Public Opinion in Palestine Before the Conflict

On the eve of Hamas’s October 7 attacks on Israel, Arab Barometer completed its 8th wave survey in Palestine. The findings offer unique insight into the views of ordinary Palestinians living in both the West Bank and Gaza.

In this event, guest speakers Amaney A. Jamal and Michael Robbins will provide an overview of the views of government, living conditions, views of the Israeli-Palestinian conflict, and international actors. This includes low levels of support for most existing political actors and increasingly difficult economic situations for Palestinians. Jamal and Robbins find that Palestinians want a peaceful solution and are wary of normalization that does not provide a solution to this broader problem. They find limited support for most international actors, but do find indications of which countries may be better placed to help bring an end to the conflict and work to rebuild Gaza once the conflict comes to an end.

ABOUT THE SPEAKERS

Amaney Jamal

Amaney A. Jamal is Dean of the Princeton School of Public and International Affairs, the Edwards S. Sanford Professor of Politics, and Professor of Politics and International Affairs at Princeton University. Jamal also directs the Workshop on Arab Political Development and the Bobst-AUB Collaborative Initiative. She is the former President of the Association of Middle East Women’s Studies (AMEWS). The focus of her current research is on the drivers of political behavior in the Arab world, Muslim immigration to the US and Europe, and the effect of inequality and poverty on political outcomes. Jamal’s books include Barriers to Democracy (2007), which explores the role of civic associations in promoting democratic effects in the Arab world (winner of the 2008 APSA Best Book Award in comparative democratization). She is co-editor of Race and Arab Americans Before and After 9/11: From Invisible Citizens to Visible Subjects (2007) and Citizenship and Crisis: Arab Detroit after 9/11 (2009). Her most recent book, Of Empires and Citizens, was published by Princeton University Press (2012). Jamal is co-principal investigator of the Arab Barometer Project, winner of the Best Dataset in the Field of Comparative Politics (Lijphart/Przeworski/Verba Dataset Award 2010); co-PI of the Detroit Arab American Study, a sister survey to the Detroit Area Study; and senior advisor on the Pew Research Center projects focusing on Islam in America (2006) Global Islam (2010) and Islam in America (2017). Ph.D. University of Michigan. In 2005, Jamal was named a Carnegie Scholar.
 

Michael Robbins

Michael Robbins is the director and co-principal investigator of Arab Barometer. He has been a part of the research network since its inception and serving as director since 2014. He has led or overseen more than 100 surveys in international contexts and is a leading expert in survey methods on ensuring data quality. His work on Arab public opinion, political Islam, and political parties has been published in Comparative Political Studies, the Journal of Conflict Resolution, the Journal of Democracy and Foreign Affairs. He received the American Political Science Association Aaron Wildavsky Award for the Best Dissertation in the field of Religion and Politics.

A day after the end of spring quarter, I hopped on a flight to leave behind beautiful Bay Area weather, destined for the hot, humid wetlands we call our nation’s capital. I was to spend 12 weeks working at the Technology Lab of the Federal Reserve Board of Governors (the Fed), the central bank of the United States. 

My first day was rather routine. I arrived a bit early and a bit overdressed. My supervisor, Bunmi, gave me my work laptop, a first-day tour, and my onboarding checklist. I was being paid to introduce myself repeatedly and fill out forms—quite an easy gig. But this is the nation’s central bank; they are going to get their money’s worth out of me. So, I was sitting in my office after lunch setting up my Federal Reserve gym membership when Bunmi walked in and asked me to come with her, Jill, the TechLab manager, and Jeff, a senior analyst, to a TechLab panel for the Federal Reserve System’s Innovation Office. Of course, let’s go. 

We got to the System Innovation Office’s onsite, and I was doing the introductions routine once again. I met Sunayna, a Stanford alum and, probably more importantly, the Chief System Innovation Officer, who introduced us to her team. After another round of introductions, I headed to the side to sit in the audience. Jill saw this and asked me to join the team on the panel. Why not? Well, I can think of a few reasons. Anyway, three hours into my first day, I was sitting on a panel in front of the entire Federal Reserve System Innovation Office explaining how I think machine learning can be applied to financial supervision and where I see the TechLab in five years. 

That first day set the pace for the next 11 weeks and four days.

I was to spend 12 weeks working at the Technology Lab of the Federal Reserve Board of Governors (the Fed), the central bank of the United States.

But first, a quick detour to some American history for context.

The Federal Reserve Board of Governors

The Federal Reserve System is the central bank of the United States. It was created by the Federal Reserve Act of 1913 after a series of financial crises led to the desire for stable monetary policy. The System is similar to our broader federalist system of governance, with power distributed among multiple layers. The Board of Governors of the Federal Reserve System—where I worked—is a federal government agency led by seven president-nominated and Senate-confirmed governors. Under the Board, 12 Federal Reserve Banks serve as the operational arms of the System. Each Reserve Bank is an independent private corporation, but all work closely with the Board to execute their policies. To promote the effective operation of the U.S. economy, the Federal Reserve is afforded autonomy and independence from the more political branches of government. While the Fed certainly coordinates and receives guidance from the executive, legislative, and judicial branches, it is generally empowered to make independent monetary and regulatory policies.

Fast forward 110 years. The Federal Reserve’s mission has expanded since its inception and now covers (1) setting monetary policy, (2) ensuring financial stability, (3) supervision and regulation of banks, (4) fostering a safe payments ecosystem, and (5) consumer protection. As part of this mission, the Federal Reserve has a large group of economists who produce research to inform policymakers as they steer the world’s largest economy. However, the economy and the financial system that supports it are being transformed by technological advancement. And while the Fed has a breadth and depth of economics expertise, it does not have the same technical expertise. So, to ensure that the governors receive informed, impartial technical research before making decisions, the Fed has set up multiple teams to focus on emerging technology. Three years ago, the Board created the Technology Lab to conduct research and experimentation with emerging technologies relevant to the financial system.

The Technology Lab changes its research agenda every year. It began by researching distributed ledger technology, central bank digital currencies, and has a new set of projects this year. The core team is five members strong, with over a dozen rotators from across the System who join the TechLab to lend their subject matter expertise on a specific project. 

I was assigned to work on two projects, and while I cannot discuss the specifics of my work, it comprised 60% writing and 40% software development and data analysis. Because the TechLab is relatively small and new, I effectively worked as a core team analyst leading sub-parts of the two projects. Hopefully, in the coming months, the Fed will publish the work, and I will be able to share more then. Beyond the core research and experimentation work, I also helped moderate the TechLab’s weekly series, where we invited subject matter experts from academia, the private sector, and the government.

Other highlights during my time at the Fed included representing the Board of Governors at a nationwide Federal Reserve System showcase in front of 250 people. I also got to sit next to Chairman Jerome Powell, ask him questions at an intern event, and meet now-Vice Chair Philip Jefferson at another event.

Working at the Fed this summer was an absolute pleasure and incredibly fulfilling—it made me genuinely excited about public service.

The summer also included several highlights outside the workplace. I celebrated the Fourth of July at the White House. I attended a piano and violin concert at the French Embassy. I went on an exclusive Fed-only tour of the dollar printing facility of the Bureau of Engraving and Printing. I got to see the dollar printing machines up close, smudge a few in-production hundred-dollar bills, and hold 40 pounds of cash in one hand.

Working at the Fed this summer was an absolute pleasure and incredibly fulfilling—it made me genuinely excited about public service. I want to thank Amber, Bunmi, Cy, Jeff, Jill, Jochen, Laila, Lucas, Megan, and Monique from the TechLab team. I also want to thank Karley and Laura from the Talent Acquisition team, who guided me through the recruitment process and supported me throughout the internship. And lastly, I want to thank Sonja, Sunayna, and Susan at the officer level, who met with me to chat about the Fed, financial innovation, and career options. There are many more people who I cannot list here because of a word count limit, but I appreciate all of you. It was a genuinely wonderful summer.

During the summer at the Federal Reserve, Hamzah Daud (Master's in International Policy '24) furthered his understanding of the interplay between technology and central banking, contributing to cutting edge researches that evaluate the application of emerging technologies in the everyday financial system.

Kumi Naidoo is a prominent South African human rights and environmental justice activist. At the age of fifteen, he organized school boycotts against the apartheid educational system in South Africa. His courageous actions made him a target for the Security Police, leading to his exile in the United Kingdom, where he remained until 1990. Upon his return to South Africa, Kumi played a pivotal role in the legalization of the African National Congress in his home province of KwaZulu Natal.

Kumi also served as the official spokesperson for the Independent Electoral Commission (IEC), responsible for overseeing the country's first democratic elections in April 1994. His dedication to democracy and justice led to notable international roles, including being the first person from the global South to lead Greenpeace International as Executive Director from 2009 to 2016. He later served as the Secretary General of Amnesty International from 2018 to 2020.

In the realm of education, Kumi has shared his expertise, lecturing at Fossil Free University and holding a Richard von Weizsäcker Fellowship at the Robert Bosch Academy until early 2022.

Currently, Kumi serves as a Senior Advisor for the Community Arts Network (CAN). He holds the position of Distinguished visiting lecturer at Stanford University’s Center for Democracy, Development and the Rule of Law, and is a Professor of Practice at the Thunderbird School of Global Management at Arizona State University. Additionally, he continues to represent global interests as a Global Ambassador for Africans Rising for Justice, Peace, and Dignity. He also holds positions as a Visiting Fellow at Oxford University and an Honorary Fellow at Magdalen College.

In a testament to his family's commitment to positive change, they have established the Riky Rick Foundation for the Promotion of Artivism, honoring the legacy of their son and brother, the now late South African rapper Rikhado “Riky Rick” Makhado through a commitment to supporting artivism and mental health in South Africa.

Kumi has authored and co-authored numerous books, the most recent being Letters To My Mother (2022), a personal and professional memoir that won the HSS 2023 non-fiction award by the National Institute Humanities and Social Sciences.

In the ever-changing landscape of modern democracy, CDDRL’s Deliberative Democracy Lab (DDL) stands at the forefront of a movement to promote greater civic engagement and foster meaningful dialogue among citizens. Alice Siu, the Lab’s Associate Director and a senior research scholar at CDDRL, recently took the stage at TEDxStanford to present a talk titled "Deliberative Polling®: Changing the Tides of Democracy."

This year's TEDxStanford event, centered around the theme "Changing Tides," focused on pivotal moments and ideas capable of altering the course of history. Alice was among the nine speakers, comprising a mix of students and faculty, invited to share their insights on transformative topics. Her contribution to the event was an outgrowth of the groundbreaking work she and her team have been doing with Deliberative Polling® and the America in One Room project.

Alice's talk was a call to action for society, presenting a compelling case for the power of deliberative democracy and Deliberative Polling®. As democratic backsliding continues to challenge democratic institutions worldwide, her talk offered a glimmer of hope, demonstrating how the practice of deliberation and engaging with diverse perspectives can alleviate some of our most pressing societal issues.

Deliberative Polling® is a unique approach to engage citizens in constructive dialogue and decision-making. It involves gathering a representative sample of citizens, providing them with access to expert information, and giving them the opportunity to deliberate on key issues. Deliberative Polls have been conducted all over the world, and the evidence Alice shared in her talk illustrates their effectiveness in reducing polarization and fostering consensus.

“What we are doing now at our Lab is trying to bring deliberation to scale,” Alice said in her talk. DDL seeks to bring people together and create opportunities for meaningful engagement through both in-person and virtual means. Their AI-assisted Stanford Online Deliberation Platform, a collaboration with Stanford Professor Ashish Goel and his Crowdsourced Democracy Team, is a pioneering tool in this endeavor. Through technology, they aim to build deliberative societies where people from all walks of life can come together to tackle pressing issues, leading to informed decision-making and collective action.

In a world where division and polarization seem to be the order of the day, Alice's talk offers hope for a new era of citizen engagement where informed, rational discourse supersedes partisan bickering.

Amir Magdy Kamel joins ARD to discuss his recently released book, Floundering Stability: US Foreign Policy in Egypt (University of Michigan Press, 2023). 


The United States has a record of pursuing global stability through international relations. This commitment is reflected in a US type of foreign policy that uses economic tools to pursue stability goals. To better understand the effectiveness of this notion, this talk will unpack the conceptual and contextual foundations of what Amir Magdy Kamel refers to as the US ‘Stability Policy’—how it evolved over time and how it was implemented in Egypt. From here, Kamel will reflect on what his book’s findings demonstrate for the relationship between economics and stability, along with how and why the stability policy performed the way it did in Egypt.

Amir Magdy Kamel currently holds visiting roles at Stanford University and the University of San Francisco. He is also an Associate Professor in the School of Security Studies and a Fellow in the Institute of Middle Eastern Studies at King's College London. His research projects focus on two areas: political and economic issues across the Middle East, including EU and US foreign policy towards the region, and transformative technologies and how they impact states and policymaking. Dr. Kamel also has over a decade of experience providing advice, analysis, and consultations to various government agencies, economic consultancies, and NGOs.

A year ago, as I left the historic surroundings of Pennsylvania Avenue in Washington, D.C. to join the Ford Dorsey Master's in International Policy (MIP) at Stanford, one of my many objectives was to diversify my professional toolkit and improve my leadership skills. I have come to understand that the nature of many challenges today, particularly in the field of technology amid growing rates of global interconnection, innovation, and digitalization, requires much richer, diverse, and coordinated approaches. The leaders of today must strive to find fortitude in diversity and cooperation. 

In pursuing this objective, over the summer I interned for the Security and Intelligence Team at Duco Experts, a technology start-up headquartered in San Francisco. After five years of public service work, this represented a unique opportunity to learn the intricacies of entrepreneurship from the inside. 

Led by its inspiring CEO, Sidney Olinyk, and an elite team of young professionals, Duco works across the topics of artificial intelligence (AI), trust and safety, cybersecurity, elections, and geopolitical risk. Through its innovative advisory services, Duco supports a considerable pool of Fortune 100 companies, including some of the largest U.S. technology companies. 

The breadth of activities I carried out during my internship gave me exposure to the intersection of security and technology policy, as well as a deeper understanding of the complex decisions faced by corporate executives at major U.S. technology companies. 

I interned for the Security and Intelligence Team at Duco Experts, a technology start-up headquartered in San Francisco. After five years of public service work, this represented a unique opportunity to learn the intricacies of entrepreneurship from the inside.

In retrospect, there are three main lessons I learned during my time at Duco:

Finding Fortitude in Diversity and Cooperation

One of the first experiences I had at Duco was supporting an event with different allies and stakeholders from the technology community in San Francisco and D.C. to showcase the launch of the report, Scaling Trust on the Web. Duco Experts contributed to the Atlantic Council's Digital Forensic Research Lab (DFRLab) Task Force for a Trustworthy Future Web and this event allowed me to interact with experts in the field of Trust and Safety, connect with former MIP students now working in industry, and experience first-hand how coordinated and collaborative approaches can result in innovative solutions to issues as complex as the ones faced in the cyber domain. 

The report summarizes the task force's recommendations for specific, actionable interventions that could catalyze safer, more trustworthy online spaces. And most importantly, the report reinvigorates the rationale of cooperation in cyberspace, as it highlights, for example, the role of academia, media, and civil society to help build better online spaces. I am convinced that these recommendations will have a long-lasting effect and will serve as a guide for many actors globally. 

Mapping Technological Risk Worldwide

In my role supporting the Manager for Security and Intelligence at Duco, I had the opportunity to conduct research and produce alerts relevant to major U.S. technology companies. I analyzed the implications for such companies of China's revised Counter Espionage Law, mapped the data and privacy risks posed by fake web browser extensions and the shortcomings of automatic vetting processes, detailed the risks of internet censorship and restrictions in Russia, and investigated how marketing scammers target children online. Furthermore, I gained valuable insights into timely debates in the field of generative AI technologies and challenges faced by content moderation teams when tackling CSAM online. 

During my time on the Security and Intelligence Team, I had the opportunity to work in their cybersecurity portfolio, understand the logic of business development and vertical markets, and support the delivery of high quality projects for clients, a novel experience for me. The last project I supported allowed me to widen my knowledge of cybersecurity research centers worldwide and interact with consultants, academics, and former industry experts to address clients' needs. 

Thinking Like a CEO

One of the biggest lessons I learned during my internship, a mantra I will carry with me wherever I go, came from Duco's CEO herself, Sidney Olinyk, who constantly reminded us during team meetings to: "be adaptable, be comfortable with rejection, and always think like a CEO."

My time at Duco Experts showed me the importance of flexibility and adaptability, particularly when attempting to tackle challenges related to emerging technologies. From generative AI to developments in quantum computing, the ever-evolving innovation landscape requires professionals who can lead with flexibility, humanity, and who are not afraid to redirect efforts when necessary. 

As I seek to make my way into the field of technology policy and I continue my efforts to bring unrepresented voices to the forefront of technology-related debates across the Americas, my summer experience at Duco Experts has equipped me with a valuable understanding of the start-up ecosystem in San Francisco, as well as some of the most pressing areas of opportunity in the field of cybersecurity and emerging technologies. 

From generative AI to developments in quantum computing, the ever-evolving innovation landscape requires professionals who can lead with flexibility, humanity, and who are not afraid to redirect efforts when necessary.

My sincere gratitude to Sidney Olinyk, Neema Basri, Lauren LaBrique, Sofia Arimany and all the members of the Duco Experts team for sharing their knowledge and for leading with such humane and passionate effectiveness.

It’s a new academic year at the Freeman Spogli Institute for International Studies (FSI), which means we’re welcoming our new class of the Ford Dorsey Master’s in International Policy!

The Class of 2025 is a cohort of 28 students representing six different states and eleven different countries, including Belgium, China, Indonesia, Japan, Lebanon, Peru, South Korea, Sri Lanka, Tanzania, the United Kingdom, and the United States.

These students have come to us from academia, government, NGOs, the private sector, and the military in order to learn more about the frameworks that shape effective policy and for the opportunity to practice those theories hands-on in the Policy Change Studio. From tackling challenges caused by climate change to honing leadership skills for the armed services, the Class of 2025 is ready to get to work!

I’ve been given a lot of unique opportunities in my life, and I’m delighted that coming to Stanford to study cyber policy is the next step in my journey.

My work with cyber has already taken me through the U.S. Army as an intelligence analyst and into tech companies like StubHub and eBay, where I was a financial crime investigator, and Meta, where I worked on investigative teams looking into issues surrounding the 2020 U.S. election, the military coup in Myanmar, Ethiopia's civil war, and the evacuation of Afghanistan.

It’s surreal in the best way to be working with scholars and advisors like Renée DiResta and Alex Stamos whom I’ve read so much research from over the years. Because Stanford is so connected to Silicon Valley, it’s a prime place to look at policy impacts in the private sector. I’ve already had a chance to see public policy close-up, and I want to look more closely at how we can better engage the private sector to bring about societal changes.

One of the places where I think we need to rethink our approach is digital security. I’ve worked a lot on fraud and online crime cases during my career, and we tend to treat those issues very adversarially: reducing either entire nation-states or groups and movements of thousands and millions of people to amorphous, shadowy, dark, evil bad actors lurking in the ether is not a sustainable way to grow as a community and species. There are definitely really bad people out there, and without question there are people who have been exploited, but thinking about the issue in pure diametrics can be very dehumanizing. For every dark web mob boss targeting the innocent, there are a lot of undereducated, marginalized people targeting each other in a basic effort to get by.

I think we need to start asking harder questions about the incentives and root causes that drive people towards these crimes in the first place. Is it a lack of education? A lack of opportunity? The need for more resources? How do we as a society want to deal with those issues? Instead of just playing the whack-a-mole game that digital security currently is, I think the braver approach has to come from understanding the societal factors that create bad actors in the first place. We have to change those paradigms and take on the work of rehabilitating people rather than simply demonizing and dehumanizing them.

While I was an undergrad studying in Australia, I did volunteer and fundraising work with other Indonesian students. Throughout the semester, we’d collect funds, and then there would be a trip where we would go back to Indonesia and visit the children at the foster house we’d been collecting funds for. Sometimes these kids would go on to go to school or get a job, but their situation always seemed so precarious. If the economy changed or the money stopped, they’d be right back where they started. There wasn’t a good safety net to catch people, and donations were never going to be enough to change the situation for the long-term.

Seeing this made me start thinking about the public sector and how to improve public services that can act as a robust safety net for people in difficult times. Earlier in my career, I was very focused on empirical-based recommendations. I felt that as long as the data was convincing, that would be enough to create change. What I’ve realized is that good policy advice isn’t enough — you also need political will to implement the policy, driven by a well-informed public who can hold their elected policymakers accountable to deliver the changes they wish to see .

However, currently people find it difficult to understand the stances politicians take on certain issues and to keep track of whether they're delivering on their promises during their term in office. There’s not a very well-developed culture of people participating in policy making. I want to find ways of closing that gap between the people and their policy makers. 

That’s a massive challenge to tackle, but I know that learning more about governance and political frameworks with my MIP cohort will help me develop skills I can take back to Indonesia. There’s a big emphasis in this program on hands-on learning and experience outside of the classroom. It’s very focused on designing a solution, then testing it in the real world, then going back to redesign and test, redesign and test, until you get something that can actually make a difference. I’m confident that my time here is going to be invaluable for building public participation in Indonesia’s democratic and policymaking process.
 

We’ll only be able to find solutions to the major issues facing the world if we take an interdisciplinary approach. We have to learn from each other and make sure many different voices and perspectives are part of these discussions.

My journey towards climate adaptation and mitigation is deeply personal, shaped by my lived experiences in the coastal cities of Dar es Salaam, Tanzania, and Mombasa, Kenya, where I grew up. My mission is to treat climate change as a sustainable development issue and implement policies that holistically alleviate its impacts on vulnerable populations in Sub-Saharan Africa and the world. At Stanford, I hope to explore how science, technology, business, and society can work together to make this possible.

I’ve had the privilege of contributing to the development of renewable energy, water, and land conservation projects at different scales while working for a global non-profit (The Nature Conservancy), a multinational company (Schneider Electric), and an intergovernmental organization (The United Nations). Additionally, I had opportunities to engage in projects that address local problems of environmental and economic insecurity in various towns and villages in Tanzania (Zanzibar and Tanga), Cameroon (Bamenda), and the United States. These opportunities enabled me to collaborate with a wide variety of stakeholders in business, government, and civil society, thereby helping me hone technical and interpersonal skills relevant to the environmental field. 

As I continue my studies at Stanford, focusing on international policy, my goal is to channel my experiences, skills, and commitment to creating meaningful change. One of the exciting things about MIP is being amongst a nexus of people with tremendous talent. Tapping into this rich and vibrant community will help transform me as an aspiring leader in the climate space.

Since I was a little kid, I’ve been interested in what’s going on around me, and why things are the way they are. I come from Peru, and in an emerging economy like that it can be more obvious when public services don’t work. Everyone has stories from friends or family or firsthand experience of the difficulties they’ve had in accessing public services. I think that instilled a desire to solve issues of poverty and inequality very early on in my life. I’ve been asking those sorts of questions – What is this system? Why is it this way? How can we make it better? – for a long time.

I’m trained as an economist, but I believe we’ll only be able to find solutions to the major issues facing the world if we take an interdisciplinary approach. Yes, we need economic tools, but we have to combine those with frameworks from political science, international relations, law, education, public health, etc. We have to understand how the institutions who administer these frameworks function, and what we can do to change them when they’re not serving their purpose effectively.

And we also need to be open to learning from each other and making sure many different voices and perspectives are part of these discussions. We especially need young voices and youth participation in public policy. One generation may be in a position to make the policy, but it's the younger generations who will live with them. If we’re not helping them learn now, how can they be effective policy makers later?

I’m looking forward to my time in the MIP program as an opportunity to expand my knowledge and my network and make the kinds of multidisciplinary connections that will make me a more effective leader and mentor. The people here come from so many different backgrounds, and talking with them and learning from them is going to give me even more tools for how to approach these problems.

My work experience is at the intersection of dual-use startups, venture capital, and the federal government. I most recently worked for Booz Allen Ventures, which is the corporate venture capital fund of Booz Allen Hamilton - focused on defense tech startups that can support national security missions. I supported the deal process end-to-end, from sourcing defense tech startups to developing business cases and facilitating value creation for portfolio companies. Prior to that, I supported several Department of Defense (DoD) teams, scouting dual-use startups based on certain use cases and technical requirements. I also conducted research on foreign investment in the U.S. startup ecosystem, assessing foreign influence within specific technology sectors.

My work experience has provided me with a deep understanding of and familiarity with the defense tech sector – both startups with dual-use applications and associated government needs and priorities – and how critical commercial technology is to supporting DoD efforts and ensuring national security.  

With rising geopolitical tensions in the world and China positioning as a great power competitor to the U.S., it feels like a great opportunity to be at Stanford and study international security and policy. At Stanford, my research interests revolve around venture capital and dual-use startups that support national security, opportunities/mechanisms to bridge the "valley of death" in the U.S. government, and adversarial capital/foreign investment in the U.S. I was drawn to the MIP program at Stanford because there are so many opportunities to research these areas and study them in depth from leading experts.

The MIP program also has a mission-oriented structure and mindset that really resonates with me. There are programs like the Gordian Knot Center at CISAC and classes like Hacking for Defense that are working in this same space: identifying private sector solutions for public sector needs. I’ve seen how good venture capital investments can accelerate startups that strengthen the DoD, and how good innovation, technology, and defense policy supports national security. I’m excited to continue working on these areas through my time at Stanford.
 

We need to start asking harder questions about the incentives and root causes that drive people. Those are the paradigms we have to change if we want to rehabilitate people instead of demonizing and dehumanizing them.

As an active duty Army officer and Downing Scholar, I intentionally pursued the MIP program at FSI because of the opportunity for personal growth, among the other unique aspects of studying at Stanford. A decade of military service taught me the simple truth that one will experience the most growth in the challenging territories outside of one’s comfort zone. Today, while passionate about International Security or Government & Development (two of the specializations offered by the MIP program), the Cyber Policy and Security track resides the furthest outside of my comfort zone and, therefore, offers me the greatest opportunity for personal growth.

In the military, the geometry of warfighting is divided into domains as a way of organizing and analyzing them. Admittedly, the cyber domain is the one I’m currently least familiar with, but the area that I feel is going to have the biggest effect on my ability to make and influence military decisions in the future. I’ve already witnessed how exponential growth within the cyber domain can expand the array of options for policy makers but, conversely, also create a new front of domestic vulnerability that U.S. national security and democracy is far from immune to. As I continue in my service, I want to be able to provide the best possible recommendations and make the most informed decisions possible. So, I’m here at Stanford to grow, discover and cover my blind spots.

More broadly, I understand this opportunity to reflect on my first decade of service while studying at Stanford is rare and well-timed. Today, I'm at a career-juncture where I’m now expected to understand the policy and strategic purpose behind the operational and tactical tasks at hand. That comes with a lot of responsibility. I’m more frequently in situations where I’m either directly making the decision or being asked, “What do you think about this?” by senior leaders. As a leader at any level, I want to be able to provide the best military advice possible, and I want to have a clear understanding of where my own decisions are coming from. Am I being objective or subjective? Do we have a clear end-state? Are we walking into a familiar and avoidable trap? I know the roots of many of these questions reside in policy. Therefore, I seek to build more of a mental foundation in the development of effective policy through a hands-on educational experience.

Today’s world offers no shortage of international policy problem-sets. One of the reasons the MIP program at FSI was so appealing to me was the environment it creates for hands-on learning opportunities to grapple with some of these problems. Dr. Fukuyama’s Policy Problem-Solving Framework and the MIP’s culminating capstone project offer tangible and solution-based opportunities to hone the skills I’ll take back to the Army. Lastly, Stanford houses a potent mix of people who have been policy practitioners, who have worked in government either here in the U.S. or abroad, and who are leading scholars in their field. Additionally, in this small and talented cohort of 28, another highlight to the MIP is our ability to frequently and directly interact with the faculty leadership and grow together. I’m excited by the opportunity for growth this all creates for me to not only share what I’ve learned in my career so far, but also to have that directly challenged and get feedback from my peers and professors. This experience will undoubtedly be invaluable when the time comes to step back into military service.

A dictator's power is secure, the authors begin in this muscular, impressive study, only as long as citizens believe in it. When citizens suddenly believe otherwise, a dictator's power is anything but, as the Soviet Union's collapse revealed. This conviction – that power rests ultimately on citizens' beliefs – compels the world's autocrats to invest in sophisticated propaganda. This study draws on the first global data set of autocratic propaganda, encompassing nearly eight million newspaper articles from fifty-nine countries in six languages. The authors document dramatic variation in propaganda across autocracies: in coverage of the regime and its opponents, in narratives about domestic and international life, in the threats of violence issued to citizens, and in the domestic events that shape it. The book explains why Russian President Vladimir uses Donald Trump as a propaganda tool and why Chinese state propaganda is more effusive than any point since the Cultural Revolution.

ABOUT THE SPEAKERS


Erin Baggott Carter (赵雅芬) is an Assistant Professor at the Department of Political Science and International Relations at the University of Southern California and a Hoover Fellow at Stanford University's Hoover Institution. She is also a non-resident scholar at the UCSD 21st Century China Center. She has previously held fellowships at Stanford's Center on Democracy, Development and the Rule of Law and the Center for International Security and Cooperation. She received a Ph.D. in Political Science from Harvard University.

Dr. Carter's research focuses on Chinese politics and propaganda. Her first book, Propaganda in Autocracies, explores how political institutions determine propaganda strategies with an original dataset of eight million articles in six languages drawn from state-run newspapers in nearly 70 countries. She is currently working on a book on how domestic politics influence US-China relations. Her other work has appeared in the British Journal of Political Science, Journal of Conflict Resolution, Security Studies, and International Interactions. Her work has been featured by a number of media platforms, including the New York Times and the Little Red Podcast.

Brett Carter is an Assistant Professor in the Department of Political Science and International Relations at the University of Southern California and a Hoover Fellow at Stanford University's Hoover Institution. Brett received a Ph.D. in Political Science from Harvard University and has previously held fellowships at the Harvard Academy for International and Area Studies and Stanford's Center on Democracy, Development and the Rule of Law.

Brett's research focuses on politics in the world's autocracies. His first book, Propaganda in Autocracies, marshals a range of empirical evidence to probe the politics of autocratic propaganda. His second book project, Autocracy in Post-Cold War Africa, explores how Central Africa's autocrats are learning to survive despite the nominally democratic institutions they confront and the international pressure that occasionally makes outright repression costly. His other work has appeared in the Journal of Politics, British Journal of Political Science, Journal of Conflict Resolution, Security Studies, and Journal of Democracy, among others.

The Stanford Center at Peking University is excited to announce our full re-opening for the 2023-24 academic year and beyond. In the wake of the COVID-19 pandemic, SCPKU programs were suspended and in-person events were put on hold indefinitely. Following the end of the zero-COVID policy in China, the center re-opened on a limited basis to welcome eight Stanford students for this year's Summer Seminar, Chinese Corporations: A Case Study Workshop, led by Professor Andrew Walder. As the academic year approaches, the center plans to re-activate several other programs.

Please note that faculty and students, graduate and undergraduate, from all Stanford schools are welcome to reserve office space at SCPKU at any time. Shorenstein Postdoctoral Fellow on Contemporary Asia, 2023-2024

Norman Joshua was a Shorenstein Postdoctoral Fellow on Contemporary Asia for the 2023-24 academic year. He obtained his Ph.D. in History fom Northwestern University. His research interests revolve around the histories of authoritarianism, civil-military relations, and economic history in Southeast Asia and East Asia. He is particularly interested in the relationship between historical experiences and the emergence or consolidation of authoritarian governance.

Norman’s dissertation and book project, “Fashioning Authoritarianism: Militarization in Indonesia, 1930-1965,” asks why and how the Indonesian military intervened in non-military affairs before the rise of the New Order regime (1965-1998). Using newly obtained legal and military sources based in Indonesia and the Netherlands, the project argues that the military gradually intervened in the state and society through the deployment of particular policies that were shaped by emergency powers and counterinsurgency theory, which in turn ultimately justified their continuous participation in non-military affairs.

His research highlights the role of social insecurity, legal discourses, and military ideology in studying authoritarianism, while also emphasizing the significance of understanding how durable military regimes legitimize their rule through non-coercive means.

Norman’s other works study revolutionary politics, counterinsurgency, military professionalism, intelligence history, and the political economy of petroleum in Indonesia. His first monograph, Pesindo, Pemuda Sosialis Indonesia 1945-1950 (2015, in Indonesian) examines the politics of youth groups in early revolutionary Indonesia (1945-1949).

At APARC, Norman developed his dissertation into a book manuscript that transcends the boundaries of his initial study. By broadening the scope of his research, he aims to trace the historical and social contexts upon which military authoritarian regimes legitimize their rule through non-coercive mechanisms, thereby enriching our understanding of the long-term effects of colonialism, war, and revolution on societal norms, values, power structures, and institutions
