Meredith L. Weiss joins the Walter H. Shorenstein Asia-Pacific Research Center (APARC) as 2024-2025 Lee Kong Chian NUS-Stanford Fellow on Southeast Asia for the 2024 fall quarter. She is Professor of Political Science in the Rockefeller College of Public Affairs & Policy at the University at Albany, State University of New York (SUNY). In several books—most recently, The Roots of Resilience: Party Machines and Grassroots Politics in Southeast Asia (Cornell, 2020), and the co-authored Mobilizing for Elections: Patronage and Political Machines in Southeast Asia (Cambridge, 2022)—numerous articles, and over a dozen edited or co-edited volumes, she addresses issues of social mobilization, civil society, and collective identity; electoral politics and parties; and governance, regime change, and institutional reform in Southeast Asia, especially Malaysia and Singapore. She has conducted years of fieldwork in those two countries, along with shorter periods in Indonesia, the Philippines, Thailand, and Timor-Leste, and has held visiting fellowships or professorships in Australia, Japan, Malaysia, Myanmar, the Philippines, Singapore, and the US. Weiss is the founding Director of the SUNY/CUNY Southeast Asia Consortium (SEAC) and co-edits the Cambridge Elements series, Politics & Society in Southeast Asia. As a Lee Kong Chian NUS–Stanford fellow, she will be working primarily on a book manuscript on Malaysian sociopolitical development.

Mona Tajali, a scholar of gender and politics, has been a visiting scholar at Stanford’s Center on Democracy, Development and the Rule of Law since 2023. Her research interests include women’s political participation and representation in Muslim countries, with a comparative focus on Iran, Afghanistan, and Turkey, as well as the institutionalization of women’s rights in semi- or non-democratic contexts. This fall, Tajali brings her extensive expertise to Stanford's undergraduates through a new course, FEMGEN 202: Global Feminisms. Tajali previously designed and taught this course as an associate professor of international relations and women’s, gender, and sexuality studies at Agnes Scott College, a historically women’s liberal arts college in Atlanta.

"Global Feminisms" is designed to explore the diverse and often conflicting ways in which feminists around the world advocate for gender equality. The course promises to provide students with an interdisciplinary framework to critically engage with feminist theories and practices on a global scale. Rather than merely surveying the various feminist movements, FEMGEN 202 aims to equip students with the analytical tools to understand and research feminist activism across different cultural and political contexts.

The course begins with foundational concepts such as intersectionality, othering, and postcolonial feminism. These concepts are crucial for understanding the historical power dynamics and hierarchies that have shaped feminist discourses, particularly in non-Western contexts. Tajali’s course also delves into the complexities of religiously inspired forms of feminism, including Islamic feminism, challenging students to think beyond traditional Western feminist paradigms.

Tajali’s course is particularly timely as the global feminist movement continues to navigate the challenges of building solidarity across borders. Students will be encouraged to consider how feminists with diverse backgrounds and perspectives can work together to address common concerns, despite sometimes having opposing views on how best to improve the status of women.

Tajali’s academic journey has been marked by a deep commitment to understanding and advancing women’s rights in complex political contexts. Tajali is the author of several significant works, including Women’s Political Representation in Iran and Turkey: Demanding a Seat at the Table (2022) and Electoral Politics: Making Quotas Work for Women (2011), both of which are accessible as open-access publications. Her co-edited volume, Women and Constitutions in Muslim Contexts (2024), was also published this year, applying a gendered lens to the study of national constitutions of several Muslim countries. Her research has been further published in both academic and popular outlets, among them the Middle East JournalPolitics & GenderThe Conversation, and The Washington Post.

Beyond her academic contributions, Tajali has been an active participant in transnational feminist networks. She is a long-term collaborator with Women Living Under Muslim Laws (WLUML), a global solidarity network that advocates for women’s rights in Muslim contexts. Since 2019, she has also served on the executive board of WLUML, further bridging the gap between academia and grassroots activism, and currently directs their Transformative Feminist Leadership Institute.

As Tajali brings her expertise to Stanford this fall, students will have the unique opportunity to engage with global feminist issues through the lens of a scholar deeply immersed in both academic research and practical advocacy. "Global Feminisms" promises to be a transformative course that not only broadens students’ understanding of feminism worldwide but also prepares them to contribute thoughtfully to the ongoing global conversation about gender equality.

As nations grapple with an increasingly competitive global talent landscape, a new study, published in the journal World Development, suggests that countries should rethink their approach to developing, attracting, and retaining talent. To address the need for a more complete understanding of cross-national variation in talent development strategy, the study proposes Talent Portfolio Theory (TPT), a novel approach to studying and improving human resource development.

The researchers, Stanford sociologist Gi-Wook Shin, the William J. Perry Professor of Contemporary Korea and the director of APARC and the Korea Program, and Haley Gordon, a PhD candidate at Stanford’s Department of Sociology, draw on the principles of Modern Portfolio Theory, a well-established framework in financial investment literature, to propose a new framework for talent development.

The new framework, TPT, views a nation’s talent strategy much like an investment portfolio, emphasizing the importance of diversification, risk management, and rebalancing. Shin and Grodon examine Japan and Singapore as case studies to illustrate how the TPT approach can help scholars, policymakers, and businesses better understand and optimize talent development strategies.

The study is part of the Talent Flows and Development research track of the Stanford Next Asia Policy Lab (SNAPL). Housed at APARC and directed by Shin, SNAPL is a new initiative committed to addressing emergent social, cultural, economic, and political challenges in Asia-Pacific nations through interdisciplinary, policy-relevant, and comparative research.

Talent Portfolio Theory enables a holistic understanding of a nation’s talent development. TPT also allows us to see the evolution of talent development strategy in terms of rebalancing a talent portfolio over time.

A Fresh Perspective on Talent Development

Talent development has long been a priority for nations aiming to boost economic growth and compete globally. Traditionally, countries have focused on building human capital — developing skills and education among citizens — and social capital — strengthening networks and relationships that facilitate cooperation and innovation. Existing strategies, however, often overlook the interconnected nature of various talent flows, including the movement of domestic talent, international talent, and diaspora engagement.

Just like financial theory evaluates a given investment (and its risk and return qualities) by how it impacts a portfolio’s overall performance rather than in isolation, TPT treats talent as a portfolio composed of four key elements, known as the “four Bs”: brain train (domestic talent development), brain gain (attracting foreign talent), brain circulation (movement of talent between home and abroad), and brain linkage (engagement with diaspora communities).

“In the study of national talent development, it is imperative to consider both the human and social capital facets of talent, as a country has multiple layers of talent available for use – domestic, diasporic, and foreign – each with different human and social capital potentials,” write Shin and Gordon. They propose TPT as “a better framework for illustrating and comparing different experiences and impacts of talent development at the national level, which is also key in offering policy prescriptions for human resource strategies.”

Insights from Japan and Singapore

Using Japan and Singapore as case studies, the authors demonstrate how countries can apply TPT to manage their talent portfolios. Japan's economic growth relied on two tiers of human capital: top-level scientists and engineers who adapted and integrated foreign technologies for domestic use, and skilled workers who grasped the fundamentals of these adapted technologies and carried out the manufacturing processes. With limited prospects for brain gain, circulation, or linkage, Japan developed these two layers of its workforce by relying on brain train, cultivating domestic talent for its industrial development.

In the early 1990s, however, Japan’s economy ran into trouble. Its system of brain train was well-suited for driving incremental innovation, but it became restrictive in the rapidly evolving landscape of the early 21st century, which demanded more disruptive innovation. “The Japanese model of human resource development necessitated a robust supply of domestic manpower which now became increasingly difficult to sustain, and a shrinking working-age population also meant labor shortage and reduced productivity,” say Shin and Gordon. “In the language of TPT, Japan urgently needed to diversify its talent portfolio beyond its reliance on brain train to address new risks.”

Recognizing the risks of a skewed talent portfolio, Japan began to rebalance its talent portfolio in the 2010s but has struggled with demographic decline and a slow pivot toward international talent. Despite efforts to internationalize higher education and attract foreign talent, Japan’s diversification of its talent portfolio has been stagnant and was hard hit by the COVID-19 pandemic.

In contrast, Singapore’s approach showcases the benefits of a well-balanced talent portfolio. The city-state’s aggressive pursuit of foreign talent (brain gain) and robust engagement with its diaspora (brain linkage) have made it a leader in global talent strategy. Singapore’s government has continually adjusted its policies, actively rebalancing its talent portfolio to maintain a competitive edge.

Singapore started rebalancing its talent portfolio in the 1990s, not only enhancing its efforts toward brain train but also expanding brain gain by internationalizing higher education and actively promoting a “work-migration” path. In tandem with its brain gain initiatives, Singapore also turned to its diaspora, fostering brain circulation and establishing stronger brain linkages. Through concerted efforts by the government and industry, Singapore has successfully produced and attracted creative talent that allowed it to remain globally competitive.

“Talent Portfolio Theory enables a holistic understanding of the various components of Singapore’s talent strategy and its evolution over time, from the country’s focus on brain train during its catch-up phase to its rebalancing with a successful brain gain, in addition to more recent forays into brain circulation and brain linkage,” Shin and Gordon explain.

Countries must enact sociocultural policies that ensure global competitiveness in the new talent market by emphasizing openness, tolerance, and diversity in order to gain the best and brightest brains.

Toward Fostering Cultural Diversity

TPT offers a powerful framework for crafting more resilient and adaptive talent strategies. As the global competition for skilled workers intensifies, understanding the dynamics of talent portfolios can help countries mitigate risks, capitalize on opportunities, and avoid the pitfalls of overly narrow approaches to human resource development. For instance, countries experiencing demographic decline, like Japan, can look to Singapore’s model of timely rebalancing as a guide for policy adjustment. Businesses also stand to benefit from TPT. The framework encourages companies to look beyond the availability of local talent and consider the broader talent ecosystem, including international talent flows and diaspora engagement.

Shin and Gordon emphasize that structural and sociocultural factors often limit policy options for building and rebalancing talent portfolios. Japan and Singapore illustrate that developed countries with abundant domestic opportunities are better positioned to retain talent and attract brain gain, whereas developing countries often experience talent outflows, favoring brain circulation or linkage (as seen in China and India). Additionally, while ethnically homogenous countries like Japan may prefer to rely on domestic and diasporic talent, multiethnic countries like Singapore can better attract foreign talent and engage in brain gain.

The contrasting experiences of Japan and Singapore underscore the critical importance of fostering cultural diversity to attract foreign talent. Singapore’s success with brain gain, compared to Japan’s more mixed outcomes, largely stems from its multicultural environment, shaped by policies that protect minority rights and actively promote respect for diverse ethnic groups. To remain competitive in the global talent market, countries must prioritize sociocultural policies that cultivate openness, tolerance, and diversity. By embracing these values, nations can attract the best and brightest minds, ensuring their place in a rapidly evolving global economy.

Egor Lazarev is an assistant professor at the Department of Political Science at Yale. His research focuses on law and state-building in the former Soviet Union. His first book, State-Building as Lawfare: Custom, Sharia, and State Law in Postwar Chechnya, was published by Cambridge University Press in 2023. The book explores the use of state and non-state legal systems by both politicians and ordinary people in postwar Chechnya. Egor’s other research has been published in World Politics, World Development, and Political Science Research & Methods. Currently, he conducts field research on legal reforms in the post-communist world.

In this article, the researchers propose Talent Portfolio Theory (TPT) as a new framework for studying human resource development. Drawing insights from Modern Portfolio Theory in financial investment, TPT views a nation’s talent development as creating a “talent portfolio” composed of four “B”s: brain train, brain gain, brain circulation, and brain linkage. TPT attends to how a talent portfolio, like a financial one, is diversified to minimize risk, and how diversification can be maintained via rebalancing. As such, TPT provides a framework that captures the overall picture of a country’s talent strategy and offers a lens through which to understand how a country changes or “rebalances” its talent portfolio over time. It also provides a tool for examining cross-national variation in talent development strategy.

The authors illustrate the utility of TPT with the cases of Japan and Singapore. While human resource development was crucial to the economic rise of both countries, TPT demonstrates that Japan’s and Singapore’s approaches to constructing and rebalancing their talent portfolios took different routes with diverging outcomes. They conclude with discussions of theoretical and policy implications of this new approach for the study and implementation of talent development.

Varieties of Identity Politics: A macro-historical approach

Appealing to voters’ group identities can be an effective way for new parties to gain an electoral foothold. Yet political outsiders can do so in different ways, employing competing ‘styles’ of identity politics. Across the twentieth century, some new party families have appealed chiefly to a politics of group solidarity, mobilizing a cohesive ingroup against a clear outgroup within a symmetric logic of group conflict. Other parties have drawn instead on the politics of group antagonism, uniting a heterogenous ingroup of voters through outgroup appeals. In this paper, I introduce a distinction between two varieties of identity politics that new parties can draw upon: solidaristic identity politics and oppositional identity politics. While solidaristic identity politics has been a winning strategy for many waves of new parties, this approach is only possible under certain structural and organizational conditions. I develop a theory to explain divergences in the use of each style and provide support for my hypotheses by comparing two waves of party entry in Western Europe: early 20th-century socialist parties and interwar fascists across Germany, the Netherlands, and Great Britain.

Alex Mierke-Zatwarnicki is a postdoctoral fellow at the Center for Democracy, Development and the Rule of Law (CDDRL) at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. She holds a Ph.D. in Government from Harvard University and was previously a Max Weber Fellow at the European University Institute.

Alex’s work focuses on political parties and group identity in Western Europe, in macro-historical perspective. A core theme of her research is understanding how different patterns of political and social organization combine to shape the ‘arena’ of electoral politics and the opportunity space for new competitors. Alex’s ongoing book project studies how challenger parties articulate new group identities into politics, comparing processes of party-building and entry in Great Britain, Germany, and the Netherlands over more than a hundred years.

Alex Mierke-Zatwarnicki is a postdoctoral fellow at the Center on Democracy, Development and the Rule of Law (CDDRL) at the Freeman Spogli Institute for International Studies (FSI) at Stanford University. She holds a Ph.D. in Government from Harvard University and was previously a Max Weber Fellow at the European University Institute.

Alex’s work focuses on political parties and group identity in Western Europe, in macro-historical perspective. In her ongoing book project, Alex studies the different ways in which outsider parties articulate group identities and invoke narratives of social conflict in order to gain a foothold in electoral competition. Empirically, the project employs a mixed-methods approach — including qualitative case studies and quantitative text analysis — to compare processes of party-building and entry across five distinct ‘episodes’ of party formation in Western Europe: early twentieth-century socialists, interwar fascists, green and ethno-regionalist parties in the post-war period, and the contemporary far right.

CDDRL seminar with Gillian Slee - Home but Not Free: Rule-Breaking and Withdrawal in Reentry

Research on reentry documents how material hardship, network dynamics, and carceral governance impede reintegration after prison, but existing scholarship leaves underdeveloped other instances in which adverse outcomes stem from the institution’s inattention to structural, interpersonal, and intrapersonal dynamics. Drawing on over two years of ethnographic fieldwork with people on parole, this study analyzes three sources of adversity — which occur because reentry institutions’ or actors’ practices are incompatible with the behaviors and needs of system-involved people. I demonstrate how unrecognized vulnerability, discretion’s benefits and drawbacks, and risk-escalating rules contribute to adverse outcomes — withdrawal and rule-breaking — that sometimes lead to reincarceration. In failing to account for aspects of human agency and dignity, such as the ability to provide for oneself and to advance personal and familial well-being, parole guidelines often prompted withdrawal and subversion. This study carries implications for those interested in understanding how socioemotional dynamics shape state processes and social citizenship.

Gillian Slee is the Gerhard Casper Fellow in Rule of Law at the Center on Democracy, Development and the Rule of Law (CDDRL) at Stanford University. Her work focuses on understanding and ameliorating inequality in American state processes. To this end, she has studied institutions with far-reaching consequences: public defense, child protective services, and parole. With each of her projects, Gillian aims to humanize key state processes and, in so doing, demonstrate how institutions’ relational dynamics shape inequality. She uses a range of methods — ethnography, in-depth interviews, and statistics — and has published her work in Theory and Society, Social Service Review, Politics & Society, and Journal of Marriage and Family.

Gillian completed her Ph.D. in Sociology and Social Policy at Princeton University in 2024. She earned her M.Phil. in Criminology at the University of Cambridge, where she was a Herchel Smith Harvard Scholar. Gillian graduated from Harvard College with a degree in Social Studies and a minor in Psychology. Her research has been recognized with Centennial, Charlotte Elizabeth Procter, Marion J. CDDRL seminar with Anne Meng — Throwin’ in the Towel: Global Patterns of Presidential Election Concessions

A fundamental aspect of democracy is that losers accept defeat. However, despite the importance of this concept, we do not have a clear sense of the empirical prevalence of concessions, nor do we have systematic evidence assessing its effects on election outcomes. This article presents the first global dataset on concessions in presidential elections in all countries worldwide from 1980 to 2020. For each election, we code whether the top-placing losing candidate made a concession statement that clearly acknowledges defeat, as well as the number of days they took to concede. We find that candidates in democratic countries are more likely to concede compared to candidates in autocratic countries. Surprisingly, losing incumbents are more likely to concede compared with non-incumbents who lose. The data also shows that precedence matters: if the loser in the previous election conceded, the current loser is more likely to concede. Finally, concessions are positively and significantly associated with fewer post-election protests (including those alleging electoral fraud), although it is difficult to convincingly establish a causal relationship.

ABOUT THE SPEAKER

Anne Meng is an Associate Professor in the Department of Politics at the University of Virginia. Her research centers on authoritarian politics, institutions, and elite power sharing. Her book, Constraining Dictatorship: From Personalized Rule to Institutionalized Regimes (Cambridge University Press, 2020), won the Riker Book Prize and was listed as a 2021 Best Book by Foreign Affairs. She has also published articles on authoritarian ruling parties, rebel regimes, opposition cooptation, term limit evasion, leadership succession, and democratic backsliding. Her work has been published in the American Political Science Review, Annual Review of Political Science, PS: Political Science & Politics, British Journal of Political Science, and others.

CDDRL seminar with Maria Snegovaya - When Left Moves Right: The Decline of the Left and the Rise of the Populist Right

Over the past two decades, postcommunist countries have witnessed a sudden shift in the electoral fortunes of their political parties: previously successful center-left parties suffered dramatic electoral defeats and disappeared from the political scene, while right-wing populist parties soared in popularity and came to power. This dynamic echoed similar processes in Western Europe and raises a question: Were these dynamics in any way connected? This book argues that they were. And that the root of the connection between them lies in the pro-market rebranding of the ex-communist left—the key explanatory variable. This book argues that, though the left’s pro-market shift initially led to electoral rewards, it had a less straightforward impact on left-wing parties’ electoral fortunes in the long run. Traditional supporters of the left (working-class and economically vulnerable groups) were alienated by the new economic policies, and the middle-class voters newly drawn to these parties did not compensate for those losses. As a result, for several electoral rounds following the rebranding, reformist parties on the left suffered dramatic electoral defeats. In response, right-wing parties in their respective countries adopted more redistributive economic platforms consistent with preferences of former supporters of the left, and incorporated sizeable shares of these electorates. This contributed to the growth of right-wing populist parties in the countries with a pro-market left.

The book traces this process in postcommunist Europe on different levels of analysis: cross-country observational data, case studies, and individual-level experimental surveys. It argues that scholars should incorporate the economic policy dimension when explaining the demise of the left and the rise of the populist right in the region. It also examines important parallels between the dynamics of Western and postcommunist countries by arguing that the idiosyncrasy of Eastern European politics has been overstated in scholarly literature. It also offers policy recommendations about ways for the centrist parties to curtail the rise of populism.

ABOUT THE SPEAKER

Maria Snegovaya (PhD, Columbia University) is a Senior Fellow with the Europe, Russia, and Eurasia Program at the Center for Strategic and International Studies (CSIS) and an Adjunct Professor at  Georgetown University's Walsh School of Foreign Service. The key focus of her research is democratic backsliding and re-autocratization in postcommunist Europe, as well as Russia's domestic and foreign policy. Her research results and analysis have appeared in policy and peer-reviewed journals, including West European Politics, Party Politics, Journal of Democracy, Post-Soviet Affairs, and the Washington Post‘s political science blog, the Monkey Cage. Her first book, When Left Moves Right: The Decline of the Left and the Rise of the Populist Right, was published by Oxford University Press in January 2024. Her other manuscript, “Russia’s Foreign Policy and Nomenklatura Continuity in Ruling Circles,” is under contract with Oxford University Press.

CDDRL seminar with Klaus Desmet - Polarization in the U.S.

There is growing concern over rising social divisions in the U.S. We develop a new method to endogenously partition society into groups based on homophily in values. The between-group differentiation that results from this partition provides a novel measure of latent polarization in society. For the last forty years, the degree of latent polarization of the U.S. public has been high and relatively stable. In contrast, the degree of partisan polarization between voters of the two main political parties steadily increased since the 1990s and is now converging toward that of underlying values-based clusters. Growing partisan polarization in the U.S. is a reflection of partisan views becoming increasingly aligned with the main values-based clusters in society.

ABOUT THE SPEAKER

Klaus Desmet is the Altshuler Professor of Cities, Regions and Globalization at Southern Methodist University, Research Fellow at CEPR, and Research Associate at NBER. He holds an MSc in Business and Engineering from the Université catholique de Louvain and a PhD in Economics from Stanford University. Before moving to SMU, he was Professor at Universidad Carlos III de Madrid. His research focuses on regional economics, climate change, and political economy. His work has appeared in journals such as the American Economic Review, the Journal of Political Economy, the Journal of Economic Theory, and the Journal of Development Economics. In 2019, he was the recipient of the Robert E. Lucas Jr. Prize, and in 2010, he was awarded the August Lösch Prize.
