trajectory for the continent.

 

 

Norman Naimark


Norman M. Naimark received his A.B., M.A. and Ph.D (1972) from Stanford University. He spent fifteen years as Professor at Boston University and Research Fellow at the Russian Research Center at Harvard before returning to Stanford in 1988. He is presently Robert and Florence McDonnell Professor of East European Studies in the History Department at Stanford University, and is Senior Fellow at the Hoover Institution and the Freeman-Spogli Institute. Earlier he served as Chair of the Department of History, Burke Family Director of the Bing Overseas Studies Program, and Fisher Director of Stanford Global Studies.

A selection of his books include The Russians in Germany: A History of the Soviet Zone of Germany (Harvard 1995); Fires of Hatred; Ethnic Cleansing in 20th Century Europe (Harvard 2001); Stalin’s Genocides (Princeton 2010), Genocide: A World History (Oxford 2017), and, most recently Stalin and the Fate of Europe: The Struggle for Sovereignty (Harvard 2019).

Naimark has been awarded the Officer’s Cross First Class of the German Federal Republic. He twice received the Dean’s Award for Outstanding Teaching at Stanford. He also received the Award for Distinguished Contributions to Slavic, East European, and Eurasian Studies from ASEEES in 2011-12.

David Holloway is the Raymond A. Spruance Professor in International History, Professor of Political Science, and Senior Fellow at FSI, Emeritus. He received his BA, MA, and PhD from the University of Cambridge. He has been co-director of CISAC (1991-1997) and director of FSI (1998-2003). He is the author of Stalin and the Bomb: the Soviet Union and Atomic Energy, 1939-1956 (Yale U. P., 1994) among other works.

Robert Rakove is Lecturer in International Relations. He received his PhD from the University of Virginia and is the author of Kennedy, Johnson, and the Nonaligned World.  Rakove studies U.S. foreign policy, particularly in the Cold War era.

Amir Weiner is Associate Professor of Soviet History and the director of the Center for Russian, East European and Eurasian Studies.

Norman M. Naimark is the Robert and Florence McDonnell Professor of East European Studies, a Professor of History and (by courtesy) of German Studies, and Senior Fellow of the Hoover Institution and (by courtesy) of the Freeman-Spogli Institute for International Studies. Norman formerly served as the Sakurako and William Fisher Family Director of the Stanford Global Studies Division, the Burke Family Director of the Bing Overseas Studies Program, the Convener of the European Forum (predecessor to The Europe Center), Chair of the History Department, and the Director of Stanford’s Center for Russian, East European, and Eurasian Studies.

Norman earned his Ph.D. in History from Stanford University in 1972 and before returning to join the faculty in 1988, he was a professor of history at Boston University and a fellow of the Russian Research Center at Harvard. He also held the visiting Catherine Wasserman Davis Chair of Slavic Studies at Wellesley College. He has been awarded the Officer's Cross of the Order of Merit of the Federal Republic of Germany (1996), the Richard W. Lyman Award for outstanding faculty volunteer service (1995), and the Dean's Teaching Award from Stanford University for 1991-92 and 2002-3.

Norman is interested in modern Eastern European and Russian history and his research focuses on Soviet policies and actions in Europe after World War II and on genocide and ethnic cleansing in the twentieth century. His published monographs on these topics include The History of the "Proletariat": The Emergence of Marxism in the Kingdom of Poland, 1870–1887 (1979, Columbia University Press), Terrorists and Social Democrats: The Russian Revolutionary Movement under Alexander III (1983, Harvard University Press), The Russians in Germany: The History of The Soviet Zone of Occupation, 1945–1949 (1995, Harvard University Press), The Establishment of Communist Regimes in Eastern Europe (1998, Westview Press), Fires of Hatred: Ethnic Cleansing In 20th Century Europe (2001, Harvard University Press), Stalin's Genocides (2010, Princeton University Press), and Genocide: A World History (2016, Oxford University Press). Naimark’s latest book, Stalin and the Fate of Europe: The Postwar Struggle for Sovereignty (Harvard 2019), explores seven case studies that illuminate Soviet policy in Europe and European attempts to build new, independent countries after World War II.

David Holloway is the Raymond A. Spruance Professor of International History, a professor of political science, and an FSI senior fellow. He was co-director of CISAC from 1991 to 1997, and director of FSI from 1998 to 2003. His research focuses on the international history of nuclear weapons, on science and technology in the Soviet Union, and on the relationship between international history and international relations theory. His book Stalin and the Bomb: The Soviet Union and Atomic Energy, 1939-1956 (Yale University Press, 1994) was chosen by the New York Times Book Review as one of the 11 best books of 1994, and it won the Vucinich and Shulman prizes of the American Association for the Advancement of Slavic Studies. It has been translated into seven languages, most recently into Chinese. The Chinese translation is due to be published later in 2018. Holloway also wrote The Soviet Union and the Arms Race (1983) and co-authored The Reagan Strategic Defense Initiative: Technical, Political and Arms Control Assessment (1984). He has contributed to the Bulletin of the Atomic Scientists, Foreign Affairs, and other scholarly journals.

Since joining the Stanford faculty in 1986 -- first as a professor of political science and later (in 1996) as a professor of history as well -- Holloway has served as chair and co-chair of the International Relations Program (1989-1991), and as associate dean in the School of Humanities and Sciences (1997-1998). Before coming to Stanford, he taught at the University of Lancaster (1967-1970) and the University of Edinburgh (1970-1986). Born in Dublin, Ireland, he received his undergraduate degree in modern languages and literature, and his PhD in social and political sciences, both from Cambridge University.

Amir Weiner's research concerns Soviet history with an emphasis on the interaction between totalitarian politics, ideology, nationality, and society. He is the author of Making Sense of War, Landscaping the Human Garden and numerous articles and edited volumes on the impact of World War II on the Soviet polity, the social history of WWII and Soviet frontier politics. His forthcoming book, The KGB: Ruthless Sword, Imperfect Shield, will be published by Yale University Press in 2021. He is currently working on a collective autobiography of KGB officers titled Coffee with the KGB: Conversations with Soviet Security Officers. Professor Weiner has taught courses on modern Russian history; the Second World War; Totalitarianism; War and Society in Modern Europe; Modern Ukrainian History; and History and Memory.

Rosalind Galt joined the Walter H. Shorenstein Asia-Pacific Research Center (Shorenstein APARC) in Fall 2019 from King’s College London, where she is a professor of Film Studies.

Her research broadly addresses the relationships between world cinema and geopolitics, including European cinema’s responses to the end of the Cold War and the global financial crisis; colonialism’s impact on film aesthetics; and cinema’s engagement with sexual and gender dissidence as a mode of globalization. During her time at Shorenstein-APARC, Galt conducted research for a book on the role of the popular Malay figure of the pontianak, or female vampire, in cultures of decolonization in Malaysia and Singapore.

Galt is the author of Queer Cinema in the World, coauthored with Karl Schoonover (2016), Pretty: Film and the Decorative Image (2011), and The New European Cinema: Redrawing the Map (2006), and the coeditor of Global Art Cinema: New Theories and Histories (2010).

She holds a PhD in Modern Culture and Media from Brown University and an MA (Hons) in Film and Television Studies and English Literature from the University of Glasgow.

By May 1966, just seventeen years after its founding, the People’s Republic of China had become one of the most powerfully centralized states in modern history. But that summer everything changed. Mao Zedong called for students to attack intellectuals and officials who allegedly lacked commitment to revolutionary principles. Rebels responded by toppling local governments across the country, ushering in nearly two years of conflict that in places came close to civil war and resulted in nearly 1.6 million dead.

How and why did the party state collapse so rapidly? Standard accounts depict a revolution instigated from the top down and escalated from the bottom up. In this pathbreaking reconsideration of the origins and trajectory of the Cultural Revolution, Andrew Walder offers a startling new conclusion: party cadres seized power from their superiors, setting off a chain reaction of violence, intensified by a mishandled army intervention. This inside-out dynamic explains how virulent factions formed, why the conflict escalated, and why the repression that ended the disorder was so much worse than the violence it was meant to contain.

Based on over 2,000 local annals chronicling some 34,000 revolutionary episodes across China, Agents of Disorder offers an original interpretation of familiar but complex events and suggests a broader lesson for our times: forces of order that we count on to stanch violence can instead generate devastating bloodshed.

Hicham Alaoui is an established voice calling for political reform in the Arab world. He is currently a research fellow based at the Weatherhead Center for International Affairs at Harvard University, and is pursuing a D.Phil. at the University of Oxford.  Previously at Stanford, he was a Consulting Professor at the Center for Democracy, Development, and Rule of Law, and advisory board member at the Freeman Spogli Institute. He has published on democratic reforms in the Middle East for journals such as Politique Internationale, Le Debat, Pouvoirs, Le Monde Diplomatique, and Journal of Democracy. He has contributed to The New York Times, Le Monde, La Nouvelle Observateur, El Pais, and Al-Quds. Ayça Alemdaroğlu (Ph. D. Cambridge, 2011) (Ph. D. Cambridge, 2011) is the associate director of the Keyman Modern Turkish Studies Program and research assistant professor of sociology at Northwestern University. Her research has engaged with a broad range of theoretical and ethnographic issues, including youth culture and politics, gender and sexuality, experiences of modernity, nationalism, eugenics and higher education. Between 2011-2015, Alemdaroğlu taught in the Anthropology Department and Introductory Studies at Stanford University. Lindsay J. Benstead  is Associate Professor of Political Science in the Mark O. Hatfield School of Government and Director of the Middle East Studies Center (MESC) at Portland State University. Previously, she served as Fellow in the Middle East Program and the Women’s Global Leadership Initiative at the Woodrow Wilson International Center for Scholars in Washington, DC (2018-2019) and Kuwait Visiting Professor at SciencesPo in Paris (fall 2016). She is an Affiliated Scholar in the Program on Governance and Local Development (GLD) at the University of Gothenburg and Yale University. Benstead has conducted surveys in Morocco, Algeria, Tunisia, Libya, and Jordan and contributes to the Transitional Governance Project. Her research on women and politics, public opinion, and survey methodology has appeared in Perspectives on Politics, International Journal of Public Opinion Research, Governance, and Foreign Affairs. Larry Diamond

Larry Diamond is a senior fellow at the Hoover Institution and at the Freeman Spogli Institute for International Studies. For more than six years, he directed FSI’s Center on Democracy, Development, and the Rule of Law, where he now leads its Program on Arab Reform and Democracy and its Global Digital Policy Incubator. He is the founding co-editor of the Journal of Democracy and also serves as Senior Consultant at the International Forum for Democratic Studies of the National Endowment for Democracy. His research focuses on democratic trends and conditions around in the world, and on policies and reforms to defend and advance democracy. His 2016 book, In Search of Democracy, explores the challenges confronting democracy and democracy promotion, gathering together three decades of his writing and research, particularly on Africa and Asia. He is author of Ill Winds: Saving Democracy from Russian Rage, Chinese Ambition, and American Complacency, published in 2019 by Penguin Press. Samia Errazzouki is a PhD student focusing on early modern Northwest African history. Prior to UC Davis, she worked as a journalist based in Morocco reporting for the Associated Press, and later, with Reuters. Samia also worked as a research associate in Morocco with the University of Cambridge, researching the dynamics of surveillance and citizen media in light of the "Arab Spring." Amr Hamzawy is a Senior Research Scholar at CDDRL. He studied political science and developmental studies in Cairo, The Hague, and Berlin. He was previously an associate professor of political science at Cairo University and a professor of public policy at the American University in Cairo. Between 2016 and 2017, he served as a senior fellow in the Middle East program and the Democracy and Rule of Law program at the Carnegie Endowment for International Peace, Washington, DC. His research and teaching interests as well as his academic publications focus on democratization processes in Egypt, tensions between freedom and repression in the Egyptian public space, political movements and civil society in Egypt, contemporary debates in Arab political thought, and human rights and governance in the Arab world. He is currently writing a new book on contemporary Egyptian politics, titled Egypt’s New Authoritarianism. Hamzawy is a former member of the People’s Assembly after being elected in the first Parliamentary elections in Egypt after the January 25, 2011 revolution. He is also a former member of the Egyptian National Council for Human Rights. Colin H. Kahl is co-director of the Center for International Security and Cooperation, the inaugural Steven C. Házy Senior Fellow at the Freeman Spogli Institute for International Studies, and a Professor, by courtesy, in the Department of Political Science at Stanford University. He is also a Strategic Consultant to the Penn Biden Center for Diplomacy and Global Engagement. From October 2014 to January 2017, he was Deputy Assistant to the President and National Security Advisor to the Vice President. In that position, he served as a senior advisor to President Obama and Vice President Biden on all matters related to U.S. foreign policy and national security affairs, and represented the Office of the Vice President as a standing member of the National Security Council Deputies’ Committee. From February 2009 to December 2011, Dr. Kahl was the Deputy Assistant Secretary of Defense for the Middle East at the Pentagon. In this capacity, he served as the senior policy advisor to the Secretary of Defense for Egypt, Iran, Iraq, Israel and the Palestinian territories, Saudi Arabia, Syria, Yemen, and six other countries in the Levant and Persian Gulf region. In June 2011, he was awarded the Secretary of Defense Medal for Outstanding Public Service by Secretary Robert Gates. From 2007 to 2017 (when not serving in the U.S. government), Dr. Kahl was an assistant and associate professor in the Security Studies Program at Georgetown University's Edmund A. Walsh School of Foreign Service. From 2007 to 2009 and 2012 to 2014, he was also a Senior Fellow at the Center for a New American Security (CNAS), a nonpartisan Washington, DC-based think tank. From 2000 to 2007, he was an assistant professor of political science at the University of Minnesota. In 2005-2006, Dr. Kahl took leave from the University of Minnesota to serve as a Council on Foreign Relations International Affairs Fellow in the Office of the Secretary of Defense, where he worked on issues related to counterinsurgency, counterterrorism, and responses to failed states. In 1997-1998, he was a National Security Fellow at the John M. Olin Institute for Strategic Studies at Harvard University. Current research projects include a book analyzing American grand strategy in the Middle East in the post-9/11 era. A second research project focuses on the implications of emerging technologies on strategic stability. He has published numerous articles on international security and U.S. foreign and defense policy in Foreign Affairs, Foreign Policy, International Security, the Los Angeles Times, Middle East Policy, the National Interest, the New Republic, the New York Times, Politico, the Washington Post, and the Washington Quarterly, as well as several reports for CNAS. His previous research analyzed the causes and consequences of violent civil and ethnic conflict in developing countries, focusing particular attention on the demographic and natural resource dimensions of these conflicts. His book on the subject, States, Scarcity, and Civil Strife in the Developing World, was published by Princeton University Press in 2006, and related articles and chapters have appeared in International Security, the Journal of International Affairs, and various edited volumes. Lina Khatib is Head of the Middle East and North Africa Program at Chatham House. She was formerly director of the Carnegie Middle East Center in Beirut and co-founding Head of the Program on Arab Reform and Democracy at Stanford University’s Center on Democracy, Development, and the Rule of Law. Her research focuses on the international relations of the Middle East, Islamist groups and security, political transitions and foreign policy, with special attention to the Syrian conflict. She is a research associate at SOAS, was a senior research associate at the Arab Reform Initiative and lectured at Royal Holloway, University of London. She has published seven books and also written widely on public diplomacy, political communication and political participation in the Middle East. Toby Matthiesen is a Senior Research Fellow in the International Relations of the Middle East at the Middle East Centre, St. Antony’s College, University of Oxford. He was previously a Research Fellow at Pembroke College, Cambridge, and at the London School of Economics and Political Science and gained his doctorate from the School of Oriental and African Studies (SOAS). He is the author of Sectarian Gulf: Bahrain, Saudi Arabia, and the Arab Spring That Wasn't (Stanford University Press, 2013), and The Other Saudis: Shiism, Dissent and Sectarianism (Cambridge University Press, 2015). Khalid Medani is currently associate professor of political science and Islamic studies at McGill University, and has also taught at Oberlin College and Stanford University. Dr. Medani received an A.B. in development studies from Brown University (1987), an MA in development studies from the Center for Contemporary Arab Studies at Georgetown University (1994), and a PhD in political science from the University of California, Berkeley (2003). His research focuses on the political economy of Islamic and ethnic politics in Egypt, Sudan and Somalia. He has published widely on the roots of civil conflict and the funding of the Islamic movement in Sudan, the question of informal finance and terrorism in Somalia, the obstacles to state building in Iraq, and the role of informal networks in the rise of Islamic militancy. Dr. Medani has worked as a researcher at the Brookings Institution and at Stanford University’s Center for International Security and Cooperation (CISAC). He also served as a Homeland Security Fellow at Stanford University from 2006-2007, and has worked with a variety of international organizations including the United Nations Development Program (UNDP), and the UN Office of the Coordinator of Humanitarian Affairs. Dr. Medani has also served as a senior consultant for a variety of governments on issues such as the roots of Islamic militancy, the Darfur crisis, youth politics in Sudan, and electoral reforms in Morocco including the governments of the United States, the Netherlands, the United Kingdom, and Norway. Abbas Milani is the Hamid & Christina Moghadam Director of Iranian Studies and Adjunct Professor at the Center on Democracy, Development and Rule of Law at the Freeman Spogli Institute at Stanford University. He has been one of the founding co-directors of the Iran Democracy Project and a research fellow at the Hoover Institution. His expertise is U.S.-Iran relations as well as Iranian cultural, political, and security issues. Until 1986, he taught at Tehran University’s Faculty of Law and Political Science, where he was also a member of the Board of Directors of the university’s Center for International Relations. After moving to the United States, he was for fourteen years the Chair of the Political Science Department at the Notre Dame de Namur University. Farah Al-Nakib is Assistant Professor of History at California Polytechnic State University in San Luis Obispo.  She received her PhD (2011) and MA (2006) in History from the School of Oriental and African Studies in London. Her book Kuwait Transformed: A History of Oil and Urban Life (Stanford University Press, 2016) analyzes the relationship between the urban landscape, the patterns and practices of everyday life, and social behaviors and relations in Kuwait, and traces the historical transformation of these three interrelated realms in the shift from the pre-oil to oil eras. Her current research focuses on collective memory and forgetting in Kuwait, and on the Iraqi invasion and occupation of Kuwait in 1990-91.  Her articles have been published in numerous peer reviewed journals and various edited volumes. David Siddhartha Patel is the Associate Director for Research at the Crown Center for Middle East Studies at Brandeis University. His research focuses on religious authority, social order, and identity in the contemporary Arab world. He conducted independent field research in Iraq on the role of mosques and clerical networks in generating order after state collapse, and his book, Order Out of Chaos: Islam, Information, and Social Order in Iraq, is being prepared for publication by Cornell University Press. Patel has also recently written about the Jordanian Muslim Brotherhood; ISIS in Iraq; and dead states in the Middle East. He teaches courses on Middle Eastern politics, research design, and GIS and spatial aspects of politics. Before joining the Crown Center, Patel was an assistant professor of government at Cornell University. Patel received his B.A. from Duke University in Economics and Political Science and his Ph.D. from Stanford University in Political Science, where he also was a fellow at CDDRL and CISAC. He studied Arabic in Lebanon, Yemen, Morocco, and Jordan. [Back to top]

Hesham Sallam is a Research Associate at CDDRL and serves as the Associate-Director of the Program on Arab Reform and Democracy. He is also a co-editor of Jadaliyya ezine and a former program specialist at the U.S. Institute of Peace. His research focuses on Islamist movements and the politics of economic reform in the Arab World. Sallam’s research has previously received the support of the Social Science Research Council and the U.S. Institute of Peace. Past institutional affiliations include Middle East Institute, Asharq Al-Awsat, and the World Security Institute. He is editor of Egypt's Parliamentary Elections 2011-2012: A Critical Guide to a Changing Political Arena (Tadween Publishing, 2013). Thomas Serres is a lecturer in the Politics Department at UC Santa Cruz and a specialist of North African and Mediterranean politics and his scholarship focuses on questions of crisis, economic restructuring and authoritarian upgrading. His first book was published in French by Karthala in 2019. It studies the politics of catastrophization in post-civil war Algeria and is entitled Algeria and the Suspended Disaster: Managing the Crisis and Blaming the People under Bouteflika. Stacey Philbrick Yadav is Associate Professor and chair of the Department of Political Science at Hobart and William Smith Colleges. She has written extensively about Islamist-Leftist and intra-Islamist dynamics in Yemen, including Islamists and the State: Legitimacy and Institutions in Yemen and Lebanon, and was a contributor to the “Rethinking Political Islam” project at the Brookings Institution. Focusing increasingly on Yemen’s evolving war dynamics, she co-edited Politics, Governance, and Reconstruction in Yemen’s War for the Project on Middle East Political Science and the spring 2019 issue of Middle East Report devoted to the conflict. Sean Yom is Associate Professor of Political Science at Temple University and Senior Fellow in the Middle East Program at the Foreign Policy Research Institute. ABSTRACT

While the phenomenon of Egyptians leaving their homeland in search for work abroad has been ongoing for decades, a new trend has emerged since 2011, namely thousands have expatriated for political reasons. Some have left based on a general sense that the political climate has become hazardous for them, while others left because of specific fears due to court convictions, lawsuits, loss of employment, attacks in the media, or direct physical threats related to their political, journalistic, or civil society activities. In contrast to waves of politically motivated Egyptian migration into exile in the 1950s–1970s, migrants now have highly diverse identities, motives, destinations, and experiences in exile. While specific data are hard to locate, post-2011 Egyptian exiles generally appear to be greater in numbers, younger, and enjoying higher educational attainment than those of the past. One reason for this diversity is that far more groups are at serious risk in Egypt—Islamists as well as Christians, liberals as well as leftists, artists as well as businesspeople, prominent intellectuals as well as underground activists—compared to the past, when fewer groups faced political or social persecution at any given time.

This year, the Sejong Korean Scholars Program (SKSP) concluded its sixth year with its largest cohort of 22 students from across the United States. The SKSP is an intensive online course offered by the Stanford Program on International and Cross-Cultural Education (SPICE) at Stanford University for exceptional U.S. high school students who want to engage in an in-depth study of Korea, exploring its history, religion, culture, and relationship with the United States. Students who successfully complete the course earn credit from the Stanford Continuing Studies Program and a Certificate of Completion from SPICE, Stanford University.

Each year from March to June, students in the SKSP online course carry out rigorous coursework that consists of weekly readings, online lectures, assignments, discussion posts, and “virtual classroom” video conferencing sessions, where students engage in live discussion with each other and a guest speaker who is an expert-scholar on the topic of the week. As their culminating final project, students write independent research papers which are printed in journal format at the conclusion of the course.

The SKSP online course offers a unique opportunity for high school students to study Korea and U.S.–Korean relations in a college-level-type course that draws on the wealth of expertise and scholarship on Korean Studies at Stanford University. Top scholars, experts, and former diplomats at Stanford University as well as other universities in the United States provide thematically organized online lectures. The themes for each week include traditional Korean culture, religion, colonial history, the Korean War, post-war recovery, North Korea, modern South Korean society and its educational system, and Korea’s transnationalism. In addition to the recorded online lectures, the guest speakers for the weekly virtual classroom sessions engage in discussions with students and provide answers to their questions.

The co-instructors for the course, as well as guest speakers, often note the quality and maturity of students’ thoughtful insights and questions. Co-instructor HyoJung Jang has noted that “the talented and engaged high school students who participate in the SKSP online course bring their intellectual curiosity, critical thinking skills, and enthusiasm for learning about Korea and its popular culture. On top of their full academic load at their respective high schools across the country, these students go above and beyond to commit to SKSP’s demanding coursework and participate fully in the course as Korea scholars-in-training.”

“Over the past four months, our students have formed a community where they actively engage in intellectual discussions with each other—exchanging their ideas, thoughts, reflections, experiences, and perspectives on various topics,” commented co-instructor Jonas Edman. “For instance, some students contributed their own interpretations and explanations for the stark difference between the Taiwanese colonial experience and memory of Japanese rule and that of Korea. When discussing the issue of ‘comfort women’ during Japanese colonial rule in Korea, one student shared a personal story about his great-great-grandmother’s similarly painful experience under foreign rule in Eastern Europe and powerfully advocated for the importance of justice. Other students shared about their assessments of the roles of the U.S. and South Korean leaders—in addition to the roles played by North Korea, China, and Russia—on the outbreak of the Korean War and its aftermath.”

Alongside their academic engagement with each other, students have also bonded over their shared interests in Korean food and popular culture, namely “K-pop, K-dramas, and K-movies.” Some students chose to write their final research papers on analyzing Korean popular culture. Other discussions on the modern Korean education system have even incorporated students’ personal observations of the education issues portrayed in a popular Korean drama. These interests are encouraged, as students are urged to creatively explore the topics most interesting to them for their final research paper.

One of the strengths of the SKSP online course is that it encourages high school students to consider different perspectives on various issues, think critically about those different perspectives, and develop their own informed opinions. Reflecting on her participation in the course, Chloee Robison, a high school student from Indiana, said, “SKSP was a unique opportunity to explore my interest in Korean history. Even though I am not of Korean heritage, I felt deeply connected to the course material, and I found the lectures to be quite informative and engaging. Coming from a region that is largely homogeneous, hearing the perspectives of diverse-minded students opened my eyes to issues and ideas that I would have otherwise been blind to. I am so grateful to everyone involved in the course, and I would recommend it to all students who wish to challenge themselves and expand their knowledge of Korean history and culture.” Chloee’s research project on Korea’s March First Movement earned first place in Indiana’s National History Day competition.

The popularity and demand for Stanford’s SKSP online course on Korea grows each year. Interested high school students are encouraged to apply early for the program. The application period is between late August and early October each year for enrollment in the online course the following year. The online application can be found on the SPICE website at sejongscholars.org.
